**Pay Information**
Full-Time Salary Range: $29952 - $52000

**PREFERRED QUALIFICATIONS:**

Analyze port expenses submissions by reviewing cost trends, published tariffs and apply knowledge of operational requirements to update financial forecasts. This process is critical to ensuring NCLH issues accurate port services prefunding and monthly accrual of port expenses.

Apply knowledge of port services costs, and operational needs, to support our Payment Services team to generate critical prefunding to our destination partners, Prefunding operations ensures NCLH has the necessary services ready to serve our vessel without interruption.

Review port services forecasts variances to ensure proper recording of monthly expenses. This step provides management with visibility to potential issues, and data for updating budget guidance.

Lead team in performing analyses of destination Port Authorities, Terminal Operators, and vendor service providers to ensure our voyages include the latest regulatory and operational changes, including compliance with service agreements and contracts.

Analyze cost structures and work with Manager Port Services to identify areas for improvement and cost reductions.

Evaluate current processes and recommend improvements for optimizing port services and enhance efficiency.

Serve as the primary point of contact with destination services / invoice processing team.

Assist Manager in preparing annual budgets and monthly forecasts. This process merges all the knowledge gathered from port agents and governments, variance analyses and vessel operation trends.

Assist Manager in preparing Government Taxes, Port Expenses and Fees (GTPEF) charges for all vessel deployment.

Assist Manager in preparing voyage reconciliations to ensure proper collection of GTPEFs. This step is critical to meeting our financial goals, and ensuring we collect enough funds from guests to cover operating expenses. This process includes issuing onboard credits when necessary.

Provide guidance and training to Port Services Analysts.

Maintain contact information of our worldwide service providers.

KNOWLEDGE AND EXPERIENCE:

EDUCATION: Bachelor's Degree in Business Administration or Bachelor's degree in another field with at least 2 years of experience in Finance.

EXPERIENCE: Minimum 2 years of experience in business environment is required. Cruise Industry experience is highly preferred.

KNOWLEDGE & SKILLS: Strong working knowledge of Excel to calculate advanced formulas, Pivot Tables, and VLookups. Must be detail-oriented and organized with strong work ethic. Excellent interpersonal skills in order to effectively interface with all levels of personnel throughout the organization and with external agents.   • Ensure the technical rigor and operational relevance of work programs in Command and Control (C2) for Contested Environments as well as Mission Engineering, delivering integrated capabilities that provide a decisive advantage to the warfighter.
  • Safeguard international technical interests by engaging in and conducting technical reviews of Foreign Military Sales and NATO-related work programs.
  • Lead the division's technical strategy in emerging warfighting domains, including strategic non-kinetic effects such as cyber operations, information warfare, and influence operations.
  • Partner with the Division Chief Engineer and Department Manager to ensure technical excellence, alignment, and innovation across work programs.
  • Collaborate with MNS Cross-Cutting Priority Leads, Mission Centers, and MITRE Research Program Leads to drive technical congruence and efficiency.

  • Align resources and solutions to address key operational challenges, ensuring effective integration into operational use in partnership with division leadership.
  • Apply deep expertise in Naval and commercial maritime operations - including C2 in Contested Environments, Mission Engineering, and international capability such as Foreign Military Sales and NATO partner capability - to guide the development of actionable work programs and technical solutions.

  • Assist in identifying and addressing technical training needs, and develop multi-year plans to mature department technical capabilities.

Basic Qualifications:

  • Typically, Bachelor degree in Engineering, Applied Mathematics, Artificial Intelligence, Autonomy, Mechanical/Aerospace/Ocean Engineering, or a related STEM field, with 12 years of relevant experience; Master degree with 10 years; or Ph.D. with 7 years or equivalent combination of related education and work experience.
  • Minimum 10 years of technical experience related to Naval Operations and/or national security, with expertise in areas such as deterrence, strategic competition, cyber/information operations, interagency collaboration, economic analysis, strategic mission needs, or command and control.
  • Strong background in military and joint operations, including Combatant Commands, undersea or surface warfare, or other warfighting domains.
  • Demonstrated experience leading and developing cross-functional teams, including managing projects and delivering high-quality technical products to meet sponsor objectives.
  • Proven ability to build and maintain strategic partnerships and relationships with senior sponsors and stakeholders.
