This position is open to current military members of the 185th ARW, Sioux City, Iowa Air National Guard. The duties include managing, directing, and implementing the local formulation and publication of installation deployment guidance based on regulations, manuals, instructions, and directives issued by higher headquarters. Serves as the Installation Deployment Officer (IDO), and acts for the Commander, regarding actions required to deploy in support of Aerospace Expeditionary Forces (AEF), contingency operations, Operations Other Than War (OOTW), and exercises.
Reviews USAF, NGB, and MAJCOM deployment procedures to analyze the impact and, if necessary, provide modifications to procedures for the wing and subordinate units. Establishes deployment policy and sets procedures for the integrated efforts of aircraft maintenance, supply, transportation, civil engineering, operations, and supported units for mission essential deployment operations and logistics war planning.
Identifies all required deployment/redeployment support with the Wing Staff Air Mobility/Command (AMC) and Air Combat Command (ACC) regarding the transportation of equipment and personnel. Determines the type and number of aircraft required for mission deployment/redeployment. Validates load plans, priority shipments, and customs clearance requirements. Ensures that all unit personnel and equipment are properly identified and prepared for deployment/redeployment.
Plans, develops, directs, and conducts deployment training for the wing and units. Develops and schedules training courses and approves lesson plans developed by functional areas. Develops and schedules manpower and workload requirements for the organization deployment work centers and ensures they are fully staffed and trained. Assists units by providing guidance and conducting staff assistance visits to identify, correct, and assist with deployment problems. Assesses deployment capabilities with unit commanders to ensure that required deployment training is being conducted.
Reviews Operation Plans (OPLANS), Concept Plans (CONPLANS), Concept of Operations (CONOP); and USAF Special Operations, Exercise, and Exercise Order plans received from and directed by higher headquarters (or locally generated) to determine overall wing and unit tasking. Analyzes Wartime Aircraft Activity (WAA) tasking; determines availability of tasked personnel and equipment for tasking; and manages the War Reserve Material (WRM) assets at home station and deployed locations.
Manages the wing support agreement program for the Commander. As the wing's focal point, negotiates, writes, coordinates, and monitors Inter/Intra Service Support agreements; memorandums of understanding/agreement; disposal and contingency agreements; and exercise and deployment agreements. Acts as the wing focal point for WRM programs and serves as the War Reserve Material Officer (WRMO). Receives annual budgets and accomplishes surveillance inspections for War Consumable Distribution Objective (WCDO) programs. Accomplishes annual budget duties to ensure funds are available for stocking all WRM assets. Determines and establishes training requirements for WRM monitors. Conducts WRM review boards as required. Ensures that all deployed assets are properly accounted for, controlled, and reported.
Reviews and analyzes overseas/CONUS Prepositioning Procurement Program (PPP) for effect on unit contingency requirements and pares/tailors unit deployment packages to ensure efficient airlift utilization and scheduling. Manages pilot/non-pilot unit responsibilities in accordance with applicable directives. When acting as a UTC pilot unit, maintains responsibility for developing standard manpower and equipment changes in deployment packages and advises all non-pilot units system-wide. Resolves manpower and equipment differences. Reviews resource/logistical plans, programs, and deployment activities with the Wing Commander/Air Commander to ensure that authorized mobility equipment is available, on order, and properly budgeted for. Develops program priorities and determines dollar requirements. Makes recommendation to the FMB on allocations of budget targets for all UTCs assigned, WRM, and deployment equipment. Conducts and participates in site surveys to ascertain, identify, and plan airlift and logistical support requirements needs to deploy, employ, sustain and redeploy the Wing and subordinate units.
Provides limited supervisory responsibility for subordinate members of the work center less than 25 percent of the time. Appraises subordinate workers performance. Recommends awards when appropriate and approves within-grade increases. Initiates action to correct performance or conduct problems. Performs other duties as assigned.

