- Assists in the development of a budget and monitors laboratory expenditures.
- Performs duties in compliance with all applicable regulatory and accrediting agencies and cGMP expectations, including but not limited to: Facility and equipment maintenance, validation review and approval, training (internal, continuing education, proficiency testing, annual GMP, etc.).
- Considerable knowledge of the use of laboratory apparatus and equipment. Ability to organize, communicate, teach, and work with others in an effective manner.
- BS Degree in Chemistry or, physical or biological science or medical technology from an accredited institution.
- 5+ years experience - Considerable knowledge of the methods, materials, and techniques used in laboratory work.

EXAMPLES OF ESSENTIAL DUTIES :
Duties may include, but are not limited to, the following:
- Coordinates the performance of a variety of laboratory chemical, biological, and bacteriological analyses to determine wastewater treatment compliance with State and Federal agency requirements and for process control
- Coordinates the performance of bacteriological and chemical analyses of the Citys drinking water
- Oversees analyses of groundwater and gas for the City Landfills monitoring program
- Oversees the operation and maintenance of the Laboratory and its equipment; implements laboratory quality assurance program; and maintains the Laboratorys accreditation with the Department of Health Services
- Supervises the performance of qualitative and quantitative analyses of drinking water, ground water, wastewater and sludge samples
- Maintains a variety of records related to laboratory tests and operations; prepares daily and periodic reports on lab data; produces analytical reports for the different divisions
- Oversees the collection of samples and maintenance of sampling equipment
- Trains, directs, and formally evaluates the work of plant operators and laboratory technicians in proper and safe laboratory procedures, operations, and analyses

- Makes decisions about capital item purchases and makes budget requests

EMPLOYMENT STANDARDS
Knowledge of:

TRAINING AND EXPERIENCE :
The Laboratory Manager shall be designate as a Laboratory Director as defined in the California Code of Regulations for a Certificated Environmental Laboratory. The following educational and experience requirements must be meet with the exception of (A) noted below.
LICENSE & CERTIFICATION :
- A valid Class C California Drivers license, including a safe driving record
- A grade III Laboratory Analyst Certificate issued by the California Water Environment Association (CWEA) or equivalent
- A grade IV Laboratory Analyst Certificate issued by CWEA is preferred
If the qualifying education and experience minimum requirements are met upon hire, employee may obtain CWEA grade III Laboratory Analyst Certification within twelve months or prior to the completion of probation.
The candidate selected will be appointed for a 12-month probationary period. Names of successful candidates who do not receive a job offer will be placed on an employment list that normally remains effective for one year. The Human Resources Department may abolish an Employment list at any time the needs of the City so require. This position is represented by the Mid Management bargaining group.

The lab manager position is for a small working lab at a hazardous waste facility. Non-accredited and actively working with plant personnel to manage a wastewater treatment tank farm. Basic lab testing and running of a GC and an ICP, while overseeing 1-2 lab techs. Attention to detail, ability to lead a team, and a desire to learn about the environmental services industry desired.
Primary Responsibilities (Essential Functions):
- Understand facility operations and be familiar with which regulations and permit conditions drive the analytical requirements of the facility, both in-house and third-party.
- Communicate and confirm each lab and lab pack technician's understanding of their role in facility operations and compliance with permit conditions and regulations.
- Perform QA/QC review on data generated by laboratory technicians for incoming waste verification samples, process/treatability samples, and samples representing outbound wastes.
- Perform QA/QC review on results entered into computer database by laboratory technicians.
- Communicate with other departments within our company either through email or cell phone.
- Approve lab packs coming into our facility.
- Oversee notification to Facility Management of off specification drums and recommended resolution.
- Maintain the highest standards at all times, assuring accuracy of results.
- Review lab equipment maintenance logs including calibration schedules as applicable.
- Make suggestions on methods to improve laboratory and lab pack flow and quality to Facility Manager.
- Operate lab in a safe and efficient manner.
- Continually grow knowledge of laboratory and lab pack information and expertise.
- Properly log and perform all checks, standards and calibrations.
- Participate in mandatory pre-shift and post-shift safety and operational meetings detailing tasks to be completed on shift.
- Perform other reasonably related tasks as assigned by management
Qualifications
Basic Required Qualifications:
- Bachelor's degree in chemistry, or related Science
- Two plus years of prior laboratory experience
- At least 21 years of age
- Ability to repeatedly lift and carry up to 50 lbs.
- Ability to stand, bend, and walk for extended periods of time
- Willing and able to wear company-provided personal protective equipment (PPE) such as hard hat, eye protection, foot protection, Tyvek coveralls, and respirator (as needed).
- Able to pass a company physical, drug test, and background check.
- Knowledge of hazardous materials and OSHA regulation.
- Willingness and ability to work safely in a variety of physical conditions such as proximity to moving vehicles, electrical current, and exposure to chemicals.
- Physically agile and dexterous and undeterred by adverse climatic conditions.
- Supervisory experience
- Ability to manage/prioritize several tasks simultaneously and meet deadlines.
- Basic knowledge of Microsoft Excel, Word, Outlook, and Power Point.
- 40-hour HAZWOPER training
- Experience with basic lab techniques and calculations
- Filling out lab pack inventory sheets
- Knowledge of Gas Chromatography and/or ICP-OES
- Knowledge of chemical compatibilities

