The Senior Professional collaborates with healthcare professionals, pharmacists, and other business functions to implement formulary and medical strategies for the Medicaid line of business. The Senior Formulary Operations Management Professional collaborates with healthcare professionals, pharmacists, and other business functions to implement formulary and medical strategies for the Medicaid line of business.
+ Utilizes broad understanding of pharmacy, managed care, PBM, market and regulatory insights to support the implementation of formulary and medical strategies to mitigate Humana's costs and trend while improving our member's health outcomes and costs.
+ Performs formulary and medical drug list analysis and reporting that assist in the decision making of Medicaid drug strategies.
+ Works across multiple departments to support Medicaid drug list changes for member communications (monthly, quarterly, and ad-hoc).
+ Prepares presentations to executive-level audiences on our Medicaid strategies.
+ Works with appropriate business partners to ensure accurate and timely implementation of formulary and medical strategies.
+ Ensures Humana's business processes are compliant with state Medicaid contracts and provides appropriate attestation and evidence for audits and accreditation.
+ Develops key performance indicators and plans to drive overall process improvements and efficiency for the Medicaid line of business.
+ Serves as a key representative for Medicaid strategies across the organization.

Required Qualifications:
+ Bachelor's degree or equivalent
+ 3+ years of experience in managed care or other pharmacy related field
+ 3+ years of experience of leading successful implementation of projects
+ 3+ years of technical experience required for data analysis and reporting

+ Excellent oral and written communication skills, previous experience presenting and interacting with senior leadership

Responsible for serving as the primary liaison between administration and medical staff. Assures the ongoing development and implementation of policies and procedures that guide and support the provisions of medical staff services. Maintains a working knowledge of applicable national, state, and local laws and regulatory requirements affecting the medical and clinical staff.
Job Duties:
- Provides medical oversight and expertise in appropriateness and medical necessity of healthcare services provided to members, targeting improvements in efficiency and satisfaction for patients and providers, as well as meeting or exceeding productivity standards.
- Educates and interacts with network and group providers and medical managers regarding utilization practices, guideline usage, pharmacy utilization and effective resource management.
- Develops and implements a Utilization Management program and action plan, which includes strategies that ensure a high quality of patient care, ensuring that patients receive the most appropriate care at the most effective setting.
- Participates in and maintains the integrity of the appeals process, both internally and externally. Responsible for the investigation of adverse incidents and quality of care concerns.
- Facilitates conformance to Medicare, Medicaid, NCQA and other regulatory requirements.
- Reviews quality referred issues, focused reviews and recommends corrective actions.
- Conducts retrospective reviews of claims and appeals and resolves grievances related to medical quality of care.
- Attends or chairs committees as required such as Credentialing, P&T and others as directed by the Chief Medical Officer.
- Evaluates authorization requests in timely support of nurse reviewers; reviews cases requiring concurrent review, and manages the denial process.
- Monitors appropriate care and services through continuum among hospitals, skilled nursing facilities and home care to ensure quality, cost-efficiency, and continuity of care.
- Ensures that medical decisions are rendered by qualified medical personnel, not influenced by fiscal or administrative management considerations, and that the care provided meets the standards for acceptable medical care.
- Ensures that medical protocols and rules of conduct for plan medical personnel are followed.
- Develops and implements plan medical policies.
- Provides implementation support for Quality Improvement activities.
- Stabilizes, improves and educates the Primary Care Physician and Specialty networks. Monitors practitioner practice patterns and recommends corrective actions if needed.
- Fosters Clinical Practice Guideline implementation and evidence-based medical practice.
- Utilizes IT and data analysts to produce tools to report, monitor and improve Utilization Management.
- Actively participates in regulatory, professional and community activities.
- Must be able to get additional licensures in multiply states.
Job Qualifications:
Required Education:
- Doctorate Degree in Medicine
Required Experience/Knowledge, Skills & Abilities:
- 3+ years relevant experience, including: 2 years previous experience as a Medical Director in a clinical practice.
- Current clinical knowledge.
- Experience demonstrating strong management and communication skills, consensus building and collaborative ability, and financial acumen.
- Knowledge of applicable state, federal and third party regulations
Required License, Certification, Association:
- Current state Medical license without restrictions to practice and free of sanctions from Medicaid or Medicare.
Preferred Education:
- Master's in Business Administration, Public Health, Healthcare Administration, etc.
Preferred Experience:

Essential Functions & Responsibilities
- The physician serves as medical director for skilled nursing facilities (SNF) and participates in administrative and quality initiatives for the facilities he or she is responsible for;
- Medical directorship functions include attending and participating in monthly quality assurance and process improvement meetings; participating in quality improvement initiatives; providing guidance to facility staff; reviewing and revising (if necessary) facilitys clinical guidelines; insuring compliance with state and federal regulations, training facility staff; and supervising facility clinical staff.
- In addition to the medical director role, the physician also serves as the attending physician for the residents residing at each facility;
- The physician collaborates with Nurse Practitioners and Physician Assistants to manage day to day resident care at each facility. Typically, each facility will have a full-time PA or NP assigned to the facility depending on the acuity and volume of the patient population;
- Physician will provide high quality, patient-centered, comprehensive primary care services by rounding on patients residing in SNFs;
- Physician is responsible for diagnosing and treating patients with acute illness, such as bacterial and viral infections, as well as chronic diseases and conditions, such as hypertension, heart disease, or diabetes
- Provider documentation is completed in Theorias proprietary electronic health record (EHR) system, ChartEasy
- PointClickCare, MatrixCare, and American HealthTech are the most commonly used facility EHR systems
- Participating in Theorias Chronic Care Management, Transitional Care, RPM and other medical quality initiatives and programs

Minimum Qualifications (or equivalent combination of education and experience): MD/DO degree from an accredited program. Vermont State Medical license or eligible. Board eligibility in primary care specialty required (pediatrics, adult, family, or internal medicine). CPR certified. DEA certification or eligible. Five years of physician practice required, or an equivalent combination of education and experience with comparable knowledge and abilities, to include progressively responsible leadership positions within student health. Knowledge of developmental issues of adolescent/young adults. Experience working with RN's, NP's and PA's. Experience with electronic health record systems. CQI and research experience. All CHWB employees are considered Healthcare workers as defined in Vermont State Law. Vaccination against infectious diseases helps to protect against contracting infectious diseases and helps to provide "herd immunity". Vaccination of staff also provides additional protection for students who seek care with us, some of whom are immunocompromised or unable to receive vaccines for medical reasons.
