The Occupational Health and Safety Specialist is responsible for fostering a culture of safety and operational excellence by providing expert guidance, support, and training to reduce workplace hazards. This role ensures daily compliance with all applicable government regulations and Nestlé policies, while proactively identifying and mitigating risks through comprehensive assessments and collaborative action planning. A key focus of this position is injury management and the administration of occupational health claims. The Specialist will work closely with cross-functional teams to implement effective safety strategies, promote employee well-being, and drive continuous improvement in health and safety performance.
Provide SH&E Leadership

Qualifications
+ A Bachelor's degree is required; preferably in in safety, health, or similar discipline.
+ Professional certifications in SH&E-related fields are considered beneficial and may include ASP, CSP, CIH, OHST, NEBOSH, etc.
Critical Experiences
+ 1-2 years experience in a Occupational Safety & Health role or related field in a manufacturing environment.
+ Demonstrated ability to lead in a team environment.
+ Understanding of ISO 14001, OHSAS 45001, LEAN and TPM concepts.
+ Working knowledge of OSHA and Workman's Compensation. Ability to reference, comprehend, and communicate applicable regulations is required.

POSITION SUMMARY
The Occupational Health & Safety Manager is responsible for providing a safe and healthful atmosphere within the workplace and for compliance with all federal, state and local environmental and safety regulations for the company. He/she is responsible for providing support to the local site, as well as out-of-state facilities; inspecting the facilities to identify safety, health, and environmental risks; developing health and safety procedures for all areas of the company; preparing and scheduling training to cover emergency procedures, workplace safety, and other relevant topics, as well as monitoring compliance with safety procedures.
ESSENTIAL FUNCTIONS

- Develop, implement and manage the occupational health & safety programs, policies and procedures for the company.
- Serve as facility representative to regulatory agencies
- Administer OSHA logs, documents, inspections and audit records
- Maintain the Illness, Injury and Prevention Program (IIPP)
- Maintain hazardous waste and universal waste programs related records, MSDS, manifests and associated files
- Develop, secure or provide safety orientation and training (safety, accident prevention, investigation).
- Provide safety orientation for new hires (employees, leased workers, temporary staff)
- Develop and conduct effective EH&S training for production, warehouse, laboratory and office environments (includes all levels of employees). Conduct monthly safety training in necessary or required topics
- Review and update training modules to ensure regulatory compliance
- Certify equipment operators on forklifts, aerial lift platforms, fall protection, confined spaces
- Conduct audits, inspections, investigations, studies and report appropriately to the relevant function heads and managers.
- Conduct EH&S audits and implement appropriate changes to correct or comply with regulations, standards and company policy
- Perform daily safety inspections and audits of the facilities and staff: exit doors, fire extinguishers, building lights, first aid stations, PPE, job assessments, machinery and safety equipment to identify and correct potential hazards
- Conduct investigation (RCA) for injuries, accidents and near hits to develop strategies to eliminate root cause or to minimize hazards
- Conduct the Self-Assessment checklist (FDA) for all facilities and report findings and recommendations to TS
- Coordinate industrial hygiene studies as needed (hearing test, noise, gas monitoring)
- Coordinate Lab Safety, Locker inspection, Parking lot inspection and Food Defense programs and plant security
- Communicate on internal and external EH&S changes, trends and best practices to reduce risks and improve safety.
- Track safety performance at the facilities and report regularly (monthly safety meetings)
- Use established channels (e.g. databases, journals etc.) to monitor changes in the regulatory environment (e.g. OSHA, DOT, EPA etc.) as related to EH&S and food manufacturing
- Provide recommendations and provide support for changes to internal policies and procedures necessitated by new regulations or our internal safety performance
- Provide technical advice, guidance and coaching to employees on safety initiatives and changes

- Conduct facility site assessments at various client locations at the direction of the supervisor/manager. Document findings and observations in forms, field notes, chain of custody documents, etc., as directed.
- Conduct hazardous building materials surveys (e.g., asbestos, lead, PCBs); mold and moisture, air quality, or exposure assessments; and/or monitor contractors' abatement activities, as needed.

