Huntington Ingalls Industries (HII) Mission Technologies Warfare Systems partners with the DoD and defense innovation ecosystem to rapidly acquire and field critical and emerging technologies, particularly integrated communications, networking, and Systems-of-Systems (SoS) technologies, to enhance national security and warfighter capabilities. Through a multiagency contracting approach, the Collaborative Operations for Battlespace Resilient Architecture (COBRA) initiative focuses on advancing these technologies to achieve multi-domain battlespace integration and resilient command and control. This includes a broad range of services such as systems engineering, cybersecurity, operational integration, and data analytics, all aimed at modernizing communications and ensuring seamless information exchange for the DoD and its allies.

Essential Job Responsibilities
Military Analyst - Task 6 Lead - Researches, prepares reports, provides strategic planning, event planning, evaluations, risk-based/threat analysis of Joint Operations and data analysis of governance and military operations and strategies (to include future warfighting strategies, concepts, and force options through Modeling, Simulation and Analysis (MS&A) for multi-mission and multi-domain capabilities). Identifies gaps and develops integrated Doctrine, Organization, Training Packages (Del. 21), Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) requirements to resolve or mitigate gaps. Facilitates, documents, analyzes, and reports results from tabletop exercises. Uses modeling and simulation visualization tool Swift for wargaming, adjudication analysis, and documentation. Provides operational insight in military activities conducted by personnel and activities. Applies knowledge of cyber defense, resilience, and the continued integration of cyber capabilities into the full spectrum of military operations; special operations such as reconnaissance, unconventional warfare, and counter-terrorism actions to develop solutions to improve the effectiveness of special forces missions; and/or analysis and transition planning of space technologies to support DoD's advancement of space power. Conducts risk-based analysis of Foreign Ownership, Control, and Influence (FOCI) technology research and development that could adversely affect security of the development and improvement of existing, evolving, and emerging capabilities and systems. Conducts counter-improvised threat research to identify issues and provide alternatives for issue resolution. Conducts research and writing support on various topics within the scientific and technology community in support of warfighting objectives (Del. 17). Provides support to Task Force Design and Development, Force Experimentation, and Force Documentation Development. Guides integration of leading capabilities and technologies in support of execution of early contingency and operations plan phases spanning tactical, operational, and strategic warfighting echelons.
Minimum Qualifications
+ 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; or 10 years relevant experience with PhD or Juris Doctorate in related field
+ Must possess an active TS/SCI clearance.
+ Demonstrated ability to communicate complex concepts clearly and effectively
+ Capacity to manage competing priorities in a fast-paced environment
+ Proven track record of contributing to successful team outcomes

**In this role, you will:**
+ Conduct research and analysis of military capabilities across multiple disciplines including aviation, ground combat, intelligence, command and control, and opposing forces to identify changes in adversary capabilities, vulnerabilities, and potential courses of action.
+ Lead efforts supporting the review and evaluation of submarine operating procedures, instructions, and technical manuals in development in coordination with NAVSEA personnel and other Navy stakeholders.
+ Provide expert insight and analysis of submarine system specifications and architectural drawings to support component evaluations, design modifications, and documentation revisions.
+ Collaborate with interagency teams and internal departments to support the development and validation of inspection, maintenance, and testing procedures specific to submarine systems and operations.

+ Support policy and procedure development within military and defense communities, including interagency or community-wide coordination.

**Qualifications**

ASRC is seeking a qualified candidate to fill the **Aviation Military Analyst (Reconnaissance and Attack Expertise)** position to support our customer at the **United States Army Aviation Center of Excellence (USAACE)** .
This role provides professional support services for the Army Capability Manager - Reconnaissance and Attack (ACM-RA), helping synchronize Army Aviation modernization and capability development. The position requires subject matter expertise in reconnaissance and attack aviation operations, DOTMLPF-P integration, JCIDS documentation, and support to concept and capability development activities.
**Key Responsibilities:**
+ Provide expert-level input on capability gaps, requirements, and solutions for manned Army reconnaissance and attack aviation systems.
+ Support planning, coordination, and execution of Joint Working Groups, test events, and Army Capability Based Assessments (CBAs).
+ Assist with development and review of JCIDS documentation (ICDs, CDDs, CPDs).
+ Prepare and edit white papers, briefings, decision papers, and concept documents at the graduate level.
+ Analyze DOTMLPF-P impacts related to current and future reconnaissance and attack aviation platforms.
+ Collaborate with Army Futures Command (AFC), TRADOC, and stakeholders on system integration and modernization strategy.
+ Support operational assessments, architecture development, and recommendations for system improvements and fielding efforts.
**Minimum Qualifications:**
+ Former or current Rated Army Aviator.
+ Requires a Bachelor's degree and 5-7 years of experience or equivalent of Army Aviation flight/combat experience.
+ SECRET security clearance required (or ability to obtain).
+ Experience as a Standardization Instructor Pilot (SIP) or Instructor Pilot (IP) in Army attack/reconnaissance aircraft is highly desired.
+ At least 3 years of experience in capability development or combat developments.
+ Demonstrated experience supporting capability development efforts including JCIDS, AoA, and CBA efforts.
+ Proven ability to independently produce high-quality documentation with minimal edits required.
+ Experience in tactical operational planning in large aviation organizations (e.g., 24 AH-64 or 30 UH-60 helicopters).

Central to this effort is the Joint All-Domain Command and Control (JADC2) strategy, which aims to modernize how the Joint Force and its partners sense, make sense, and act across all domains-land, air, sea, space, and cyber. Through JADC2, the DoD is building an interoperable and adaptive command architecture that supports mission partners, synchronizes operations across services, and aligns emerging technologies with evolving threats. Critical technology areas within JADC2 include integrated communications, networking, and Systems-of-Systems (SoS) that will advance warfighter capabilities.

COBRA provides a broad range of services for the advancement of integrated communications, networking, and SoS technologies within the DoD and its interagency mission partner. + Identify capability gaps and develop DOTMLPF-P requirements
+ Provide subject matter expertise for capability development, gap analysis, and experiment planning

Huntington Ingalls Industries (HII) Mission Technologies Warfare Systems partners with the DoD and defense innovation ecosystem to rapidly acquire and field critical and emerging technologies, particularly integrated communications, networking, and Systems-of-Systems (SoS) technologies, to enhance national security and warfighter capabilities. Through a multiagency contracting approach, the Collaborative Operations for Battlespace Resilient Architecture (COBRA) initiative focuses on advancing these technologies to achieve multi-domain battlespace integration and resilient command and control. Essential Job Responsibilities
