**Job Description**
**Position Purpose:**
Reviewing the qualifications for system work demand, planning and coordinating necessary labor and procuring materials for scheduled work to be completed on-time. Duties will include balancing the priority of internal labor demands between reactive and planned work as well as scheduled capital projects. In addition, this role will coordinate procurement using standard contracts for goods and services needed in the business. The Operations Planner will assist with planning and administrative closure of work activities using CMMS and Procurement Systems (Cityworks and PeopleSoft). This role also requires awareness and coordination with Supply Chain Management on standard company contracts for goods and services. Additionally, this role will act as intermediary between escalated technical operational customer service concerns needing immediate dispatch to Production and T&D employees. Incumbent will determine the best resource for immediate customer assistance based on location, existing workload, and abilities.

**Primary Duties/Responsibilities:**
The Operations Planner will review the planned work schedule and reactive needs using key performance indicators (KPIs) as they relate to schedule compliance, staff utilization, effectiveness, overtime, backlog and non-value added time. Additionally, he/she will participate in regular reviews with operational managers, supervisors and project managers to prioritize upcoming work schedules. The Operations Planner will centrally coordinate, initiate, and process requisitions for services, materials, supplies, & equipment in conjunction with local department leads and Corporate Supply Chain Management (SCM) in advance of planned work activities. The Incumbent is required to monitor and communicate KPIs on a weekly basis to departmental and other managers. Additionally, this role will act as intermediary between escalated technical operational customer service concerns needing immediate dispatch to Production and T&D employees. Incumbent will determine the best resource for immediate customer assistance based on location, existing workload, and abilities.
+ Planner:
+ Collaborate with department managers and supervisors on work plans with an emphasis on prioritizing needs in both near and long-term schedules.
+ Assess resource needs and job requirements for all near-term scheduled work to be completed effectively and on schedule.
+ Confirm labor requirements, coordinate permitting, and procure goods and services ahead of required work.
+ Successfully initiate, monitor activities in the company work management system (CMMS).
+ This role will confirm that work records are fully complete to documented standard prior to administrative close out.
+ Coordination of labor and service/material/supply resources will require awareness of active outside provider contracts, as well as supply chain management processes, contract establishment, and renewal.
+ The Operations Planner will report on project schedules, work efforts, and key performance indicators in presentations, written, or tabular formats.
+ Provide exceptional customer service to external and internal customers by ensuring quick resolution of escalated technical and operational customer concerns to appropriate Operations staff.
+ Acts as intermediary between escalated technical operational customer service concerns which require immediate field intervention from TD or Production personnel.
+ Notifies leadership and appropriate stakeholders of unplanned outages, emergency line breaks etc.
+ Provides outage maps in the workforce management system, implements reverse 911 notification system and public view.
+ Maintains operational records of daily calls in the workforce management system.
+ Fields technical calls from the public and explains services provided. Must be able to determine when to seek assistance from a supervisor.
+ Buyer:
+ This position serves as a buyer for the business. He/She accomplishes effective and efficient procurement of services, materials and supplies for the operation in accordance with local business needs and SCM policies.
+ Determine, order, and process receipt of all materials and supplies required to accomplish business operational needs.
+ Ensure material and supply inventory levels are maintained at optimal levels to ensure effective work accomplishment.
+ Collaborate with department managers/supervisors, and corporate Supply Chain and Procurement departments for standard and non-standard material and supply procurement, as well as establishing and renewing contracts for work (including Master Service Agreements) with suppliers/vendors/contractors.
+ Participate in periodic and annual count and reconciliation of inventories.
**Work Environment:**
+ Time will be split between working in an office setting and outdoors in work zones.
+ One must have the ability to navigate uneven terrain in inclement weather at times.
**Qualifications**
**Education/Experience/Background:**
+ High School Diploma/GED is required.
+ Education or experience with work planning, Materials/supplies procurement, and/or inventory logistics preferred.
+ Minimum of 5-years related work in water utility or similar operational settings is required.
+ Experience with CIS such as CCB preferred.
**Knowledge/Skills/Abilities:**
+ Well-rounded knowledge of water utility operations maintenance, distribution, supply, and treatment work and materials used preferred.)
+ Forklift certification a plus.

Our work depends on Operations Planner & Configuration Manager joining our team to be the coordinator of base related activities during the modernization effort. Ensures the executing team, operational team, and government counterparts are aware of future activities.
Implements and maintains the configuration management processes tools and infrastructure in alignment with the PWS. Supports the development of the Configuration Management Plan (CMP). Develops and uses the configuration management database and seeks approval from the appropriate government counterpart prior to the implementation of changes in alignment with the CMP.
WHAT YOU'LL NEED TO SUCCEED:
? Education: Bachelor of Arts/Bachelor of Science
? Required Experience: 5+ years of related experience
? Required Technical Skills: DoD Planning tools & Configuration Management IT tools.
? Security Clearance Level: Secret
? Required Skills and Abilities: Strong Communications both verbal and written. Briefing leadership and working with remote team members globally. ITIL foundation, ITSM processes.
? Preferred Skills: ServiceNow, AF Planning and CM Tools
? Location: On-site at JB Pearl Harbor-Hickam

The likely salary range for this position is $80,750 - $109,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
