The Program Manager's responsibilities are distributed across several key areas:
Clinic Launch & Strategic Planning
- Lead the launch of clinic operations, including strategic planning, workflow design, vendor coordination, and physical setup.
- Recruit and onboard a skilled, diverse team, ensuring alignment with the clinic's mission and delivery of trauma-informed care.
- Secure and maintain all necessary credentials, including licensing, accreditation, and compliance with legal and ethical standards.
- Develop and oversee client intake, care coordination, and crisis response systems that ensure appropriate, timely, and safe service delivery.
- Implement quality assurance measures to monitor clinical performance, client satisfaction, and continuous improvement.
- Cultivate referral and community partnerships to expand access, integrate services, and ensure long-term client support.
- Manage daily clinic operations, ensuring timely, trauma-informed, and high-quality care.
- Lead and support a mission-aligned team through effective supervision, staffing, and resource coordination.
- Foster a collaborative, culturally responsive clinic culture with clear communication.

- Develop clear, compelling impact reports and dashboards to communicate outcomes to funders and stakeholders.
- Master's degree in Social Work, Counseling, Psychology, or related field; licensure required (LCSW, LPC, LMFT)
- Minimum 5 years' experience in behavioral health or clinical program leadership
- Proven track record in launching or managing community-based mental health services
- Experience in grant-funded program management and reporting
- Demonstrated success in staff supervision, operations, and strategic planning
- Strong leadership, team development, and interpersonal skills
- Proficient in budgeting, financial tracking, and vendor oversight.

Responsibilities
Work Schedule:
Monday - Friday, 9 hours between 6:00am and 6:00pm, including a one hour lunch
Core Duties:
• Coordinate appropriate referrals to community and other Government agencies for services.
• Independently assess the psychosocial functioning and needs of patients and their family members and formulate and implement a treatment plan, identifying the patient’s problems, strengths, weaknesses, coping skills and assistance needed, in collaboration with the patient, family and interdisciplinary treatment team.
• Independently conduct psychosocial assessments and provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diverse backgrounds.
• Use medical and mental health diagnoses, disabilities and treatment procedures. This includes acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology.
• Implement treatment modalities in working with individuals, families and groups who are experiencing a variety of psychiatric, medical and social problems to achieve treatment goals.
• Independently provide counseling and/or psychotherapy services to individuals, groups, couples, and families. Must practice within the bounds of the license or certification.
• Provide consultation services to other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment.
• Participate in professional peer review case conferences, research studies, or other organizations required at the MTF.
Additional Duties :
5.1. Will perform walk-in duties on a rotational schedule.
5.2. Perform special evaluations on an as needed basis.
5.3. Provide training for junior providers/enlisted upon request.
5.4. See to improve the clinic by contributing to innovation.
5.5. Expected to seek evidenced based training/certificates for application of most up to date treatment modalities.
Qualifications
Minimum Qualifications:
*** Degree/Education:** Master’s degree in social work (MSW). Graduate from a School of Social Work fully accredited by the Council on Social Work Education (CSWE).
*** Experience: Social Workers shall have a minimum of two (2) years within the past five (5) years in the independent practice of clinical social work for adults in an outpatient clinical setting
*** Licensure:** Current, full, active, and unrestricted license to practice as a Licensed Clinical Social Worker.
*** Life Support Certification:** Possess current ARC or AHA BLS Healthcare Provider certification.
*** Security:** Must possess ability to pass a Government background check/security clearance.

The Case Manager maintains a caseload and provides care by supporting clients to address specific needs such as benefits, mental health, physical health, employment, probation, DCFS, employment, housing, community resources, outpatient substance use disorder service needs, and family support. The Case Manager helps clients to increase self-efficacy, self-advocacy, basic life skills, coping strategies, self-management of biopsychosocial needs, benefits and resources, and reintegration into the community. The Case Manager works in collaboration with other members of the integrated team to ensure best possible treatment outcome for clients and provide treatment in accordance with HealthRIGHT 360's philosophy, goals, policies, mission and vision. Services may be provided in the outpatient office, residential treatment, or the field, based on client and program.
Direct Service :
- Assists the client with intake and enters financial and benefit information into the ERS.
- Monitors client's progress toward achieving case management treatment plan goals and provides treatment plan input.
- Supports the client in applying for Medi-Cal or transfer Medi-Cal County when appropriate.
- Assess the client's case management needs and completes all releases of information.
- Connects the client to benefits, healthcare services, employment, housing, community resources, outpatient substance use services, and other benefits/resources available to the client.
- Coordinates communication and external service linkage including assisting with scheduling appointments, communicating with probation, scheduling child visits, communicating with DCFS, obtaining all court minute orders, providing appointment reminders for therapy and psychiatry.
- Completes the VI-SPDAT and connects the client to safe housing options.
- Collaborates with clients to create and work towards rehabilitation goals.
- Prepares the client for job search by assisting with resume writing and job search preparation. Research necessity information to provide appropriate referrals.
- Seeks clinical consultation throughout the treatment episode, especially when encountering new and/or high-risk clinical circumstances.
- Completes client UA tests and documents test results (when assigned).
- Maintains frequent communicationwith the treatment team and engages in regular consultations, clinical team and case conferences, and plan development meetings.
- Delivers services in outpatient, residential, or field depending on assignments and/or client need(s).
- Responsible for treatment oversight of case management services for all clients on caseload.
- Meets expected client care hours (productivity expectation is 25 client care hours per week/ 1500 minutes weekly).
- Provide translation services as needed (if applicable).
- Complete and submit rent invoices/ flex fund request/ and vendor check requests as needed.

- Bachelor's Degree from an accredited university.

- Preferably a minimum of two years' experience in the human service field and/or demonstrated expertise in mental health, substance use treatment, or related community services.
- Knowledge of and experience with providing trauma informed services.

- Knowledge of issues related to mental health, substance abuse, and community services.
