Primary Purpose

- Ensure all work tasks are scheduled, coordinated and planned to ensure all key performance measures can be attained in Operations. Scheduling and coordination of tasks considers state level prioritization, system needs, and construction resource work levelization to maximize safety and minimize overall costs. Scope includes the scheduling of approximately 30 million - 200 million of work per year.
- Implement and execute 20+ policies, programs and processes and adopt best practices. Monitor and manage 20+ organizational measures and controls to facilitate the identification and implementation of performance improvements and initiatives.
- Determine baseline manpower and project funding resource requirements and recommend resource decisions balancing both operational requirements and financial implications.
- All actions have direct impact on reliability, financial, and customer satisfaction goals and the public, political and regulatory opinion of the company.

Minimum Qualifications
- Bachelor's degree and 2-4 years of relevant utility business experience (e.g., transmission, distribution, gas, or substation), or in lieu of bachelor's degree, a minimum of 6-9 years of relevant utility business experience.
- Working knowledge of PC and mainframe scheduling
- Demonstrated ability to work independently, achieve deadlines and handle multiple assignments.

Seeking an Acquisition Specialist to support the Defense Cyber Operations program at Ft. Belvoir, VA.

This position requires the individual to have competencies in awarding, administering, and managing Federal Contracts. Serve as a specialist responsible for the execution of the day-to-day duties for acquisition and procurement of prototype solutions for other transaction agreements. Individuals will be responsible for cradle to grave support and execution, to include: strategy development, pre-award execution, and post-award administration. Individual must be competent in leading and building relevant strategies for executing prototype and production agreements and associated documentation with little to no precedence, policy, guidelines, or templates. The individual must have experience reading and understanding procurement regulation and salient statutory mandates while driving innovation, creative strategies and procurement processes while leveraging other transaction authorities.

Further, this position ensures problem resolution and customer satisfaction for individual task orders. Perform technical and administrative efforts for tasks, including review of work products for correctness, compliance with industry-accepted standards, federal government legislative and regulatory requirements and user standards specified in task orders. Develop requirements of IT product/service (including specifications, feasibility studies, requirement analysis, etc.) from inception to conclusion on simple to complex projects.

Duties Include:

  • Acquisition planning, market research, oversight and participation in formal/informal evaluation processes, cost/price analysis, negotiation support, preparation of pre- and post-award contract documents, and administration and closeout
  • Manage the planning and execution of pre-award activities, such as evaluations and selections of prototype solutions
  • Administer agreements by assuring compliance with the terms and conditions of established agreement, including resolution of problems concerning the obligations of the parties
  • Experience with Other Transaction Authority (OTA 10U.S.C. 2371b) Research and develop prototype and production project agreements
  • Prepare prototype production agreement drafts, including provisions, and final documents for signature

Required Skills and Experience:

  • 5+ years of DoD acquisition experience, of the 5 years, a minimum of 2 years direct OTA experience and a minimum of 3 years DoD Acquisition - Federal Acquisition Regulation (FAR) experience
  • BBA or Bachelor's Degree in relevant field

Desired Skills and Experience:

  • FAC-C Level II or DAWIA
  • CON Level II

Required Clearance:

Active DoD Secret security clearance required
