Definition/Description
Under general supervision, to perform a variety of analytical staff studies and/or projects in support of the improvement of management functions, practices, and services or the implementation of program objectives.
This recruitment will be used to fill the current vacancies and to create an eligibility list for future vacancies.
The court is currently hiring for two positions: one in the Procurement Unit and another in the Alternately Funded Programs Unit. The two assignments are:
Procurement Unit: The incumbent in this position will lead and manage all court-wide purchasing and contracts. They will be responsible to ensure efficient, compliant acquisition of goods and services, following all legal guidelines, and offer expert advice to court management. Deep procurement knowledge, proactive problem-solving, and a keen attention to detail are essential to mitigate risks and contribute to the court's success.
Alternately Funded Programs: The incumbent in this position will lead, manage, and support complex programs, practices, and services, including budgetary and fiscal oversight. Responsible for the implementation of performance metrics, program and project objectives, and key indicators of court initiatives. Additionally, collects, evaluates, and interprets detailed information and data to provide clear and concise administrative reports, utilizing project management tools. Knowledgeable in all aspects of the court, working collaboratively, building relationships, providing excellent customer service, displaying critical thinking skills, and project management experience is essential to achieving success.
DISTINGUISHING CHARACTERISTICS:
This is an alternately staffed position, encompassing the Management Analyst and Senior Management Analyst positions. The former is a full working level position within the Management Analyst series. It differs from the higher-level Senior Management Analyst class in that the latter has permanent, ongoing responsibility for a highly complex analysis function involving the application of specialized skills over and above that required of a Management Analyst.
Typical Tasks/Representative Duties
Depending on the area of assignment and within the working level limitations outlined above, positions are assigned a combination of the following task (the following list is not intended to represent the full array of tasks an incumbent may be assigned, but rather is reflective of the general nature of the work assignment and scope of responsibility inherent in the positions allocated to this class.):
- Conducts analytical studies and surveys on organizations, procedures, budgetary requirements, personnel management, and other related management functions;
- Gathers and analyzes management analysis information and prepares reports outlining methodology, analyzes, and recommendations on administrative, fiscal, organizational, personnel, and other related management issues;
- Interviews and consults with departmental officials and employees, representative from other organizations and groups, and the general public to give and/or secure necessary information;
- Reviews, analyzes, and makes recommendations on exiting or proposed policies, procedures, systems, personnel, and other management activities, and advises management on impact or potential impact of proposed changes;
- Develops and analyzes quantitative data for management control and evaluation proposes;
- Prepares and presents factual and statistical data and makes recommendations in written, graphic, and oral form;
- Make verbal presentations of study findings/recommendations to department and court management and boards and commissions as the assignment requires;
- Acts as departmental resource on any questions in the area studied;
- Conducts or assists in conducting studies requiring inter-agency coordination;
- Plans, assigns, supervises, coordinates, reviews, and evaluates the work of lower level classes. (Sr. Management Analyst)

Graduation from an accredited college with a Bachelor's degree in Business, Public Administration, Finance, or related field and a minimum of two years experience providing program or administrative support to management that included planning, research, and analysis of complex issues. Additional work experience may be substituted for a Bachelor's degree, if it is in combination with an educational background that demonstrates the required knowledge and abilities. Possession of a valid California driver's license is required. Submission to a background investigation is required upon conditional offer of employment.
Knowledge of:
- Principles, practices, and trends of public and business administration;
- One or more functional responsibilities generally associated with an administrative and personnel management staff service such as budgeting, workload, and staffing analysis, position classification and pay, recruitment and examination, employee relations;
- Basic governmental functions and organization;
- Application of statistical methods to management analysis;
- Communications techniques required for gathering, evaluating, and transmitting information;

WORKING CONDITIONS:
The work environment is generally clean inside buildings with limited exposure to dust, fumes, odors, and noise. Incumbents will be working under sometimes difficult and stressful conditions, with frequent deadlines and expectation to produce high quality work under limited time constraints as well as periodic contact with angry and confrontational individuals. The ability to work independently as well as closely with others is required.
ESSENTIAL FUNCTIONS:
Specific tasks and duties may vary between assignments, however, the following are considered essential functions expected of the Management Analyst/Senior Management Analyst classification:
- Frequent and ongoing use of a computer terminal to conduct a variety of the more advanced clerical functions and communications;
- Periodic, regular, and/or occasional contact with employees in other court divisions, government agencies, the public and/or vendors with the ability to converse and respond appropriately to inquiries and requests;
- Periodic to regular lifting, walking, and carrying of files, documents, and other court related materials. Incumbents must have the ability to lift and carry 10 lbs;
- Work with time constraints and under pressure in some situations.
- Strength, dexterity, and coordination and/or ability to use a computer keyboard and read a video display terminal on a regular basis;
- Ability to listen to verbal requests from the public and court staff, then respond appropriately;
- Dexterity and coordination to handle files and single pieces of paper, occasional lifting of objects weighing up to 10 lbs, such as files, stacks of paper, reference books, and other materials;
- Frequent need to reach for items above and below desk level, sometimes with the assistance of a ladder or step-stool;
- Standing and sitting for long periods of time is periodically required.
EXAMINATION:

The Behavioral Health Bridge Housing (BHBH) Program in California aims to provide temporary housing and supportive services for individuals experiencing homelessness with serious behavioral health conditions.
THE POSITION
Under direction, to plan, design and conduct operational, policy and programmatic studies; to recommend and assist with the implementation of program, policy and procedure modifications; to assist with the general administrative support of the organizational unit to which assigned; and to do related work as required.
DISTINGUISHING FEATURES
Positions in this class normally independently perform sophisticated research and a variety of operational and policy analysis activities designed to maximize resource utilization and operational effectiveness in the organizational unit to which assigned. This class is distinguished from Senior Management Analyst which regularly provides work direction to a small professional staff. It is further distinguished from the Administrative Specialist and Administrative Services Officer classes in that the focus of the Management Analyst class is on operational and policy research, rather than the provision of ongoing administrative services.
Duties and Responsibilities:

Social Health Information Exchange (SHIE) Division
Alameda County and its technology partner, UpHealth, created the Social Health Information Exchange (SHIE) to securely collect and integrate individuals medical, mental health, substance abuse disorder (SUD), housing, social care, legal, incarceration, and crisis response data between medical and non-medical providers. To support more efficient and streamlined care, data from the SHIE feeds into the Community Health Record (CHR) portal according to all relevant privacy rules, where care team members across sectors can use the data to perform more coordinated care. THE POSITION
