This person is responsible for organizing and overseeing the operation of our two research vessels, R/VThomas G. Thompson ( and R/VRachel Carson ( and for all shore-side activities. This unit is an important component of the US Academic Research Fleet, operated within the UNOLS ( (University National Oceanographic Laboratory System) framework. The **Manager of Marine Operations** is on-site in Seattle, leads the ship-based and shore-based Marine Operations staff, and provides exceptional support to faculty-led research and academic endeavors. Safe and efficient operation is critical to seagoing research and educational programs at the UW and within the USA.

**Responsibilities**
The Manager oversees all aspects of our marine operations including supervising sea-going and shore-side staff. Although the numbers fluctuate, we currently employ six shore-side personnel and up to seventy seagoing persons each year in a combination of full-time, part-time, permanent and non-permanent positions.
**Manage vessel operations**
+ Vessel Personnel Management as second-level supervisor to the with Port Captain as the direct supervisor to all shipboard personnel
+ Shipboard Science Support Group (SSSG) Personnel Management as second-level supervisor to the Manager SSSG
+ Vessel cruise planning, coordination and scheduling under the auspices of UNOLS Ship Scheduling Committee to meet the needs of scientific and educational users.
+ In port planning and coordination at the University of Washington and at ports of call around the world.
+ Coordinate efforts and submit foreign clearance requests for science cruises including communications with the U.S. State Department.
+ Develop vessel operations, equipment/instrumentation, and technical services proposals for Federal grant and cooperative agreement funding
+ Administer vessel operations, equipment/instrumentation, and technical services grants
+ Manage vessel maintenance with assistance from Port Engineer
+ Manage marine operations facilities
+ Coordinate claims issues with Risk Management and participate in Quarterly Claims Review meetings
+ Ensure vessels are operated in compliance with all university, federal and international rules and regulations
+ Oversee the Safety Management System
**Manage budgets**
+ Develop annual budgets in support of the National Science Foundation (NSF) and Office of Naval Research (ONR) proposals with assistance from the Program Operations Specialist
+ Provide fiscal oversight to ensure expenditures are within established budgets and that vessel day rates reflect operational costs
+ Review monthly expenditures - provide monthly updates, correct inappropriately charged purchases, ensure only proper expenditures with assistance from the Program Operations Specialist
+ Coordinate Petty Cash Fund activities including reviewing monthly reports and expenditures, cash reimbursement checks and transfer cash to the vessel with assistance from the Program Operations Specialist
+ Work with the Director and Associate Director for Marine Operations to manage University of Washington academic shiptime funds.
+ Review and approve procurements as needed
+ Develop reports in support of expenditures
+ Work closely with the School of Oceanography Administrator as well as the Dean's staff and campus administration to oversee R/V _Rachel Carson_ debt retirement and capital improvement funding
+ Reconcile on an annual basis the final published ship's schedule with the billings
**Manage shore-based marine operations**
+ Shore-based Personnel Management - as direct supervisor for five employees including Port Captain, Port Engineer, Manager SSSG, Program Operations Specialist, and Administrative Assistant; second-level supervisor to Logistician and Oceanographic Research Cruise Coordinator: Responsible for hiring, training, assigning and scheduling work, acting upon leave requests, conducting performance evaluations and recommending disciplinary actions.
+ Provide performance feedback and advice so as to foster effective operations and career advancement
+ Ensure effective communication among shore- and ship-based personnel
+ Update staff job responsibilities as needed to optimize the effectiveness and efficiency of operations.
