Job Description

The Collections Acquisition & Metadata Services Division (CAMS) is eager to recruit a new Head of Metadata Management to fulfill a pivotal and creative role in support of its multifaceted operations and projects. Operations include vendor data import into the FOLIO system, optimizing workflows with third party applications, supporting FAST heading workflows, executing database queries, conducting batch record maintenance/enhancement, and collaborating in special projects and task forces.

Key Responsibilities Include:

Metadata Management:

  • Collaborate with Libraries IT in the development and maintenance of vendor metadata load profiles, data exports to external systems, and fulfill an integral role as a liaison with the IT department.
  • Provide quality control and optimal normalization of shelf ready workflows, working with vendors to implement best practices.
  • Work closely with peers in Collections Strategies in assessing metadata sources and practices for electronic resources
  • Collaborate with staff in CAMS and the Rare Book & Manuscript Library regarding special projects with metadata needs.

Collection Maintenance and Batch Processing:

  • Perform bulk edit changes in the FOLIO inventory as necessary for data remediation or adding retention statements to collaborative collections.
  • Support authority workflows in collaboration with Libraries IT.
  • Query collection inventory to support ReCAP projects, track fund expenditures, or support collection analysis. Explore FOLIO API capabilities.

FOLIO System Implementation and Support:

  • Support the implementation and ongoing workflow development for acquisitions and collection inventory maintenance and processes.
  • Explore opportunities for automation and optimize FOLIO settings and features. Help manage and monitor EDI invoicing settings and routines.

Staff Training, Workflow Development, Documentation

  • Facilitate and train staff in the application of FAST subject vocabularies.
  • Assist division librarians in maintaining procedural documentation in wiki-spaces.
  • Explore software solutions and metadata related tools for possible introduction to procedures and workflows.

Required:

  • Master's degree in Library and Information Science (MLIS) or equivalent experience.
  • Demonstrated experience with multiple library systems, metadata standards and formats, leading to resource discovery.
  • Experience with database queries and applications, use of SQL, API's, and various tools and supporting software.
  • Excellent communication, organization, and analytical problem-solving skills.

Preferred:

  • Experience with Voyager and/or FOLIO library management systems.
  • Understanding of library acquisitions practices and linkage to metadata
  • Knowledge of programming languages and tools relevant to metadata management.
  • Experience in an academic library setting.

Job Overview

The Director, Data Quality builds and scales the processes, rules, and tools that ensure Macy's enterprise data remains complete, consistent, timely, and fit for use. This leader drives the development of data quality policies and monitors adherence across critical domains, partnering closely with teams in MDM, Catalog/Lineage, and Data Engineering. From profiling and validation to root-cause analysis and remediation, the Director proactively identifies and resolves data quality issues. Success in this role requires strong cross-functional leadership, a bias for execution, and the ability to build and lead a team that operationalizes data quality at scale-enabling trusted, actionable data across the enterprise.

What You Will Do

* Lead, mentor, and coach both managers and individual contributors to elevate team performance and promote a culture of continuous improvement across the Enterprise Data & Analytics organization.
* Translate stakeholder objectives into actionable team plans, providing clear direction and prioritization to enable strategic support.
* Evaluate future technology needs by balancing innovation, industry trends, and business requirements.
* Oversee delivery execution and manage prioritization of incoming demands.
* Foster strong cross-functional collaboration with Technology and Data & Analytics teams.
* Ensure data quality policies and standards align with enterprise architecture and data governance frameworks.
* Define roles, responsibilities, and engagement scope in partnership with stakeholders.
* Select, implement, and manage Data Quality tools and solutions that meet business needs.
* Support Data Governance leadership in executing enterprise-wide data initiatives.
* Develop and maintain data quality metrics, targets, and performance tracking.
* Manage team budgets and actively participate in financial planning and reviews.
* Stay informed on emerging trends and technologies in data analytics and business intelligence to guide strategy and drive innovation.
* Foster an environment of acceptance and respect that strengthens relationships, and ensures authentic connections with colleagues, customers, and communities.
* In addition to the essential duties mentioned above, other duties may be assigned.