National Guard Membership is required. This is an excepted position that requires military membership in a compatible military assignment in the Iowa Air National Guard. Monitors the logistics support analysis program to assure definition of support criteria and identification of support systems requirements. Assures availability of logistics support information required to coordinate and develop material fielding plans, fielding agreements with users and other long- and short-range planning documents. Oversees materiel fielding includes total package fielding milestones and requirements. Establishes and implements procedures to oversee and control logistics support including ancillary equipment required to support assigned system(s) before, during, and after deployment.
Oversee development of plans to identify the type, degree and timing of logistics assistance necessary, personnel required at user posts, camps, and stations, establishment of liaison offices, points of contact and methods for identifying and correcting material defect and resolving user problems encountered during and after fielding, both in CONUS and OCONUS.
Develops/coordinates contract scopes of work for logistics support, with maintenance and supply, from concept through production. Performs technical evaluation of contract proposals. Develops independent government cost estimates for all logistic work and secures validation of the estimates through the proper channels.
Serves as a monitor of contractor ILS performance under the terms of contracts; monitors the implementation of the modification work order program by the appropriate Materiel Readiness Commands as set forth in AMC, Army, Marine Corps regulations; directs development of logistics support data for input to materiel release reviews; is the point of contact for Level I or Level II system assessment program and monitors operational readiness trends. Represents the Program Manager at logistics meetings both with industry and with other Government agencies, including higher authority.
Directs participating NICP/NMP managers to take specific actions related to ensuring full support for deployed and/or deploying system/subsystems. Participates in meetings with functional managers representing TACOM Materiel, Maintenance, RD&E, Product Assurance and Procurement activities. Conducts similar efforts with other AMC commodity command managers, either via correspondence, telephone or visits to those commands.
Reviews Army Materiel Planning documents for both overhaul/rebuild and new procurements and/or redistribution of available assets. Monitors all aspects of the major item management including type classification and retype classification actions, basis of issue planning, offering of system assets to Military Assistance Programs and/or Foreign Military Sales candidates, major item distribution planning, and integrated logistics support planning in the area of secondary (Army Stock Funded) items, PAA secondary (repairable)items and major end items as defined in current regulation.
Directs and coordinates logistic support to test operations by establishing procedures that will ensure the support system, as represented by the system support package for test, is available, complete and thoroughly evaluated during contractor tests, government tests, prototype qualification tests, and other test programs. This includes ensuring availability of test vehicles with total logistic support.
Participates in special studies and projects for the PM to resolve critical supply, maintenance, or system sustainment problems requiring Command attention. Analyzes and evaluates the adequacy and effectiveness of the supply system with respect to both logistic and operational readiness. Identifies the cause of existing or potential supply and maintenance problems and recommends appropriate corrective action or preventative measures. Bowhead seeks a Logistics Management Specialist I to join our team at the Naval Surface Warfare Center - Crane Division (NSWC-Crane). The Logistician provides Life Cycle Logistics support for current Electro-Optic Infrared (EO/IR) projects managed by the Electro-Optic Technology Division (EOTD). The individual will provide Integrated Logistics Support (ILS) for the MK 38 Toplite, MK 38 Mod 4 (also known as MK 48 Mod 2) Electro Optic Sight System (EOSS), MK 46 Electro-Optic Sensor (EOS), MK20 EOS, Freedom class LCS Toplite, and independent class Sea Star Safire III systems.
**Responsibilities**
Essential functions will include:
+ Assist in development, maintaining, and preparation of briefings, meeting minutes, and actions
+ Prepare, review, revise, submit, and track acquisition and procurement documentation
+ Perform inventory control tracking in support of product inventory monitoring and Operating Materials & Supplies (OM&S) regulations, shipping/receiving support, maintenance of records of systems received for repair and new assets received, and assets lost to demilitarization.
+ Responsible for transactions required through Navy ERP and OM&S to include, but not limited to shipping and receiving documentation, preparing and tracking Material Movement documents (DD-1149's, DD-1348's
+ Request UMM numbers and extend material numbers to appropriate Storage Locations (SLOC's).
+ Contractor shall prepare program status reports for items being tracked in inventory to include transactions that are considered delinquent.

What You Will Do:- Provide Logistic Information System (LIS) Maximo training classes to supported units.
- Responsible for setting up units sites, locations, storerooms, and user accounts and permissions within the LIS.

You will be the technical analyst in execution of a B-1 program, to include identification, documentation, and recommended resolution of obsolescence issues. This position will research, analyze, and provide recommendations for obsolescence solutions to our customer.
Responsibilities:

Primary Level Salary Range: $55,000.00 - $82,400.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