**External relations and community building**
+ Serve as a liaison with federal agencies (NSF and ONR) to keep them fully informed and negotiate funding for ship operations, repairs and equipment
+ Serve as a liaison with ship operators from other institutions
+ Represent the University of Washington in a wide variety of UNOLS activities including:
+ Ship Scheduling Committee
+ Research Vessel Operators Committee (RVOC)
+ Contribute expertise by participating in UNOLS committees and providing leadership when appropriate
+ Seek opportunities for other Marine Operations staff to participate in UNOLS activities
+ Provide advice to scientists at the UW and other institutions in planning sea-going expeditions
+ Promote the use of the R/V _Thomas G. Thompson_ and the R/V _Rachel Carson_ to the research community
+ Ensure that the marine operations web pages are up to date
**Coordinate marine operations activities with other elements of School of Oceanography and elsewhere within the University**
+ Keep the School's Director, Associate Director for Marine Operations, and other university administrators appropriately informed of operations
+ Coordinate financial elements with the School Administrator and their staff
+ Coordinate facility issues with the School Administrator and their staff
+ Coordinate various vessel related activities with the College of the Environment Dean's staff
+ Coordinate personnel related issues with UW Human Resources staff
+ Participate in College of the Environment committees where appropriate, for example the Health and Safety Committee
**Strategic planning and activities**
+ Work with the Associate Director for Marine Operations and faculty oversight committees to develop and implement long-term plans to upgrade seagoing capabilities in order to meet upcoming challenges and opportunities
+ Work with Associate Director for Marine Operations and others as appropriate to develop plans to expand usage and support for R/V _Rachel Carson_ .
**Minimum Qualifications**
+ Bachelor's degree in a related field such as science or engineering
+ Minimum of ten years of vessel management;
+ Experienced in operations and scheduling; ship construction, maintenance and repair; budget development; fiscal management and personnel administration
+ Complete familiarity with the various requirements of cognizant regulatory bodies concerned with research vessel operation.
_Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration._
**Preferred Qualifications**
+ A commitment to supporting oceanographic research and education and familiarity with the various national oceanographic research programs being underwritten by Federal agencies.
+ U.S. Coast Guard licenses as Master, unlimited, and experience supporting science operations on oceanographic research vessels.
+ Masters in Business Administration and/or Project Management Certificate

**The School of Oceanography has a great opportunity for an administrative assistant (Administrative Assistant 3 (NE S SEIU 925 Non Supv)) to join their team** **.** The employee will perform administrative support functions for two units within the School of Oceanography - Marine Operations and University National Oceanographic Laboratory System (UNOLS). These two groups' activities focus on supporting research. The two units combined consist of nearly forty full-time staff members and around twenty part-time employees which include research support staff, administrative support, technical support, marine technicians, and ship operations personnel. The two units have personnel from many employee types including classified staff, professional staff, interns, student employees; union and non-union employees; and hourly and salaried employees. The Administrative Assistant will provide support to all categories of employees.
This position provides support to the Manager of Marine Operations and the UNOLS Executive Secretary in a combination of functional areas including travel planning, reimbursements, and accounting; invitation travel for attendees to participate in a variety of meetings and conferences; executive secretarial support and Marine Operations administrative support.
**Key Responsibilities**
Travel Planning and Accounting 50%
+ Utilize travel agents and web-based travel systems to make airfare, lodging and transportation arrangements for ship crewmembers, Marine Operations staff, UNOLS staff, UNOLS invited attendees from other institutions and UNOLS Mate-Interns. Consult the research ship's cruise schedules and, with input from the Manager of Marine Operations, Port Captain, and SSSG Manager, determine travel needs to and from worldwide ports of call to meet cruise deadlines.
+ Update Ship Ops travel itinerary spreadsheet. Go over travel itineraries with Ship Ops managers.
+ Submit reimbursement paperwork according to UW policies and procedures. Troubleshoot errors.
+ Reconcile the Ship Ops and UNOLS Centralized Travel Account (CTA) purchases and accounting to ensure proper charges to the correct account. Split accounting when necessary.
+ Clarify travel policies and procedures with the UW Travel Office when questions arise and disseminate information to Marine Ops and UNOLS staff and travelers. Update the UNOLS Administrative Manual for changes in travel policies / processing of expense reports as needed. Update the guidance for UNOLS meeting participant travel as needed to reflect changes in UW policies and procedures.
+ Support UNOLS Committee member and other participant travel (non-employee reimbursements) including review and processing of their travel expense reports.
Marine Operations Payroll Support 15%
+ Coordinate payroll for professional, classified, and non-permanent crewmembers.
+ Receive timesheets, review for accuracy and enter crew time into Workday.
+ Work closely with ship Captains, Port Captain, and the Manager of Marine Operations to ensure that all payroll hours are recorded correctly.
