Are you ready to bring your expertise in naval and marine operations to the front lines of strategic defense planning? Leidos is looking for a mission-driven **Defense Strategic Planner** to shape the future of force structure planning at the highest levels of the Department of Defense.
This role supports the **Office of the Secretary of Defense (OSD)** through the **Cost Assessment and Program Evaluation (CAPE) Joint Data Support (JDS)** initiative. You'll collaborate with military planners, the Joint Staff, and other key stakeholders to develop forward-looking plans that define future U.S. military force requirements.
**What You'll Do**
+ Drive strategic and operational planning for future-year scenarios impacting U.S. military forces
+ Apply deep understanding of Navy and Marine Corps missions, operations, and force design
+ Contribute to warfighting analysis and global security strategy development
+ Develop key inputs for **Analysis Working Group (AWG)** tools and planning products
+ Craft forward-leaning **Concept of Operations (CONOPS)** and align forces with joint doctrine
+ Partner with naval and marine operations planners to define and validate mission-critical requirements
+ Maintain a global perspective on emerging threats, regional alliances, and military capability trends
+ Ensure planning efforts comply with Joint Staff and DoD strategic guidance
+ Support Combatant Commands and Service representatives with analytic products and insights
+ Curate and integrate metadata and analytic content for the JDS portal to serve the Defense Analysis Community
**What You Bring**
+ Bachelor's degree (Operations Research, Math, Technology, etc.) and 8 **+ years of related experience** _(Additional experience may be considered in place of a degree)_
+ Active DoD **Top Secret Clearance** , with the ability to obtain SCI
+ Proven expertise in Navy/Marine **strategic and operational planning**
+ Working knowledge of **force structure, service roles, and defense mission planning**
+ Familiarity with national security documents and joint strategic guidance
+ Proficiency with **Microsoft Office Suite**
+ Strong analytic thinking, problem-solving, leadership, and organizational skills
+ Ability to work autonomously and within cross-functional teams
**Bonus Points For**

The Naval Division (N230) is seeking an experienced and visionary leader to serve as Chief Engineer for the new Naval Integration and Operations Department. This department is chartered to integrate game changing, asymmetric, and strategic capability into Naval operations in order to ensure maritime superiority and All-Domain Fleet lethality in a dynamic, complex, and contested maritime environment.
The Chief Engineer will be responsible for ensuring the technical excellence of a multi-domain, multidisciplinary team spanning operational components, acquisition, and capability development providers as well as with international partners. The Chief Engineer will be a senior member of the department and division leadership team who drives the technical quality of the department's work program, technical collaboration across the division, and provides thought leadership into new technology areas for the center.
The Chief Engineer will:
+ Serve as the department's technical leader, guiding integration of capabilities across Joint Staff, Naval, and other Service Component and Combatant Commands. Drive technical integration within both traditional and alternative acquisition pathways to accelerate delivery of solutions.
+ Establish and advance the department's technical direction for Counter-C5ISRT operations and emerging capabilities, while strengthening the team's expertise in this area.
+ Ensure the technical rigor and operational relevance of work programs in Command and Control (C2) for Contested Environments as well as Mission Engineering, delivering integrated capabilities that provide a decisive advantage to the warfighter.
+ Safeguard international technical interests by engaging in and conducting technical reviews of Foreign Military Sales and NATO-related work programs.
+ Lead the division's technical strategy in emerging warfighting domains, including strategic non-kinetic effects such as cyber operations, information warfare, and influence operations.
+ Partner with the Division Chief Engineer and Department Manager to ensure technical excellence, alignment, and innovation across work programs.
+ Collaborate with MNS Cross-Cutting Priority Leads, Mission Centers, and MITRE Research Program Leads to drive technical congruence and efficiency.
The ideal candidate brings operational knowledge, technical expertise, and acquisition insight into the most pressing mission and technology challenges facing the Navy, Marine Corps, and Joint Force. As a senior member of the department and division leadership team, the Chief Engineer will provide thought leadership, foster technical collaboration, and champion innovative solutions to address complex national security challenges.
Roles & Responsibilities:
+ Align resources and solutions to address key operational challenges, ensuring effective integration into operational use in partnership with division leadership.
+ Apply deep expertise in Naval and commercial maritime operations - including C2 in Contested Environments, Mission Engineering, and international capability such as Foreign Military Sales and NATO partner capability - to guide the development of actionable work programs and technical solutions.
+ Collaborate with MITRE Department Managers, Chief Engineers, and senior leaders to implement D&S Center strategy, support SECNAV & CNO priorities, and shape work for MNS and DoD sponsors.
+ Lead and uphold technical quality standards across the Naval Division's mission outcomes, including oversight of work programs and technical reviews.
+ Provide regular, constructive feedback and developmental support to staff, supporting leadership, hiring, training, and technical capability development.
+ Build and maintain trusted relationships with GO/SES-level sponsors and senior MITRE leaders to advance division and sponsor mission objectives.
+ Develop and execute strategies to leverage technical specialties, drive innovation, and elevate the impact of department work, including identifying research challenges, initiating proposals, and facilitating technology transfer.
+ Assist in identifying and addressing technical training needs, and develop multi-year plans to mature department technical capabilities.
Basic Qualifications:
+ Typically, Bachelor degree in Engineering, Applied Mathematics, Artificial Intelligence, Autonomy, Mechanical/Aerospace/Ocean Engineering, or a related STEM field, with 12 years of relevant experience; Master degree with 10 years; or Ph.D. with 7 years or equivalent combination of related education and work experience.
+ Minimum 10 years of technical experience related to Naval Operations and/or national security, with expertise in areas such as deterrence, strategic competition, cyber/information operations, interagency collaboration, economic analysis, strategic mission needs, or command and control.
+ Strong background in military and joint operations, including Combatant Commands, undersea or surface warfare, or other warfighting domains.
+ Demonstrated experience leading and developing cross-functional teams, including managing projects and delivering high-quality technical products to meet sponsor objectives.
+ Proven ability to build and maintain strategic partnerships and relationships with senior sponsors and stakeholders.
+ Exceptional leadership, communication, and collaboration skills, including conflict resolution, influence, and trust-building.
+ Experience working across multiple technical disciplines and a desire to assess novel national security systems and sensors in operational contexts.
+ Active TS/SCI clearance with SAP eligibility.
+ This position requires a minimum of 4 days a week on-site .
Preferred Qualifications:
+ Knowledge of and experience with Federally Funded Research and Development Centers (FFRDCs).
+ Experience working within a highly matrixed organization.
+ Previous SAP experience.
+ Demonstrated expertise working with United States Navy, Marine Corps, Coast Guard or other DoD, Intelligence Community, and Interagency government organizations, including senior government leaders, as well as diverse commercial organizations from small start-ups to large established corporations.
+ Proven success working across organizational boundaries, creating win-win approaches for complex multi-sponsor challenges, and managing effectively through influence to achieve successful outcomes
+ A history of success developing new pilots, programs, and mission applications, including navigating both internal organizational processes and government programmatic processes.

