**Responsibilities**
+ Responsible for ensuring that work performed under the PWS meets all requirements and responsibilities.
+ Ultimately responsible for all contract activities and performance, holds the requisite authority to make and implement decisions regarding contract performance and changes to the contract.
+ Establishes and sustains an ongoing performance-based organization that applies best practices and continuous process improvement to achieve highest levels of service and significant cost savings.
+ Ensures the customer's facilities are operated and maintained cost effectively, efficiently, and in a first-class condition. + Brief Investigation reports to the U.S. Government after major losses (Including fatalities; multiple (over 3) injuries (beyond first aid cases); lost time injuries over 5 days long; material losses; major breakdowns incurring or threatening over 24 hours shutdown of base operations; and environmental incidents affecting local or regional flora and fauna; or losses with the potential for extended and sustained (over 24 hours) negative media attention; Legal violations, etc.).
+ Provides guidance and direction to finance and accounting, human resources, labor relations, training, security, safety, and environmental.
+ Assumes and performs other duties and responsibilities not specifically outlined herein but which are logically and properly inherent to the position.
**Qualifications**
+ The Program/Project Manager shall have as a minimum a bachelor's degree or higher in business, engineering, or architectural disciplines, and shall have a minimum of 10 years' management experience in facilities management.
+ Experience with General Fund Enterprise Business Systems (GFEBS) software a strength.
+ Experience with RS Means cost estimating software is a strength.
+ Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of maintenance and repair work.
+ General knowledge of physical plant management including exposure to building systems, HVAC, plumbing and/or electrical.
+ Project Management Professional (PMP) and or Facilities Management Professional (FMP) certification desired.
+ Experience in a military environment required, Army preferred.
+ Experience managing a union workforce is highly preferred.
+ Knowledge of management, research, budgeting, public administration, statutory requirements of municipal infrastructure facilities and systems as they apply to OSHA, EPA guidelines, etc.
+ Must have strong communication, briefing, and writing skills.
+ Outstanding teambuilding skills are required.

**Responsibilities**
+ The GFEBS Manager oversees the GFEBS, to include providing reports; initiating, processing, and tracking dig permits; initiating PWOs into GFEBS, tracking progress, and outputting progress reports; and updating and maintaining the O&M Manual Digital Library.
+ The General Fund Enterprise Business System (GFEBS)Program Manager Will have oversight of work identification, work reception, planning and prioritization, work estimation, work approval and funding services for maintenance and repair requests at the installation.
+ The GFEBS Manager oversees the Work Management team managing all asset management and data management.
+ Serves as the central Point of Contact for the proper receipt and disposition of installation customer work requests and work taskings received from the Government. Coordinates resource requirements to ensure timely and quality completion of work tasking.
+ The GFEBS Manager shall demonstrate problem solving, conflict management and resolution, and customer service skills.
+ Provide prioritization of service orders and work orders.
+ Maintaining responsibility for employees assigned to work order data input.
+ Working closely with IT to ensure proper data retrieval for reports prepared for the Government.
+ Preparing weekly contract deliverables and maintaining suspense files.

+ Preparing and processing fiscal year projected OWOs and PWOs using Facilities Engineering Work Request DA 4283 and submitting for Government approval. Modifying and updating requirements.
+ Maintaining accountability for supply requisitions for work control.
+ Training/updating service order dispatchers with procedure changes and requirements.
+ Maintaining files required to update UPCs website.
+ Submitting workload data requirements monthly.
+ Complying with company policies and procedures and with client regulations.
**Qualifications**
+ Must possess a working knowledge of GFEBS with a minimum of three practical experience specifically dealing with property, plant, and 2 additional years of supervisory experience preferred.
+ Hands-on experience in building maintenance preferred.
+ Minimum high school diploma required. Bachelor's degree preferred.
+ Must have completed and mastered the following modules in GFEBS:
+ PM Master Data Maintainer.

- Lead production progress reviews, plan, and schedule production work assignments.

*The Opportunity*
We're looking for a Marketing Operations Manager to join our*Base Ads* team. This role is the backbone of campaign execution - you'll traffic ads, QA creative, refine targeting, and monitor campaign delivery across multiple channels. You'll also ensure compliance with publisher standards and regulatory requirements, while driving flawless campaign performance on both the advertiser and publisher side.

*What You'll Do*
* Manage end-to-end operational setup and execution of paid campaigns across global channels (social, search, display, programmatic).
* Upload, QA, and launch creative assets; confirm compliance with internal standards, publisher policies, and legal requirements.
* Partner with compliance teams to review and approve ads before they go live.
* Configure and refine campaign structures, targeting, and budgets to ensure pacing and performance goals are met.
* Actively monitor campaigns in both publisher dashboards and internal reporting systems; troubleshoot delivery and tracking discrepancies.
* Pull, validate, and share reports with channel managers and leadership; highlight issues and opportunities for optimization.
* Maintain rigorous trafficking documentation and operational processes to reduce errors and improve efficiency.
* Serve as the subject matter expert on ad system mechanics, platform policy updates, and new features relevant to campaign operations.
*What We Look For In You*
* 3-5 years in ad operations, campaign trafficking, or paid media execution.
* Hands-on experience with Meta, Google Ads, LinkedIn, Twitter/X, and/or DSPs.
* Solid understanding of pacing, delivery, targeting, bids, placements, and conversion tracking.
* Experience reviewing creative against ad platform and legal/compliance standards.
* Process-driven, meticulous attention to detail, and able to execute flawlessly under tight deadlines.
* Strong communicator and collaborator with cross-functional teams.
*Nice To Haves*
* Experience in fintech, crypto, or other highly regulated industries.
* Familiarity with MMPs (AppsFlyer, Adjust) and tag/pixel management.
* SQL or scripting skills for deeper campaign analysis.
* Knowledge of attribution methodologies and performance measurement.