+ Complex pay calculations include collecting information and accurately recording base hours, overtime sea pay, marine premium, automatic overtime, extra overtime, and shore leave.
+ Prompt Marine Operations supervisors to approve hours if necessary.
+ Involves detailed record keeping due to the complexity of the payroll information.
+ Must meet established payroll deadlines.
+ Provide timely answers to crewmembers when they have questions about their pay and leave usage.
+ Troubleshoot Workday problems with personnel actions and pay transactions.
Conference/Hospitality Coordination 10%
+ Backup support for large workshops, meetings and receptions for UNOLS Office both at UW and off-campus sites. This includes tracking the travel expenses on a spreadsheet, assuring that the travel expenses do not exceed the budgeted allowance. Determine food needs and develop a budget for food and catering expenses, contact multiple caterers, place the order with a caterer, and confirm the order with the caterer to assure timely delivery.
+ Make meeting room rental reservations, determine audiovisual needs, and confirm room and audiovisual reservations before the workshop/meeting/reception takes place.
+ Follow UW policies and procedures regarding all conference, travel and food expenses. Reconcile Procurement Card transactions, including for catering.
Executive Secretarial Support 10%
+ Serve as a resource for Marine Operations and UNOLS on University rules and regulations - specifically those related to travel and records retention.
+ Prepare documents and spreadsheets for the Marine Operations staff and UNOLS staff as directed.
+ Maintain email mailing lists for the crew and UNOLS user groups.
+ Coordinate and manage special projects as assigned.
+ Maintain database of personal information on crewmembers and science cruise participants aboard each ship as required by USCG and foreign immigration officials.
+ Prepare sailing orders -- which include a detail crew list and science participant list -- for R/V _Thomas G. Thompson_ utilizing information submitted by the Chief Scientist for each cruise.
+ Submit sailing orders to the R/V _Thompson_ captain no less than 96 hours prior to departure.
General Office Duties 5%
+ Responsible for ordering and maintaining office supplies for Marine Operations and UNOLS teams.
+ Troubleshoot photocopy machine problems.
+ Provide assistance to staff who have large and/or complex scan / photocopy projects. Instruct others in the use of office equipment and computer software.
Non-Travel Reimbursement 5%
+ Submit non-travel reimbursements for Marine Operations personnel following UW policy and procedure. Non-travel reimbursements include: licensing fees, training costs, and safety equipment reimbursements.
Staff Support 5%
+ Answer general email inquiries for SoO Marine Operations or UNOLS personnel and assist with answering questions or directing them to the appropriate person/department.
+ Answer phone calls and direct callers to appropriate staff or another UW department.
+ Deliver messages to appropriate individuals.
+ Represent the Manager of Marine Operations and UNOLS Executive Secretary at campus-wide meetings (such as the Travel Meeting) and assess the effects of policy changes and voice concerns to central offices.
Other duties as assigned.

Duties and Responsibilities
As an Air Interdiction Agent (AIA) you will perform aviation-based law enforcement operations for the detection, prevention, interdiction, and apprehension of terrorists, terrorist weapons, and other contraband and persons from illegally entering or attacking the United States. Typical duties include:
Conducting air patrol, surveillance, and pursuit activities related to the interdiction of smuggled contraband via land vehicles, aircraft, or vessels.
Monitoring behavior patterns and activities of suspect persons, vehicles, or vessels believed to be engaged in illegal activities.
Collecting, refining, and analyzing strategic and tactical intelligence.
Supporting search and rescue and humanitarian efforts.
Salary and Benefits
Begin your career as an Air Interdiction Agent (AIA) and make up to $106,000 -$27,000 per year based on your qualifications for the GS-11 grade level and possible extra compensation based on your duty location (see below) and overtime pay, up to 25% of your salary.
Your starting salary will include Special Salary Rate (SSR); Law Enforcement Availability Pay (LEAP); Recruitment Incentive; and Retention Incentive.
This career ladder position has a grade level progression of GS-11, GS-12, and GS-13. You may be eligible for a promotion to the next higher grade level automatically (without re-applying) once you complete 52 weeks at each grade level (with supervisor approval).

