Job SummaryThe Licensing Coordinator is responsible for overseeing and managing the licensing and regulatory processes for a department. Our Communities Connected for Kids Program provides services for children and families in the child welfare system, to ensure a community without abuse, neglect, and abandonment. Based out of Port Saint Lucie, FL, this position is responsible for the initial licensure and the relicensure of Level I foster homes. The position will also assist kinship caregivers to apply for appropriate benefits and provide ongoing support.
Essential functions of the position include:
- Facilitates all educational resource training requirements for Level 1 foster parents.
- Completion of all Level 1 licensing and re-licensing duties as required by FL statute, administrative code, and DCF operating procedures. Including, but not limited to: home visits, completion of a quality home study, and a thorough assessment of the home to ensure quality and safety.
- Track all required documents and timeframes for licensure and re-licensure, which includes background screening and ongoing in-service training requirements.
- Connect kinship caregivers to community resources.
- Have the ability to identify family needs and provide ongoing support to Level I foster parents and kinship caregivers.
- Ensure accurate and timely submission of foster care initial licenses and re-licenses as required by FL statute, administrative code, DCF operating procedure, and the DCF region.
- Coordinate services with other professionals and paraprofessionals.

Qualifications:
- Education: Bachelors degree in social work or related human services field.
- Required: Obtain credentialing in Child Welfare from the Florida Certification Board within 12 months of start date.
- Preferred: Licensing certification with the Florida Certification Board.
- Experience: A minimum of two (2) years experience working with children, adolescents, and families is preferred.
- Ability to navigate the Florida Safe Families Network (FSFN) preferred.

About the Role
The growing Flourish Legal and Compliance team is part of the larger MassMutual Legal team. Covering a growing fintech platform, the Flourish Legal and Compliance Team works on a variety of business needs, including state licensing; fraud prevention; anti-money laundering and economic sanctions; broker-dealer surveillance, anti-corruption; data governance, security and privacy; and elder financial exploitation compliance strategies and programs.
In this role, you will work directly with a wide range of team members from across the Flourish team, including Legal and Compliance, senior leadership, and new hires. Key responsibilities will include, but are not limited to the following:
- Build out and maintain a program to manage multi-state licensing across multiple products
- Ensure compliance with state licensing regulations, including required documentation, fees, and deadlines for multiple products, and manage the end-to-end process of licensing applications and renewals across 51 states for multiple products
- Act as a liaison between state regulators and licensing agencies and internal terms for multiple products through entire licensing lifecycle, including resolving any issues or deficiencies in applications
- Provide clear communication to internal teams on the application process, requirements, and the status of applications and renewals
- Maintain accurate and up-to-date record for all licensing applications, renewals, training, and ongoing compliance requirements
- Conduct regular audits and reviews of license and training records to identify discrepancies, gaps, or potential areas of non-compliance

The Licensing Specialist is responsible for researching, data collection, and maintaining compliance for the licensing process. This includes jurisdictions across the United States. This position will also manage other company-required documents to assure compliance, including insurance ACORD forms.
Responsibilities
The essential functions include, but are not limited to the following:
- Timely research and preparation of applications of licenses for various jurisdictions serving authorities, internal departments, and customers throughout the US.
- Prepare application paperwork and submit as needed, both online and mailings. This includes payments.
- Assist in coordination with license/permit authorities, internal departments and for clients to fit our business needs, ensure timely collection of supporting documents.
- Track licenses required to operate in jurisdiction and for renewals.
- Run reports to ensure that all available licenses are in the appropriate status and step in the approval process.
- Coordinate with construction and project teams to ensure proper close-out of projects and follow-up on final inspections, punch lists and applicable refunds.
- Communicate with municipalities about deficiencies that need to be resolved.
- Review certifications of insurance for jurisdictions including special forms.
- Coordinate contract project bonding (bid bonds, payment & performance bonds, labor & material bonds, guarantee bonds), maintain a schedule and run reports to monitor renewals and a consent of surety where needed for close out.
- Maintain a knowledge base of pre and post project submittal documentation obtained from vendors (MSDS sheets, tank charts, O&M manuals, etc.).
- Perform other duties as assigned.

+ Maintain in-depth knowledge of licensing and training requirements by use of company-based resources, data warehouses, and limited open-source resource and adhere to the reporting and escalation procedures as instructed.
+ Perform metrics tracking, data entry, and electronic reporting as assigned.

**Qualifications**
High School Diploma or GED required; associate or bachelor's degree preferred. Minimum of two years of communications, data management, analyst and/or security administrative related experience.Customer service experience is a plus.

The Licensing Coordinator will assist with tracking new and current employee security and/or private investigator licenses (including training requirements), working with internal stakeholders (i.e. human resources and company division supervisors) and will engage in the process of obtaining applications and related documents from applicants. The coordinator will also assist with tracking licensing and training requirements needed to follow both company and local legal requirements.
