Overview
Logistec is seeking a results-driven, multi-disciplinary Business Analyst to support and enhance our marine terminal operations. In this role, you will partner with terminal managers, port supervisors, and IT teams to improve the systems and processes that keep our cargo and marine services running efficiently.
This position is not remote, and relocation assistance is not available. Candidates must be local to the Houston area for consideration.

Responsibilities
- Take ownership of tasks and initiatives related to Cargo & Inventory, TMS and other systems.
- Analyze and document operational workflows for vessel scheduling, cargo handling, yard/warehouse management, and truck gate activities.
- Gather requirements from terminal stakeholders and translate them into functional specifications for system enhancements or new solutions.
- Support and optimize marine terminal applications (TMS, inventory, maintenance, and scheduling platforms).
- Coordinate testing, training, and change management for technology deployments across multiple ports and terminals.
- Develop a deep understanding of existing applications, workflows, and business processes.
- Perform configuration tasks in various systems to support business needs and optimize functionality.
- Act as a bridge between IT and business units, ensuring clear communication and alignment of goals.
- Analyze business needs, document requirements, and identify gaps or improvement opportunities.
- Propose and support the implementation of IT solutions that align with business objectives.
- Participate in user acceptance testing and regression testing to ensure system quality.
- Create and maintain documentation and training materials.
- Communicate changes effectively and provide ongoing support to users.
- Support multiple systems and applications within Cargo & Inventory.
- Work within Agile teams and contribute to sprint planning, backlog refinement, and retrospectives.
- Use tools such as Azure DevOps and/or Jira to manage requirements, tasks, and progress tracking.
- Minimum 5-7 years of experience in software implementation and systems support.
- Outstanding communication and listening skills, team-oriented, and autonomous.
- Proven experience in business analysis, risk identification, and cross-functional collaboration.
- Perfectly fluent in English, written and spoken (Spoken Spanish an asset).
- Experience in designing training materials and documentation.
- Bachelor in logistics, business, accounting, operations management, business information systems or another related field.
- Business Analyst Certification an asset.
- Willingness to work on various tasks and projects at the same time.
- Strong understanding of marine logistics, terminal operations, or port cargo handling.
- Experience in implementing or supporting enterprise or terminal management systems (e.g., Cargo & Inventory, TMS, ERP etc.).

**Your Impact**
+ Take responsible charge for supervising the work of staff engineers, supervising task leads, and self-perform calculations and prepare drawings and technical specifications.
+ Prepare technical studies and reports and guide/review the work of staff engineers.
+ Perform oversight of calculations, cost estimates, drawings, technical specifications and reports.
+ Perform quality assurance checks. Manage/ lead projects, tasks and staff for marine facility projects, including various types of cargo terminals (e.g. container, bulk, break-bulk), federal facilities (homeporting piers and shipyards), and clients (port authorities, DoD, private terminals, public agencies, etc.).
+ Perform multiple discipline management and coordination of internal and external teams comprised of civil, structural, geotechnical, electrical, mechanical, coastal, fire protection, and architecture.
+ Prepare alternatives analysis reports and presentations for repair projects and capital improvement programs.
+ Lead review meetings, client presentations, and design charrettes.

**Who You Are**
**Required Qualifications**
+ Bachelor's Degree in Civil or Structural Engineering
+ 7+ years of relevant post education experience in engineering discipline and prior marine, port, and coastal design experience.
+ Engineer license required (multi-state preferred).
+ Aptitude in maritime related codes (ASCE, COPRI, etc.) and Department of Defense (UFC, UFGC) criteria.
+ Competency or ability to supervise staff in state-of-the-art computer programs.
+ Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
+ Must be flexible to a variety of schedules to meet business needs and able to prioritize responsibilities and quickly adapt to change in a pressure work environment.
+ Occasional travel may be required depending on project-specific requirements.
+ Ability to obtain a Transportation Worker Identification Credential (TWIC) card which requires a TSA background check.

Facilitate the communication of information between Vessel Operations Management, the Captain/Pilot of the vessel, the Maintenance department representatives, Schedulers, other Sales Department representatives, Customer Dock representatives and third-party providers for services such as shore tankering and spot horsepower. Record events and prepare scheduled reports.
Responsibilities
- Answer incoming phone calls.
- Attend daily meetings as required.
- Review traffic for status, accuracy, and report any potential problems to the appropriate department.
- Assign primary vessel group as required.
- Confirm trip requirements are met.
- Assist in the coordination of barge preparation as required (stripping, cleaning, repairs, etc.).
- Assist in the facilitating any action plans developed to address a problem.
- Coordinate horsepower requirements with the Scheduler or Scheduling Manager.
- Coordinate and hire spot horsepower, as directed by the Scheduler, through approved outside vendors (as required).
- Coordinate and hire shore tankering services, as directed by the Captain/Pilot or Scheduler, through approved outside vendors (as required).
- Schedule barges as directed.
- Send vessel orders as directed.
- Coordinate fleet departures/arrivals.
- Calculate and update ETAs on barges in Oasis.
- Call dock representatives to solicit status for barges prior to arriving port.
- Tender barges upon arrival in port as required.
- Document all pertinent trip information and complete reports and written turnover plans for shift relief.

- Notify the Coast Guard and/or the Dept. of Homeland Security of hazardous cargo, etc.
