Due to the sensitive nature of our work, the individuals who will be actively completing work on this contract or reviewing documents related to our operations must either be cleared (Secret Fcl / Top Secret Fcl) or be able to obtain and maintain a clearance. All personnel must possess an active Secret clearance with eligibility for Interim TS/SCI or a full TS/SCI clearance in DISS at the time of proposal submission and maintain it throughout the contract. The National Association of Counties (NACo) is seeking a dynamic Leadership Development Specialist to develop and manage leadership and professional development programs for county members and internal staff. This role plays a key part in delivering meaningful experiences while supporting HR goals and initiatives that help us build a winning team and thriving workplace.
Key Responsibilities
Lead the design, planning and execution of the associations training programs for members. This includes the following:
Manage logistics, budget, partner coordination and operational execution for the County Leadership Institute (CLI), which brings together an annual class of up to 30 county leaders for a week of leadership training.
Develop unique, engaging and relevant leadership tracks for NACos major conferences and virtual webinars throughout the year
Research potential contributors to NACos leadership networks
Redefine NACos leadership training brand by assessing member needs and curating a strong roster of facilitators, tools, and curricula.
Evaluate existing NACo leadership offerings to identify underserved county roles or sectors and recommend new programs or networks.
Support the design, planning and execution of the associations training, engagement and wellbeing programs for teammates. This includes:
Liaise with staff, vendors and consultants to design and implement the Annual calendar with live, virtual and on-demand opportunities for learning, wellbeing and engagement.
Curate and promote tools like LinkedIn Learning and Gallup
Create internal communications and initiatives to drive learning and engagement
Identify learning needs and propose innovative solutions in partnership with internal teams and external resources
Build and maintain a library of training content, assessments, toolkits and career development resources including mentoring, manager development and leadership training
Stay informed on trends and best practices in leadership and talent management, especially in the non-profit, association and government sectors. Translate insights into actionable strategies and execute on the ground with minimal supervision
Foster positive and trusted relationships with staff and members to understand needs, gather feedback, report and improve program metrics to achieve mutual success
Support broader HR activities and processes related to engagement and projects as assigned
Qualifications, Preferred Competencies and Skills:
Bachelors degree in Human Resources, Education, Public Administration, or related field
57 years of experience in designing and managing leadership development, learning, or talent management programs
Experience working with or within government, nonprofit, or membership-based associations strongly preferred
Demonstrated experience in program design, facilitation, and project management with attention to detail and communication skills
Strong understanding of adult learning principles, instructional design and graphic design, and leadership development models
Ability to manage multiple priorities effectively and desire to improve public service
Excellent MS Excel, PowerPoint, and Outlook skills required. Other CRM and HR tech/tools a plus.

QualificationsTraining & Experience: Five years of experience in higher education, leadership development, organizational development, human resources consultant or business partner, coach, training, or relevant leadership role required. Relevant certifications are preferred. Ability to obtain/maintain certifications is required, such as DDI and Mental Health First Aid.
Computer & Software: Demonstrated proficiency using standard office software applications, LMS administration, and web conferencing. Content authoring tool usage preferred.

Primary Duties/Responsibilities- Facilitate in-person classroom learning and web-based webinars in leadership, personal, and professional development.
- Utilize effective questioning techniques to assess progress, elicit reactions, and confirm understanding while encouraging participation by creating a safe environment.
- Consult and coach employees on personal development and leadership development initiatives.
- Select, develop, create, and write learning solutions to include demonstration models, audio/visual aids, handouts, and guides that help improve learning outcomes for training initiatives.
- Coordinate training schedule with the hiring and training demands of the department.
- Work with stakeholders to understand the development needs of leaders, assess individual development, and implement solutions across the organization.
- Use coaching techniques that increase collaboration, transparency, and promote a culture of learning.
- Assess trainees to measure progress and to evaluate effectiveness of training.
- Revise and rewrite content to shape for learning needs.
- Report on progress of employees under guidance during training periods. Record and maintain trainee personnel records.
- Partner with Training Specialists, Business Leaders, and Operational teams to gain knowledge of work situations requiring training and to better understand changes in policies, procedures, regulations, business initiatives, and technologies.
- Assist employees with problems concerning "how to" perform specific tasks related to their positions.
- Analyze the characteristics of existing and emerging technologies and apply their use in an instructional environment to design engaging and interactive courses.
- Utilize Learning Management System to engage with learners and track learning.
- Follow and enforce all MERS/Goodwill policies & procedures.

**Job Functions:**
+ Assist with the design, development and implementation of in-person, on-demand, virtual, and remote development opportunities for all leaders while embedding inclusion for better outcomes.
+ Coordinate with key internal stakeholders to ensure the execution of all in-person leader development programs including Love's University, Store Support Development Course, and Leadership Love's University.

**Experience and Qualifications:**
+ At least 3-5 years of experience in a leadership training, organizational development specialist, learning and development, leadership development coordinator, organization development, employee development, talent development, and or leadership development role is strongly preferred.
+ Experience partnering with human resources (HR) business partners and HR team members. Experience meeting with, presenting to, and strategizing with company executives and leaders. Experience with partnering across an organization and enterprise to ensure diverse training and development programs for company leaders and managers.
**Skills and Physical Demands:**
+ Skills: Proficient with business software such as Microsoft Office. Knowledge of Adobe products and eLearning software preferred. Excellent verbal and written communication skills, including public speaking. This role is a part of the Wood Products business, working in the Southern Lumber Region at the McComb Lumber Mill located in McComb, MS. The McComb mill is a random-length sawmill producing lumber used in residential construction. McComb is located in Southwest Mississippi and is approximately 1 hour South of Jackson, MS and 1 1/2 hours North of New Orleans, LA.
The successful individual will be assigned to the next role once development is successfully completed, and a suitable assignment is identified that meets business needs.