Qualifications
Experience: You qualify for the GS-11 grade level if you possess one (1) year of specialized professional aviation experience performing duties such as:
Flying as a Pilot-in-Command or sole manipulator in an airplane and helicopter in all environments of flight, including night, poor weather, unfavorable terrain, low altitudes, or speed.
Evaluating information rapidly and making judicious decisions promptly during in-flight operations.
Developing strategies and coordinating aircraft and ground assets.
Using information systems and databases to conduct information surveys, queries, update files and disseminate information.
Experience may include Operation of an aircraft as Captain, Pilot in Command, Aircraft Commander, First Officer, Certified Flight Instructor, Second in Command, or Co-pilot.
Hiring Minimums:
Certification & Ratings: A current FAA Commercial or ATP Pilot Certification with one of the following ratings:
Dual Rated: Airplane (Single-engine land or multi-engine land) with instrument rating AND Rotorcraft Helicopter with instrument rating.
Airplane Rated: Airplane (Single-engine land or multi-engine land) with instrument.
Helicopter Rated: Rotorcraft Helicopter with instrument rating.
Equivalent military rating of the above at the time of application (eligibility based on military flight experience must provide official orders, forms or logbooks showing their status as a rated military pilot).
Flight Hours: Pilot Enter on Duty minimums are 1500 flight hours; (up to 500 hours can be waived, reducing the pilot enter on duty minimums to 1000 hours.
250 Pilot-in-Command hours; 75 Instrument hours; 75 Night hours (Flight Hour Waiver available, see Required Documents); and 100 Flight hours in the last 12 months This qualification requirement is currently being waived by OPM through August 5, 2025.
FAA Class 2 medical required for assessment dated within the last 12 calendar months; FAA Class 1, FAA Class 2 or Military medical flight clearance dated within the last 12 months qualifies to start the pre-employment process for the AIA position.
Apply at 750 hours total time: Applicants applying at 750 flight hours are required to obtain at least 1,000 flight hours (depending on the number of hours approved for a waiver) at their own expense before being able to attend the 3-part flight assessment. Applicants must still meet 250 Pilot-in-Command, 75 instrument, and 75-night hours (100 flight hours in the last 12 months. This qualification requirement is currently being waived by OPM through August 5, 2025)
UAS Flight Hours: Applicants may include UAS Predator A (MQ-1), Predator B (MQ-9) flight hours and Predator A (MQ-1), Predator B (MQ-9) or predator-based flight hours. These hours may be credited towards satisfying the Total flight time 1,500 flight hour requirement only. UAS hours do not count towards the 250 flight hours as a Pilot in Command, 75 flight hours Instrument, and 75 flight hours Night. Flight hour logbooks will be required at the time of your Flight Assessment for verification.
Other Requirements
Citizenship : You must be a U.S. Citizen to apply for this position.
Residency : You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three of the last five years.
Age Requirement: Provisions of Public Laws 93-350 and 100-238 allow the imposition of a maximum age for initial appointment to a primary Law Enforcement Officer position within the Department of Homeland Security (DHS). In accordance with DHS Management Directive 251-03, the day before an individual's 37th birthday is the maximum age for original appointment to a position as a primary law enforcement officer within DHS. Duties and Responsibilities
As an Air Interdiction Agent (AIA) you will perform aviation-based law enforcement operations for the detection, prevention, interdiction, and apprehension of terrorists, terrorist weapons, and other contraband and persons from illegally entering or attacking the United States. Typical duties include:
Conducting air patrol, surveillance, and pursuit activities related to the interdiction of smuggled contraband via land vehicles, aircraft, or vessels.
Monitoring behavior patterns and activities of suspect persons, vehicles, or vessels believed to be engaged in illegal activities.
Collecting, refining, and analyzing strategic and tactical intelligence.
Supporting search and rescue and humanitarian efforts.
Salary and Benefits
Begin your career as an Air Interdiction Agent (AIA) and make up to $106,000 -$27,000 per year based on your qualifications for the GS-11 grade level and possible extra compensation based on your duty location (see below) and overtime pay, up to 25% of your salary.