Skills You Will Need

Data Quality Management: Deep understanding of data profiling, validation, root-cause analysis, and remediation techniques.

Data Governance & Architecture: Familiarity with enterprise data governance frameworks and alignment with enterprise architecture.

Analytics & Metrics: Ability to develop and monitor data quality KPIs and ensure alignment with business objectives.

Cross-Functional Leadership: Proven ability to lead through influence and collaborate effectively across technical and non-technical teams.

Who You Are

* Candidates with a bachelor's degree or equivalent work experience in a related field are encouraged to apply.
* 10+ years of progressive experience in Data Quality Management for a large-scale enterprise. 3+ years of leadership experience.
* Regularly required to sit, talk, hear; use hands/fingers to touch, handle, and feel. Occasionally required to move about the workplace and reach with hands and arms. Requires close vision.

Our work depends on a Data/Quality Analyst joining our team and utilizing their data analytic experience to analyze patient safety data and develop reports and trends that will help ensure readiness and operational quality and safety for the Fleet and Marines.

HOW YOU WILL MAKE AN IMPACT:

  • Provide overall, multifaceted support to the Navy Medicine's Quality Lead to include knowledge of Joint Commission standards, Infection Control and other quality measures.

  • Review raw and synthesized data (HEDIS, ORYX, TJC, NPIC, NSQIP, AHRQ Measures, Carepoint, KSA, Mortality data etc.) to create specialized data analysis reports as it affects readiness and operational quality and safety for the Fleet and Marines, with an emphasis on trending and benchmark performance evaluation.

  • Assist with increasing awareness of regulatory and joint commission compliance requirements for healthcare quality and safety in our operational settings.

  • Develop and update Excel databases and dashboards; perform ad hoc pivot table queries.

  • Track and trend data from multiple sources as needed.

  • Perform data gap analyses and provide recommendations for designated projects.

  • Analyze documents, measures and data slides for quarterly Navy Medicine Strategic Goal Updates.

  • Analyze administrative data to develop methodologies and approaches for analytic activities such as clinical improvement chart audits and coding performance assessments. Understanding of the data definitions and how the data is calculated and the impact of changes in thresholds or definition changes on the data trends.

  • Analyze date in the following databases: Patient Safety Reporting (PSR) System, The American College of Surgeons: National Surgical Quality Improvement Project, Population Health Portal (PHP) and PHP-Patient Safety Indicator, The Joint Commission ( TJC survey and Joint commission resources- Tracers amp module), team training resources and other DoD/Navy databases.

  • Create and edit PowerPoint presentations- forms creation as needed

  • Attend and support regularly scheduled meetings and conference calls, to include the DHA Clinical Measures Working Group, TIG, NSQIP, PSIC, and the Clinical Communities Calls. Summarize key findings and recommendations from the meetings.

  • Participate in meetings on quality and safety topics and relevant BUMED meetings as needed.

  • Maintain and update MilSuite sites for quality data storage.

  • Effectively communicate and interface with BUMED Leadership and Operational leadership as needed.

  • Participates in special projects as required.

WHAT YOU'LL NEED TO SUCCEED:

  • Education : Bachelor's Degree in a related field.

  • Required Experience : 2+ years of related data analytic experience.

  • Required Technical Skills : Experience with large data software systems such as Tableau; Exhibit data trend analysis knowledge and experience; Certification in Project Management.

  • Security Clearance Level : NACLC (T3) or Secret Clearance`

  • Required Skills and Abilities : Excellent verbal and written communication skills.

  • Preferred Experience : Have a basic understanding of the JC standards, their publications and basic Infection control principles and requirements for the healthcare setting; Membership in professional organization such as NAHQ, ASHRM, etc. a plus.

  • Location : On-site 100% at Falls Church, VA location; no travel required

The likely salary range for this position is $68,000 - $92,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