+ Ability to prioritize across multiple competing demands and simultaneously handle diverse commitments to multiple stakeholders.

**THIS POSITION IS CONTINGENT UPON AWARD AND FUNDING**
The V2X Mobile Sensors program performs Operations and Maintenance (O&M) for a ship based mobile platform with complex multi-mission radar/communication systems which have an elaborate command & control computing structure, along with communication interfaces and support sub-systems. These systems and the program assigned employees, which include bargaining members (union), are tasked to primarily operate in the Pacific Command's (PACOM) Area of Responsibility (AOR). Our program ensures the COBRA KING (CK) radar and communication systems are Fully Mission Capable (FMC) 24-hours a day, 7-days a week, and capable of supporting mission operations on short-notice.
V2X is seeking a Ship Operations Manager (SOM) to perform Radar Engineering duties onboard a forward deployed platform designed specifically for radar data collection. This position is a remote assignment onboard the USNS Howard O. Lorenzen TAGM-25. Duties include mission/track planning; operation, maintenance, and repair of a dual S and X Band radar systems and ancillary equipment; performing radar data analysis tasks; providing support for software engineering; development of engineering documentation and system operation and maintenance procedures. Other duties may include logistics support, quality assurance, and supporting maintenance of onboard ancillary systems. Position requires radar operation during tracking and testing. Additional collateral duties as assigned. This position reports to the Mobile Sensors Program Manager
While performing SOM role, the candidate will be required to lead, coordinate, and manage the activities of up to 30 Radar Engineering, Electronic Technician, Communication Operators, and Logistics personnel in the operations and maintenance (O&M) support of the systems managed by V2X. They will serve as the Senior Company Representative to the government customer onboard the ship. They will implement corporate policy, develop local policy as required, and report to the Program Manager on the technical status of systems and personnel issues.
**Required Skills:**
+ At least six years of experience with radar or digital signal processing equipment
+ Experience with troubleshooting and repair of analog and digital circuitry including power supplies, fault detection circuitry, microwave components, and waveguide.
+ Experience with Linux based operating systems such as IBM's AIX OS
+ Experience with monopulse and phased array radars.
+ Experience in performing data analysis to determine what system, subsystem and components require action to improve radar performance.
+ Understanding and experience working with Doppler antenna patterns, phase coherency, system sensitivity, matched filters, servos, high voltage transmitters, and traveling wave tubes.
+ Ability to comprehend and edit electronic schematic drawings and documentation.
+ Ability to organize and direct teams, implement company policy and develop local policy when required.