Summary

Principal Duties And Responsibilities

- Schedule testing and prioritize according to schedule, order volume, and customer priorities. Monitor test process through the lab and ensure all testing is completed and meets order requirements.
- Ensure that testing data is generated and reported in an accurate and timely manner. Maintain test results and ensure proper storage of test data.
- Develop effective work relations on an intra and inter department level and across the organization.

- Collaborate and assist with the implementation and maintenance of the Laboratory Quality System to ensure accuracy and compliance.
- Perform critical error review as applicable per lab practices.
- Support customer visits, critical and key customer meetings, development of sales guides and marketing materials.
- May participate on technical / industry committees as assigned.
- May manage accreditation programs as required in coordination with other Technical Managers
- Perform other duties as assigned.
Knowledge, Skill, & Abilities
- Knowledge of laboratory testing methods. Knowledge of customer and industry standards with respect to test requirements and reporting of data.
- Knowledge of federal, state, or other regulatory laboratory requirements.
- Strong verbal and written communication skills. Strong technical problem solving and process improvement skills.
- Experience leading and managing the performance of diverse teams.
- Bachelors Degree or equivalent education and/or experience in testing, inspection, and certification (TIC) industry.
- 6 years of relevant experience.
Direct: Senior Lab personnel, including technicians, chemists, and production
Indirect: Entry-level personnel

General Responsibilities:
Responsible for coordinating or managing the activities of a Construction or Geotechnical materials laboratory (testing includes materials such as soils, aggregates, concrete, and asphalt). This includes ensuring that the laboratory testing services are conducted in a safe manner and consistent with company quality protocols, project requirements, and in a timely manner. Oversee or coordinate the training and utilization of laboratory staff. Oversee or coordinate the maintenance and cleanliness of the laboratory and testing equipment.
Essential Roles and Responsibilities:
- Provides supplemental operating policies and procedures unique to the laboratory to ensure that the testing services are accomplished consistent with Terracon's quality protocol and in an orderly and efficient manner.
- Works with Office Management during preparation of proposals and quotations for laboratory testing services to ensure proper scoping of services, availability of manpower, and appropriate pricing to render a profit.
- Ensures that laboratory personnel are properly trained, supervised and equipped with the necessary tools and equipment to ensure their personal safety in the office and laboratory.
- Directly supervises or monitors laboratory activities to ensure that the work is executed on time and in accordance with the client and project requirements and within company policies, procedures and standards.
- Ensures that laboratory processes and personnel adhere to the requirements of the company Quality program and the Construction Materials Quality Management System (QMS).
- Evaluates the performance of all employees within the laboratory and assists them in their professional development and growth, consistent with company policies and procedures.
- Supervises the efficient utilization of facilities and equipment assigned to the laboratory and makes requests for additional equipment and facilities as needed to meet the client's demands.
- Oversees calibration and maintenance of the laboratory equipment.
- Oversees the proper organization and appearance of the laboratory area, including keeping the area and equipment clean and uncluttered.
- Provides assistance to the Materials and/or Geotechnical Department Manager, directs the short-range business development activities of laboratory personnel to ensure that adequate fees are available to support the manpower staffing levels.
- Directly supervises the administrative systems of the laboratory to ensure that reports, proposals, and information required to serve the client are properly prepared and reported.
- Ensures that laboratory personnel follow company administrative policies. Examples of such policies include, but are not limited to, time sheets, expense reports and purchase order requirements.
- With the assistance from the Materials and/or Geotechnical Department Manager, plans, recruits, selects and provides training for personnel in the department.
- Assists the Materials and/or Geotechnical Department Manager with the preparation of each annual department business plan.
- May be required to perform construction and geotechnical related laboratory testing based on workload and staffing.
- Develop understanding and be aware of project-related risk. Be familiar with what could go wrong on a project and how to protect the Company. Be familiar with company risk policies.
- Lead safety efforts for team and ensure team follows safety rules and guidelines. Responsible for creating and modeling a safe work environment; demonstrates safety practices. Promote pre-task planning for all projects.
- Promote continuous quality monitoring and improvement on projects. Monitor quality standards and practices. Engage APRs on projects at their onset.
- Bachelor's degree in engineering technology or related field and 5 years' experience performing laboratory tests on construction and geotechnical materials. Or, in lieu of a degree, a minimum of 9 years' related experience.
- Certification by qualified national, regional or state authorities (ACI, NICET, DOT) or in-house certification is required in areas such as concrete, aggregates, soil and rock, or road and paving materials.
- Valid driver's license with acceptable violation history.
