Job Description
Good decisions begin with good data. We're looking for a sharp, creative, and proactive data analyst who sees beyond the obvious. This role is ideal for someone who thrives on exploring data and turning it into actionable insights, clear visual narratives, and sound recommendations.
As a key member of our team, you'll play a critical role in helping our analysts and legislators understand where our revenues are coming from and how they are being utilized. This position demands strong analytical capabilities, sound technical expertise, intellectual curiosity, and excellent communication skills to both uncover insights and support decision-making.
Responsibilities
Problem Exploration & Solution Design
- Investigate challenges from multiple angles, bringing both creative and structured thinking.
- Help shape new data products, solutions, or strategies based on patterns in data.
- Analyze complex data sets using statistical and analytical techniques.
- Identify trends, anomalies, and relationships that are not immediately obvious.
- Develop and maintain robust dashboards, reports, and ad-hoc analyses.
- Translate ambiguous data requests into well-defined questions.
- Identify what is possible with the available data, often answering questions before they are asked.
- Identify gaps in the current data that, if filled, could lead to greater insights.
- Present findings in clear, impactful ways using compelling data visualizations.
- Tell stories with data that drive decisions, not just display metrics.
- Document and explain analytical methods and outcomes for both technical and non-technical audiences.
- Continuously explore available data sets for new value creation opportunities.
- Take initiative to develop new models, metrics, or KPIs where gaps exist.
- Stay abreast of industry trends, tools, and best practices in analytics.
Qualifications
MINIMUM QUALIFICATIONS:
- Bachelor's or Master's degree in a quantitative field (e.g., Statistics, Mathematics, Computer Science, Economics, Data Science) or equivalent experience.
- Proven ability to structure ambiguous problems and independently identify actionable insights.
- Familiarity with basic statistical methods, regression, clustering, and time-series analysis.
- Expertise in tools such as:
- Microsoft Excel
- SQL (advanced level)
- Python or R for statistical analysis
- Data visualization platforms like Tableau, Power BI, Looker, or similar
- Strong communication and storytelling skills - written, visual, and verbal.
- Ability to analyze business processes and recommend workflow adjustments.
- Comfort working with imperfect data, and a natural inclination to improve data quality.
- A strong sense of initiative and curiosity.
- Willingness to work extended hours around legislative sessions.
- Politically non-partisan.
IDEAL CANDIDATES:
- Experience in designing and implementing KPI frameworks or analytical models.
- Ability to work well with small groups and with non-technical colleagues.
- Background in public finance or operational data.
- Understanding of data engineering fundamentals and collaboration with data teams.
- Experience with web application development (i.e. Spring Boot, NodeJS, React, Tailwind).
- Strong knowledge of database design and management (specifically with Microsoft SQL Server).
- Strong organizational skills.
Supplemental Information
SALARY RANGE:
The salary range for this position is 44.47 to 64.54 plus comprehensive medical, dental, leave, and retirement benefits. The selected candidate's actual starting salary will be commensurate with their education and professional experience.
The work hours for this position will typically be 40 hours a week during standard business hours, but extended work hours will occasionally be required

SUMMARY OF POSITION: The Legislative Administrative Assistant works under the supervision of the Chief Fiscal Officer. The Legislative Administrative Assistant provides administrative and clerical support to the staff in the Administrative Services Division; acts as a receptionist, office clerk, secretary, and data entry specialist; and fulfills other requested tasks.
ESSENTIAL FUNCTIONS:

Answer the telephone and greet members of the General Assembly and other visitors at the Administrative Services Division front desk and at the Bureau front desk during regular office hours.

Compose routine correspondence of the Chief Fiscal Officer and other professional staff.

Maintain computer files and paper files in accordance with office procedures and the Chief Fiscal Officer’s instructions.

Be available to members of the General Assembly, state agency staff, Bureau staff, and members of the public with regard to issues concerning legislative committee meetings.

Receive mail and interoffice mail for the division.

Oversee the maintenance and upkeep of the Bureau vehicles, including service appointments and routine cleaning.
OTHER FUNCTIONS:
