**Job Summary**
Provider Network Administration is responsible for the accurate and timely validation and maintenance of critical provider information on all claims and provider databases. Staff ensure adherence to business and system requirements of internal customers as it pertains to other provider network management areas, such as provider contracts.
**KNOWLEDGE/SKILLS/ABILITIES**
+ Generates and prepares provider-related data and reports in support of Network Management and Operations areas of responsibility (e.g., Provider Services/Provider Inquiry Research & Resolution, Provider Contracting/Provider Relationship Management).
+ Provides timely, accurate generation and distribution of required reports that support continuous quality improvement of the provider database, compliance with regulatory/accreditation requirements, and Network Management business operations. Report examples may include: GeoAccess Availability Reports, Provider Online Directory (including ongoing execution, QA and maintenance of supporting tables), Medicare Provider Directory preparation, and FQHC/RHC reports.
+ Generates other provider-related reports, such as: claims report extractions; regularly scheduled reports related to Network Management (ER, Network Access Fee, etc.).; and mailing label extract generation.
+ Develops and maintains documentation and guidelines for all assigned areas of responsibility.
**JOB QUALIFICATIONS**
**Required Education**
Bachelor's Degree or equivalent combination of education and experience
**Required Experience**
+ 3-5 years managed care experience, including 2+ years in Provider Claims and/or Provider Network Administration.
+ 3+ years' experience in Medical Terminology, CPT, ICD-9 codes, etc.
+ Access and Excel - intermediate skill level (or higher)

**JOB SUMMARY**
This job is an integral member of one of our teams responsible for supporting the design, development, and maintenance of our technical solutions, ensuring their efficient and reliable operation. This position will be responsible for contributing to our technical ecosystem including infrastructure, systems, networks, applications, integrations, etc. They will work closely with other technical professionals, analysts, and engineers to build and optimize solutions, ensuring quality, integrity, and performance. The ideal candidate is adaptable, solution-oriented, and capable of collaborating across multiple teams to support a broad range of technical initiatives. The incumbent, and team, may be involved in every aspect as a part of the technical process from idea generation, analysis, design, build, and support using various technologies and design patterns.
**ESSENTIAL RESPONSIBILITIES**
+ Responsible for one or many of the following tasks: analyzing, designing, coding, testing andimplementingtechnical solutions, as well as providing general production monitoring and support, meeting defined scope, target dates and budgets with minimal or no defects.
+ Collaborate with stakeholders across IT, product, analytics, and business teams to gather requirements and provide technical solutions that meet organizational needs

**EXPERIENCE**
**Required**
+ 3 years of experience in one or many of the following tasks: analyzing, designing, coding, testing and implementing technical solutions, as well as providing general production support, meeting defined scope, target dates and budgets with minimal or no defects
+ 3 years of technical problem solving, solution implementation, team/project collaboration experience
+ 3 years of basic computer science concepts and principles, common operating systems, development languages/scripting
**Preferred**
+ In-depth knowledge of firewalls - VPN Tunnels/Remote Access (Palo Alto, Cisco ASA/Firepower), load balancers (F5 LTM/GTM, Citrix Netscalers SDX/VPX, Cloudflare), proxy servers (Broadcom, Skyhigh)
+ Troubleshooting and Problem Solving network issues
+ Solid understanding of the OSI model and TCP/IP protocol suite
+ Proficiency in routing protocols (e.g., OSPF, BGP, EIGRP)

I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 2 Network Security Analyst 3 , hereafter referred to as Candidate(s), who meets the general qualifications of Network Security Analyst 3, Security and the specifications outlined in this document for the Texas Health and Human Services Commission .
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
A network security analyst ensures that information systems and computer networks are secure. This includes protecting the company against hackers and cyber-attacks, as well as monitoring network traffic and server logs for activity that seems unusual. Additionally, these analysts are responsible for finding vulnerabilities in the computer networks and creating recommendations for how to minimize these vulnerabilities. The network security analyst investigates security breaches, develops strategies for any security issues that arise, and utilizes the help of firewalls and antivirus software to maintain security.
Must be extremely familiar with Web Application Firewalls. Specifically, how to integrate, network design principles, and how properly configure filters to prevent exploits against vulnerable software, configuration and establish interconnections to the Organizational SIEM. SIEM communication should include working with program areas Information Security Manager leading project to establish necessary alerts and rules so that program areas responsible can respond timely.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Ensuring that information systems and computer networks are secure. Services are expected to start 10/02/2023 and are expected to complete by 08/31/2024 . Total estimated hours per Candidate shall not exceed 1832 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission . Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

This position requires the ability to perform moderately complex (journey-level) cybersecurity analysis work, essential for TDLR to fulfill its mission of service to the citizens of Texas. Work involves protecting cybersecurity assets and delivering cybersecurity incident detection, incident response, threat assessment, cyber intelligence, software security, and vulnerability assessment services.
This position also requires analysis of cybersecurity threat indicators and their behaviors, and research and implement new security risk and threat mitigation strategies, tools, techniques, and solutions for the prevention, detection, containment, and correction of data security breaches; monitoring agency systems, reporting anomalous activity or malicious traffic, and perform cybersecurity incident detection, analysis, and prevention; assist in administration of security tools; and assisting in conducting vulnerability scans of networks and applications to assess effectiveness and identify weaknesses; assist in identifying and evaluating new cybersecurity technologies to identify and remediate vulnerabilities; and providing input on improving network, server, workstation and application security.

- The Vendor and/or its subcontractors, if any, shall certify that they are not suspended or debarred from doing business with the federal government as listed in the Excluded Parties List System (EPLS) maintained by the General Services Administration, and (x) as of the effective date of the Contract, are not listed in the prohibited vendors list authorized by Executive Order #13224, "Blocking Property and Prohibiting Transactions with Persons Who Commit, Threaten to Commit, or Support Terrorism, " published by the United States Department of the Treasury, Office of Foreign Assets Control. DIR will verify EPLS status via the TPASS web site . Vendors listed on the prohibited vendors list will result in disqualification of the entire response.
Candidate resumes and references from the responses shall be made available for download in the ITSAC portal to the Customer. The determination of candidates to be interviewed and the final award shall be made by the Customer. For Texas State Agency customers, WorkQuest resumes must be reviewed, and a determination made to either select the WorkQuest candidate or reject the WorkQuest candidate and report this decision on the Agency's State Use Report per Texas State Use Act, Chapter 122, Texas Human Resources Code.
