Are you ready to bring your expertise in naval and marine operations to the front lines of strategic defense planning? Leidos is looking for a mission-driven **Defense Strategic Planner** to shape the future of force structure planning at the highest levels of the Department of Defense.
This role supports the **Office of the Secretary of Defense (OSD)** through the **Cost Assessment and Program Evaluation (CAPE) Joint Data Support (JDS)** initiative. You'll collaborate with military planners, the Joint Staff, and other key stakeholders to develop forward-looking plans that define future U.S. military force requirements.
**What You'll Do**
+ Drive strategic and operational planning for future-year scenarios impacting U.S. military forces
+ Apply deep understanding of Navy and Marine Corps missions, operations, and force design
+ Contribute to warfighting analysis and global security strategy development
+ Develop key inputs for **Analysis Working Group (AWG)** tools and planning products
+ Craft forward-leaning **Concept of Operations (CONOPS)** and align forces with joint doctrine
+ Partner with naval and marine operations planners to define and validate mission-critical requirements
+ Maintain a global perspective on emerging threats, regional alliances, and military capability trends
+ Ensure planning efforts comply with Joint Staff and DoD strategic guidance
+ Support Combatant Commands and Service representatives with analytic products and insights
+ Curate and integrate metadata and analytic content for the JDS portal to serve the Defense Analysis Community
**What You Bring**
+ Bachelor's degree (Operations Research, Math, Technology, etc.) and 8 **+ years of related experience** _(Additional experience may be considered in place of a degree)_
+ Active DoD **Top Secret Clearance** , with the ability to obtain SCI
+ Proven expertise in Navy/Marine **strategic and operational planning**
+ Working knowledge of **force structure, service roles, and defense mission planning**
+ Familiarity with national security documents and joint strategic guidance
+ Proficiency with **Microsoft Office Suite**
+ Strong analytic thinking, problem-solving, leadership, and organizational skills
+ Ability to work autonomously and within cross-functional teams
**Bonus Points For**
+ Prior **military experience** , especially with the U.S. Navy or Marine Corps
+ Familiarity with **Combatant Command** operational planning
+ Completion of **service schools** or professional military education
+ Experience managing force deployment, targeting, and mission execution

**Responsibilities**
+ Act as a primary contact for marine operations between ships and shoreside.
+ Provide operational support related to safety, navigation, itineraries, and compliance.
+ Liaise with shoreside departments and ship senior leaders.
+ Coordinate day-to-day marine operations including bridge equipment, charts, BRM, weather, and polar preparation.
+ Review voyage efficiency and support route optimization and decarbonization efforts.
+ Plan ship operations in collaboration with all relevant departments.
+ Support vessels during emergencies and participate in the shore emergency response team.
+ Share Marine Duty Phone responsibilities with the FOC Miami.
+ Manage Nautical Operations Officers and implement best navigational practices fleet-wide.
+ Approve itineraries and maintenance plans to ensure voyage safety.
+ Monitor weather and proactively address itinerary impacts.
+ Oversee nautical charts, folios, and related budgets and invoices.
+ Conduct shipboard visits for operational reviews and officer support.
+ Lead and support departmental and cross-functional projects.
+ Assist in polar and region-specific maritime compliance.
+ Monitor maritime regulations and develop compliance plans.
+ Support marine investigations, risk assessments, and safety reporting.
+ Represent the Director of Marine Operations when required.
+ Promote and uphold HESS (Health, Environment, Safety, and Security) standards and leadership.
**Requirements**
+ Bachelor's Degree or equivalent experience.
+ Master Mariner's License (Unlimited).
+ Relevant passenger ship qualifications and certifications.
+ Minimum 5 years of seagoing experience as a Deck Officer (First Officer Bridge Manager or higher).
+ Strong knowledge of passenger shipping operations and global itineraries.
+ Effective oral and written communication skills.
+ Strong analytical and problem-solving abilities.
+ Proficiency in Microsoft Office and Teams.

**Laborer - Marine Operations**
UIC, Bowhead Transport seeks a seasonal, land based, Marine Operations Laborer to be responsible for safely performing all tasks assigned by the Cargo Operations group. Tasks will routinely include lashing, housekeeping on the barge and yards, minor forklift maintenance and spill response. Regular travel throughout Alaska between the months of May through October is expected.
**Responsibilities**

+ Perform all tasks assigned by the cargo operations group
+ Lashing and securing cargo on the barge
+ Daily housekeeping on the barges and in the yards
+ Under the supervision of the Barge Master, perform minor preventive maintenance on various equipment
+ Travel throughout Alaska between the months of April & October as required
+ Other duties as assigned
**Licenses, Credentials, Requirements and Experience:**
+ Must have a valid Driver's License.
+ Must be able to pass a pre-employment drug test.
+ Must be able to pass Air Force background check.
+ The ability to obtain a NSTC (North Slope Training Cooperative) training certification and a BP Transit Badge.
+ Any experience in a labor-intensive job.
**Physical & Environmental Demands:**
The work environment varies and includes, but is not limited to dock, port, bay, beaches, waterways, office space, equipment rooms, warehouse space, construction zones, and outdoor environments. Work hours may fluctuate outside of normal duty hours. While performing the duties of this job, the individual is:
+ Repetitive movements of the neck, shoulder, wrist, low back.
+ Static postures of the neck, shoulders, wrist, and low back.
+ Walking, sitting, standing, and climbing.
+ Handling of cables, chains, or hooks.
+ Particular attention is paid to other workers who may give hand signals to guide the movement of the object through the workspace.

Job SummaryPerforms general boatyard maintenance and schedules preventative maintenance on all vessels and vehicles at Biscayne Bay Campus (BBC). Operates vessels in accordance to USCG standards and provides training to all vessel operators. In addition, provides general field support for Biscayne Bay focused research conducted by FIU scientists and students, including piloting vessels, maintaining field and laboratory data collection devices and operating autonomous vessels.
- Responsible for maintaining the vehicle log as well as the inventory of all boats and truck parts at BBC. Organizes, receives, stocks and transports materials and equipment to worksites.
- Provides phone support of callers with boat and vehicle breakdowns in the field
- Maintains BBC-resident research vessels and vehicles
- Serves as vessel operator to provide support and/or rescue researchers in the field.
- Works closely with interdisciplinary, cross-institutional teams in support of the Institute of Environment's (IoE) initiatives in Biscayne Bay to enhance collaborative partnerships that foster the research, education, and overall goals of the program.
- Provides assistance to PIs and other program staff on implementing programs, new Biscayne Bay environmental research initiatives, and special projects.
- Manages vessel operations needed to support Biscayne Bay programs involving deployment/retrieval of autonomous vessels. Ensures compliance with rigorous safety and regulatory standards, safeguarding people, assets, and the environment
- Serves as the technical support lead for FIU Biscayne Bay environmental research programs by operating vessels and vehicles, maintaining field and laboratory equipment and leading field excursions.
- Performs essential duties in any emergencies such as hurricanes, storms, and/or any other university emergency closing. The employee is expected to be available to report to work as needed during university emergency closing with appropriate notification of a department administrator.
- Performs other related duties as required or directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position
High School Diploma or GED is required and 6 years of relevant work experience; OR an equivalent combination of relevant education and/or experience.
