Technical Lead Engineer
+ Support the program and contractor PM throughout the solution lifecycle.
+ Responsible for the architectural design, performance, and integration of the systems.
+ Serves as technical point-of-contact for the program.
+ Oversee and validate all design, integration and testing of the systems prior to installation into production, ensure that the systems meet all technical requirements, and proactively monitor the overall functionality and performance of the systems.
+ Institute security-focused systems engineering processes into all lifecycle activities to ensure security is a foundational factor that incorporates evolving industry and Government best practices, such as the processes described in NIST 800-160, Systems Security Engineering: Considerations for a Multidisciplinary Approach in the Engineering of Trustworthy Secure Systems.
+ Perform and ensure the entire team provides comprehensive analysis and engineering services. Functional design analysis performed by the Contractor that results in recommendations for equipment or software changes shall include cost-performance tradeoffs to assist with cost-effectively managing the infrastructure and the contractor team.
+ Provide the necessary oversight to the operations team to maintain highly available and functional infrastructure and error-free documentation.
+ Coordinate with the contractor PM on the transition-in and transition-out plans to ensure a smooth, comprehensive, and collaborative transition process occurs between all parties.
Basic Qualifications:
+ Ten (10) or more years of experience managing full lifecycle IT projects with similar technologies and with managing similar Key Personnel types
+ Five (5) or more years of experience designing, implementing and operating PKI-related programs in commercial or federal sectors
+ Possess a bachelor's degree from an accredited university or an additional 5 years of experience managing full lifecycle IT projects with similar technologies
+ Has applicable operating system, networking, and security certifications
+ Top-Secret security clearance

Qualifications

Education

    Bachelor of Science in Engineering (e.g., Mechanical, Systems, Electrical, Nuclear, Civil/Structural, Chemical, Aeronautical), or Sciences (e.g., Physics, Mathematics) from an ABET-accredited university.
  • U.S. Navy Nuclear Power Training is a plus, but is not required.

**Primary Responsibilities**

Job Description:
This Project Engineer position will serve as the Program Engineer Lead and will lead and drive all technical aspects of the program, develop schedules, monitor budget, drive task completion and coordinate with suppliers, customers and engineering design team. They will also work on the development and production support with Naval power or power conversion systems for Military production. Products consisting of complex electro-mechanical assemblies.
The ideal candidate for this position comes from a background in systems engineering, engineering IPT lead, technical program manager, or other engineering function with leadership responsibilities.
The project assigned to this Lead Project Engineer would be a large scale complex development program and they will be expected to lead their program with no supervision and will provide guidance and coaching to other project engineers in the department. Development efforts being led will be electrical and mechanical in nature, with designs from multiple subcontractors as well as internal engineering design and integration. There can be approximately 5% of travel to subcontractor and customer sites.
Essential Functions:
+ Provides technical leadership, acting as a Program Chief Engineer with a Chief System Engineer on issues related to subcontractors, suppliers and customers, supports management of the technical risks and opportunities to optimize program performance
+ Responsible for the day-to-day tactical duties for assigned programs, including leading teams of engineers and managing their own workload.
+ Oversees and coordinates the cost/schedule/technical aspects of ongoing engineering projects within the program guidelines set by the Program Manager and customer.
+ Partners with Systems Engineering to ensure design reviews and readiness events are completed on time with satisfactory presentation material.
+ Helps write and review Contract Data Requirements List (CDRL) deliverables such as technical reports, memos and test results.
+ Presents program progress and status to customer program office and technical teams.
+ Serves as point-of-contact between engineering project management and planning, engineering project team, and line management.
+ Assesses engineering project issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives.
+ Coordinates with the Manager for Project Engineering and site Director of Engineering.
+ Develops mechanisms for monitoring engineering project progress and for intervention and problem solving with engineering project managers, line managers, and customers.
+ Leads risk and opportunity management for their assigned program.
+ Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
+ May support Engineering Change Proposals (ECPs) and writing of Bases of Estimates (BOEs) to support proposal work.
+ Viewed as an expert and/or resource within the field by peers in and outside the organization with an in-depth knowledge of project management.
+ Lead weekly and quarterly meetings with customers. Presenting as part of Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs).
+ Frequent use and application of technical standards, principles and techniques
+ Prepares and monitors engineering project team schedules, plans, budgets, program/functional status reports, and competent in understanding and reporting EV metrics.
+ Estimates resource needs for developmental programs.
+ Coordinates preparation of Work Breakdown Structures (WBS), task descriptions, BOEs and other resources required to perform cost estimating.
+ Works with team to make significant improvements of processes, systems, solutions, standards, operational plans or products to enhance performance of job area, develop new concepts or standards. Have measurable impact on the achievement of overall function or business results.
Qualifications:
+ Bachelor's Degree and minimum 9 years of prior relevant experience, Graduate Degree and a minimum of 7 years of prior related experience, or in lieu of a degree, minimum of 13 years of prior related experience.
+ Ability to obtain US DOD Secret Clearance which requires US Citizenship
+ Multi-Disciplined Team Lead Experience 9+ years after receiving Bachelor's degree.
+ Must have prior experience being a Technical Lead on a developmental or production program.
+ Working knowledge of DOD program environment; esp. FAR, ITAR, FMS, DCS, MIL requirements.
+ Exerts influence in the successful execution of programs & projects through review of actions such as but not limited to review basis of estimates (BOE), tracking program technical performance measures, and ensures programs adherence to engineering processes and best practices.
+ Experience with Work Breakdown Structures (WBS), Organizational Breakdown Structures (OBS), and change management withing the Program Management Baseline (PMB).
+ Must have a good working knowledge of Earned Value Management and competency in understanding and EAC/ETC reporting metrics.
Preferred Additional Skills:
+ Ability to read and interpret mechanical engineering drawings of complex components.
+ Basic understanding of computer network component functions (routers, servers, switches, firewalls).
+ Experience with engineering change management, impacts and risks to other aspects of the program and project.
+ Highly organized and detailed work. Demonstrated ability to document internal and external action items and see them to closure.
+ Exposure with cybersecurity and risk management framework.
+ Degree in one of the following disciplines is preferred: Software Engineering, Electrical Engineering, Electricial Computer Engineering, Systems Engineering, or Computer System Engineering.
+ Excellent communicator and well-organized leader

The Maritime Seabed Systems (SBS) Business has an immediate opening for a high profile Program Chief Engineer role in Santa Barbara, CA. This position will report directly to the SBS Business Engineering Director and Chief Engineer, previously known as MariPro, has been in business since the 1960s and is experiencing significant growth. SBS is a trusted supplier of high performance, long-life undersea sensor and communication systems for the U.S. and foreign Navies, commercial, academic, and scientific customers.
The ideal candidate for this position has experience as a Program Chief Engineer, a Lead Systems Engineer, Engineer IPT lead, Technical Program Manager, or an Engineering section or department manager.