Unique Military Health Care Systems/Procedures: Defense Occupational Environmental and Health Readiness System-Industrial Hygiene (DOEHRS-IH). The Government will provide on-the-job training covering the protocols and policies within the first two months of the start date. After completion of the training, the individual will be required to independently function in this position and meet all performance expectations.
• Work Environment/Physical Requirements: The work may be sedentary at times; however Occupational Health and Safety Technicians must be able to stand on their feet for long periods of time and to walk on a regular basis. Physical demands include walking, standing, sitting, bending and carrying of light items up to 35 pounds. Travel to other sections of the MTF or military base may be required. This includes areas near the base that may be the responsibility of the medical group.
• Must be a U.S. Citizen

• One (1) year experience using basic sampling equipment to include detection tubes/chips, personal air samplers and calibrators, sound level meters, noise dosimeters, and environmental sampling equipment.
• Proficient in the use of standard use of office equipment, such as computers, typewriters, copiers, fax machines, scanners, telephone and office automation systems.
• Proficient in the use of Microsoft Office software (Word and Excel at a minimum) to prepare reports and other documents.
• Knowledge of general medical ethics, telephone etiquette and excellent communication and customer services skills.

ADDITIONAL INFORMATION:
Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.
The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.
Incumbent is entitled to 25% Post Differential pay.

You are required to provide documentation that supports the eligibility and qualification claims made in your resume and assessment questionnaire. You must submit the applicable documents listed here and those listed with the eligibilities you select in the announcement questionnaire with your application package. Applicants who do not provide supporting documentation that fully support their claims will not be referred to the hiring manager. Cover letter is optional.
A complete resume is required. Your resume must show relevant experience, job title, duties and accomplishments. Your resume must show complete information for each job entry to support minimum qualifications. The following information should be provided in your resume, but it is acceptable to provide elsewhere in your application package: employer's name, starting and end dates (Mo/Yr), hours per week, and pay plan, series and grade level (e.g. GS-0201-09) for relevant federal experience. TIP: A good way to ensure you include all essential information is to use the Resume Builder in USAJOBS to create your resume.
Are you applying for a promotion? For GS positions, to be considered for promotion, you must provide SF-50(s) that shows you held the next lower GS grade for at least one year. SF-50s that have an effective date within the past year (e.g., General Adjustment SF-50 from this year or Within Rate/Grade Increases (WRI/WGI) SF-50 within a year) do not clearly show that you meet the one-year time-in-grade requirement. That means if you submit an SF-50 dated within the last year, you must submit another SF-50 that is dated more than one year ago to clearly demonstrate you meet the time-in-grade requirements. If you are a DoD employee, you can obtain a copy of your SF- 50(s) from MyBiz.
Are you claiming membership in any professional organizations, or possession of a license, certificate or credentials? Check the Conditions of Employment section above to see if any are required. If you claim membership, license, certification, or credentials, you must submit a copy of said document in your application package.
Are you a veteran claiming 5-point veterans' preference or claiming sole survivorship preference? You must submit a copy of your latest DD-214 Certificate of Release or Discharge from Active Duty (any copy that shows all dates of service, as well as character of service (Honorable, General, etc.) is acceptable) OR a VA letter that shows dates of service or service connected disability AND character of service. If you have more than one DD-214 for multiple periods of active duty service, submit a copy for each period of service. If you were issued a DD-215 to amend aforementioned information on the DD-214 you must submit that too. Are you a disabled veteran or claiming 10-point veterans' preference?
If you are eligible to claim 10 point veterans preference you must submit a DD-214 Certificate of Release or Discharge from Active Duty as described above for 5-point preference.
You must also provide the applicable supporting documentation of your disability (e.g. disability letter from the VA) as described on Standard Form-15 (SF-15). you an active duty service member? Active Duty Service Members are required to submit a statement of service printed on command letterhead and signed by the command. The statement of service must provide the branch of service, rate/rank, all dates of service, the expected date of discharge and anticipated character of service (Honorable, General, etc.).
Documents submitted as part of the application package, to include supplemental documents, may be shared beyond the Human Resources Office. Some supplemental documents contain personal information such as SSN and DOB and some documents such as military orders and marriage certificates may contain personal information for someone other than you. You may sanitize these documents to remove said personal information before you submit your application. You must provide an un-sanitized version of the documents if you are selected.
