Summary This vacancy is for a GS-0343-13/14, Management Analyst located in the Department of Homeland Security, U.S. Coast Guard, ASSISTANT COMMANDANT FOR PREVENTION POLICY (CG-5P), Washington, DC. Responsibilities In this position, you will serve as a program and data analyst and advisor to executive leadership on quality management activities for the Assistant Commandant for Prevention Policy (CG-5P). You will be critical in the establishment of this new office focused on the enhancement of program effectiveness in order to continuously improve the Prevention Program's mission execution and seek corrective action before a process fails or an incident occurs through the development, implementation, and maintenance of audited mission management systems (MMS), relevant and transparent performance measures, and evidence-based decision-making tools. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include: Reviewing and evaluating the effectiveness of operating procedures, workflow, inter-functional coordination, and organization operations through personal observation, conferences, and of status reports and data. Providing advice, consult, facilitate, and participate in MMS reviews; participate in, plan, or lead MMS internal audits of CG-5P Offices and commands; and lead, coordinate, or participate in any International Maritime Organization (IMO) audits of the U.S. implementation of applicable international maritime treaties. Leading comprehensive analytical studies of program functions, discern trends in service delivery, and develop tools to identify opportunities for process optimization and implement innovative solutions to enhance quality and efficiency. Integrating data-driven best practices into quality programs, ensuring alignment with DHS, USCG, and CG-5P objectives and regulatory requirements; collaborates across directorates and interagency to foster a culture of continuous improvement and data-based decision-making. As the Management Analyst, you will provide management analysis support services for Materiel Fielding and Medical Liaison Support Services. This role involves planning, conducting life-cycle management reviews, impact assessments, and providing administrative and management planning support.
What does a typical day look like for the Management Analyst?
You will:
- Plan and conduct life-cycle management reviews and impact assessments.
- Provide administrative and management planning support for analyzing, developing, and updating policy and planning documents.
- Support senior program managers in tracking performance, including cost, schedule, deliverables, and contractual compliance.
- Provide a full range of functional expertise related to information management, including creating, capturing, registering, classifying, indexing, storing, retrieving, and disposing of records.
- Handle Freedom of Information Act (FOIA) requests and provide services to internal and external customers based on information resources.
- Maintain and document program data. Conduct research and studies. Report findings.
- Ensure all analysis and reporting adhere to relevant military standards, protocols, and security requirements.
- Train and mentor new personnel on SOP as needed.
- Provide basic electronics training for partner nation personnel if/as required.
- Engage with military customers to support Integrated Teams and process improvement.
What qualifications do you look for?
You might be the management analyst we're looking for if you have:
- An active DOD Secret security clearance.
- Must be authorized to permanently work in the U.S. without sponsorship.
- A minimum of five (5) years of experience in management analysis, preferably in a military or defense environment.
- Strong analytical and problem-solving skills on a DoD service contract.
- Excellent communication and interpersonal skills.
- Proficiency in Microsoft Office Suite, including Word, PowerPoint, and Excel.
- The ability to manage multiple tasks and prioritize effectively.
- Knowledge of Army Regulation 25-50 and experience in preparing and managing correspondence.
- Excellent communication skills, both oral and written, in English.
- Excellent organizational and interpersonal skills.

The Behavioral Health Bridge Housing (BHBH) Program in California aims to provide temporary housing and supportive services for individuals experiencing homelessness with serious behavioral health conditions.
THE POSITION
Under direction, to plan, design and conduct operational, policy and programmatic studies; to recommend and assist with the implementation of program, policy and procedure modifications; to assist with the general administrative support of the organizational unit to which assigned; and to do related work as required.
DISTINGUISHING FEATURES
Positions in this class normally independently perform sophisticated research and a variety of operational and policy analysis activities designed to maximize resource utilization and operational effectiveness in the organizational unit to which assigned. This class is distinguished from Senior Management Analyst which regularly provides work direction to a small professional staff. It is further distinguished from the Administrative Specialist and Administrative Services Officer classes in that the focus of the Management Analyst class is on operational and policy research, rather than the provision of ongoing administrative services.
Duties and Responsibilities:
Note: The following are duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Plans analytical studies to be performed; defines and clarifies problem areas; determines research methodology, identifies data sources and designs survey instruments; establishes timeframes for study completion.
2. Assembles required data; designs questionnaires, conducts interviews, makes observations, researches files and literature, surveys other organizations and documents findings.
3. Collects and analyzes information; utilizes computer based and statistical techniques where appropriate; evaluates alternative problem solutions.
4. Makes recommendations for action; prepares narrative and/or statistical reports, including implementation strategies; makes presentations to management or the Board of Supervisors as required.

MINIMUM QUALIFICATIONS
EDUCATION:
Equivalent to graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, or a field related to the work;
AND
EXPERIENCE:
Equivalent to three years of full-time professional level experience in independently providing complex administrative or management services, including planning, organizing and conducting high level administrative, organizational or related studies, preferably in a public agency setting.
(Additional professional or paraprofessional administrative services experience may be substituted for the education on a year-for-year basis.)
