Job Description

Financial Planning & Analysis (FP&A) is primarily responsible for leading and coordinating the budgeting and forecasting process, including the short- and long-term projection of earnings and capital over varying economic scenarios. FP&A operates in close cooperation with firmwide groups in each line of business to prepare management reports and presentations for the Operating Committee and the Board of Directors.
As an Associate in Planning & Analysis, you will be responsible for coordinating the budgeting and forecasting process, as well as management reports and presentations. You must have sound judgment, professional maturity and personal integrity, strong work ethic, proactive and results-oriented, and ability to manage multiple tasks simultaneously. **Job responsibilities**
+ Serve as a liaison between Firm-wide P&A, lines of business, Functional Finance teams and other support teams in order to provide impactful reporting, planning and insightful analyses
+ Produce presentations, analysis and supporting materials for key internal clients including senior management; participate and support ad-hoc special projects and requests as needed
+ Develop, consolidate and present insightful and robust qualitative and quantitative financial analysis including annual budget, quarterly/monthly forecast variances
+ Create, maintain and review financial models and analyses (both recurring and ad-hoc)
+ Conduct "deep dive" analyses on key issues impacting client to determine root cause and propose solutions
+ Collaborate with business partners across P&A, lines of business and the firm to ensure the timely, accurate and effective delivery of recurring and ad-hoc initiatives
+ Build and maintain strong relationships with key business stakeholders: firm-wide, Functional Finance and lines of business teams
**Required qualifications, capabilities, and skills**
+ Bachelor's in Finance, Economics, or Accounting
+ At least 3 years of relevant FP&A experience in the financial services industry
+ Sound judgment, professional maturity and personal integrity, strong work ethic, proactive and results-oriented, and ability to manage multiple tasks simultaneously. Candidate must be comfortable with frequently changing priorities
+ Ability to comprehend and clearly communicate complex concepts and maintain composure in a fast-paced, dynamic environment
+ Excellent organizational, management, and both verbal and written communication skills
+ Strong quantitative, analytical, and problem solving skills
+ Strong technical and analytical skills, including Excel, PowerPoint, Essbase, Visual Basic and macros
+ Ability to navigate multiple data sets and synthesize into cohesive presentation and recommendations
+ Detail oriented with the ability to work well under pressure, handling multiple projects and initiatives simultaneously

The Washington Metropolitan Area Transit Authority (Metro) is seeking to fill a Planning Manager position on the Bus Priority team within the Office of Planning and Program Development. Metro's Bus Priority team develops plans, programs, and projects that improve Metrobus speed and reliability and works to enhance and expand bus priority corridors in the DC Metro region. Reporting to the Bus Priority Development Program Manager, the Planning Manager will manage and/or support multiple complex projects to advance, in partnership with internal and jurisdictional partners, implementation of bus priority projects such as transit signal priority, bus lanes, queue jumps and bus stop rebalancing.
We are seeking a passionate and versatile mid-career professional with a proven track record in transportation planning or engineering, ideally in bus rapid transit corridor planning and design. The successful candidate will demonstrate experience managing projects with consultant teams, varied stakeholders, tight deadlines, while navigating shifting priorities. The successful candidate will need a combination of strong communication, PowerPoint, Geographic Information Systems, technical writing, data analysis skills as well as knowledge of project management and delivery.
**Minimum Qualifications**
**Education**
+ Bachelor's degree in Planning, Engineering, Economics, Public/Business Administration, or a related field
**Experience**
+ A minimum of ten (10) years of experience in transportation planning, public transportation, project management, and/or public advocacy
+ Previous managerial, supervisory and project management experience
**Certification/Licensure**

**Preferred**
+ Master's degree in City Planning, Public Administration, or related field
+ Understanding of geographic information systems (GIS).

**Job Summary**
The Planning Manager is responsible for overseeing, managing, and coordinating the development of assigned transit planning programs and projects from conceptualization to final delivery. The Planning Manager supervises professional planners, support staff and consultants, manages and directs planning activities, and develops plans and transit services and facilities across the region. The employee participates in regional planning activities including coordination with other offices within the Authority and with federal, state, regional and local agency representatives and other stakeholders.
**Essential Functions**
+ Directs, manages, and supervises subordinate staff to include allocating resources, ensuring appropriate subordinate training, establishing work plans, conducting performance evaluations, assigning duties, and generally supervising and directing work. Identifies, manages, and advances projects that support the most cost-effective enhancements or expansion of regional transit services.
+ Defines, estimates, and prepares resource requirements for office and project operating and capital budget(s).
+ Serves as a planning program manager for planning activities in support of transit services. Directs the development and preparation of major inputs to the annual work plan including identification of program goals, determining staffing and consultant needs, and initiation of projects and studies that support the program goals and the overall mission, goals and objectives of the Authority to expand and improve transit services and facilities.
+ Serves as a project manager, manages and directs planning staff and professional consultants in development of concept plans and technical studies to support the requirements of the office.
+ Participates in regional and metropolitan transportation planning activities, including representing the Authority at technical and committee meetings of the National Capital Region Transportation Planning Board (TPB), the Northern Virginia Transportation Commission (NVTC), the Washington Suburban Transit Commission (WSTC), the US Department of Transportation (DOT), and other regional planning organizations.
+ Serves as an Authority liaison to local and state transportation projects and studies concerning the Metrorail system or Metrobus services.
+ Cooperatively works with other offices to identify all operating and capital requirements for input to the region's Constrained Long-Range Plan and Transportation Improvement Program (TIP).
+ Identifies opportunities for ridership growth and service enhancement through new initiatives and new market areas and recommends these strategies to senior management.
+ Prepares and presents oral/written reports/recommendations for staff reports and Washington Metropolitan Area Transit Authority (WMATA) Board materials within areas of assigned responsibility.