Your starting salary will include Special Salary Rate (SSR); Law Enforcement Availability Pay (LEAP); Recruitment Incentive; and Retention Incentive.
This career ladder position has a grade level progression of GS-11, GS-12, and GS-13. You may be eligible for a promotion to the next higher grade level automatically (without re-applying) once you complete 52 weeks at each grade level (with supervisor approval).

Qualifications
Experience: You qualify for the GS-11 grade level if you possess one (1) year of specialized professional aviation experience performing duties such as:
Flying as a Pilot-in-Command or sole manipulator in an airplane and helicopter in all environments of flight, including night, poor weather, unfavorable terrain, low altitudes, or speed.
Evaluating information rapidly and making judicious decisions promptly during in-flight operations.
Developing strategies and coordinating aircraft and ground assets.
Using information systems and databases to conduct information surveys, queries, update files and disseminate information.
Experience may include Operation of an aircraft as Captain, Pilot in Command, Aircraft Commander, First Officer, Certified Flight Instructor, Second in Command, or Co-pilot.
Hiring Minimums:
Certification & Ratings: A current FAA Commercial or ATP Pilot Certification with one of the following ratings:
Dual Rated: Airplane (Single-engine land or multi-engine land) with instrument rating AND Rotorcraft Helicopter with instrument rating.
Airplane Rated: Airplane (Single-engine land or multi-engine land) with instrument.
Helicopter Rated: Rotorcraft Helicopter with instrument rating.
Equivalent military rating of the above at the time of application (eligibility based on military flight experience must provide official orders, forms or logbooks showing their status as a rated military pilot).
Flight Hours: Pilot Enter on Duty minimums are 1500 flight hours; (up to 500 hours can be waived, reducing the pilot enter on duty minimums to 1000 hours.
250 Pilot-in-Command hours; 75 Instrument hours; 75 Night hours (Flight Hour Waiver available, see Required Documents); and 100 Flight hours in the last 12 months This qualification requirement is currently being waived by OPM through August 5, 2025.
FAA Class 2 medical required for assessment dated within the last 12 calendar months; FAA Class 1, FAA Class 2 or Military medical flight clearance dated within the last 12 months qualifies to start the pre-employment process for the AIA position.
Apply at 750 hours total time: Applicants applying at 750 flight hours are required to obtain at least 1,000 flight hours (depending on the number of hours approved for a waiver) at their own expense before being able to attend the 3-part flight assessment. Applicants must still meet 250 Pilot-in-Command, 75 instrument, and 75-night hours (100 flight hours in the last 12 months. This qualification requirement is currently being waived by OPM through August 5, 2025)
UAS Flight Hours: Applicants may include UAS Predator A (MQ-1), Predator B (MQ-9) flight hours and Predator A (MQ-1), Predator B (MQ-9) or predator-based flight hours. These hours may be credited towards satisfying the Total flight time 1,500 flight hour requirement only. UAS hours do not count towards the 250 flight hours as a Pilot in Command, 75 flight hours Instrument, and 75 flight hours Night. Flight hour logbooks will be required at the time of your Flight Assessment for verification.
Other Requirements
Citizenship : You must be a U.S. Citizen to apply for this position.
Residency : You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three of the last five years.
Age Requirement: Provisions of Public Laws 93-350 and 100-238 allow the imposition of a maximum age for initial appointment to a primary Law Enforcement Officer position within the Department of Homeland Security (DHS). In accordance with DHS Management Directive 251-03, the day before an individual's 37th birthday is the maximum age for original appointment to a position as a primary law enforcement officer within DHS. The age requirement is also necessary to ensure that you are able to complete the 20 years of applicable service for retirement.
NOTE: The Commissioner of CBP has approved a temporary increase in the maximum allowable age to 40 for original placement into an Air Interdiction Agent position.
Age Waiver: Creditable law enforcement officer service - Covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d), or creditable service covered by Title 5 U.S.C. 8401(36) (as a Customs and Border Protection Officer) on or after July 6, 2008, may be applied toward the maximum age requirement. This age restriction may not apply if you are currently serving in a federal civilian (not military) law enforcement position covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d).
