Job Description
The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Information Technology Services (ITS) is DSS's technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.
Information Technology Systems (ITS)/Enterprise Shared Services (ESS) is recruiting for a IT Project Specialist, to function as a Middleware Developer, who will be responsible for:
- Monitoring of applications & batch jobs, reprocess, and resubmit when transactions fails.
- Installation of IBM software's on the Windows / Linux and Unix Operating Systems.
- Designing message flows using IBM Integration Bus/ACE.
- Working with Program and Developers to gather and implement requirements for the middleware
services.
- Working with IBM Vendor to upgrade any new technology stack. This will require gathering
requirements from Middleware Services, and UNIT test the services after the upgrade.
- Accessing SQL and Oracle Servers to research data issues for the Middleware Services.
- Writing the scripting using Power Shell, and schedule the cron Jobs.
- Working with external and internal application teams to gather requirements for Middleware Services
and build transformations to exchange the data.
- Certificate Management - Certificate creation, deployment and post validation.
- Creating an Incident, Change and Problem Management Processes of Service Now.
- Developing/designing work outlines regarding the functions of the subordinate unit involved with the
design, development, and monitoring of software.
- Overseeing the activities of the team with regards to the design, development, and delivery of
integration solution to the partner teams.

Qualifications
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.

The Middleware Developer is responsible for the development, test and implementation of best coding practices in Integration solutions for the organization, including application connectivity, Performance, Security and audit. This role will be engaged in all phases of the API lifecycle, and follows all the best practices that were put in place. Successful candidate will have a proven track record demonstrating sound technical and business knowledge.
- Develop and maintain Integration Solutions following the defined best practices and coding standards.
- Build reusable components to reduce code rewrite.
- Plans and executes unit test to ensure the developed code is free of functional defects.
- Complete development of a small to medium sized task independently.
- Ensure API governance policies are followed by implementing and validating API/service design etc.
- Support and maintain existing integration solutions for Middleware systems for operational and analytical applications.
- Required to work in other areas of Data Enablement lifecycle as needed.
- Work on the API specification documentation.
- Contributes to technical specifications and participates in peer reviews.

- Experience with source control repository system such as TFS or GIT is preferred.
- Efficiently work in Agile environment. Familiarity with tracking tools such as JIRA is a plus.
- Experience working on Banking and Financial domain is preferred.

- Conduct impact assessments of product upgrades, patching, migration, and hotfixes to ensure seamless transitions.
- Plan, coordinate, and execute projects across various environments, such as Regression, Performance, and Production.
- Support fellow Engineers through evaluation and design analysis during development phases.
- Have a thorough understanding of common issues that may cause deployment failures, such as memory limitations or missing libraries.
- Demonstrate a proven track record of troubleshooting critical production and non-production applications and infrastructure issues, providing comprehensive root cause analysis.
- This role encompasses more responsibilities as assigned, ensuring versatility in duties.
Required Skills: The ideal candidate will need 5+ years of experience in DevOps or Cloud Engineering roles, with hands-on experience in GitHub Actions, GitHub Enterprise Cloud (GHEC), Azure Kubernetes Service (AKS), Azure API Management (APIM), YAML scripting, Datadog instrumentation, and containerization technologies like Docker and Podman.
