Job Summary:
The Arizona Attorney General's Office, Child and Family Protection Division/Protective Services Section is seeking an Assistant Attorney General. This position will assume responsibility for the litigation on behalf of and representation of the Department of Child Safety (DCS).

Job Duties:
The Protective Services Section (PSS) attorney responsibilities include but are not limited to providing advice on child welfare law and representing DCS in dependency, termination of parental rights, guardianship, and adoption matters statewide at the trial court level. Job Summary:
The Arizona Attorney General's Office ("AGO") is seeking dedicated Assistant Attorney Generals to perform complex legal work for the State of Arizona. The work involves providing legal advice, counsel and representing the State's interest.
The Attorney General's Office has jurisdiction over Arizona's Consumer Fraud Act, white collar crime, organized crime, public corruption, environmental laws, civil rights laws, and crimes committed in more than one county. Additionally, this Office prosecutes cases normally handled by county attorneys when they have a conflict.

Job Summary:
The Arizona Attorney General's Office Criminal Division / Healthcare Fraud & Abuse Section is seeking an Assistant Attorney General. This position will investigate and prosecute various types of AHCCCS fraud cases including, but not limited to, involving the falsification of medical records and the filing of false or inflated Medicaid billing claims; thefts and embezzlements from AHCCCS clients and health care institutions; the illegal diversion of prescription drugs by health care providers; and the physical, sexual, and emotional abuse of residents being cared for in AHCCCS-funded facilities.
Due to the nature of the crimes, this position will have access to highly confidential matters such as attorney-client communications and health records protected by Health Insurance Portability and Accountability (HIPAA). This position qualifies for an exemption under A.R.S. 41-771 (B) (3) because it will provide legal counsel. This position will also pursue matters both administratively and through the courts through civil litigation.
The Healthcare Fraud and Abuse Section receives an annual federal grant to cover 75% of expenditures. The State of Arizona's portion is 25%.
There is an Assistant Attorney General position in the Phoenix office and the Prescott Office. While the position in Prescott will primarily be located in the Prescott Health Care Fraud office, the attorney will be assigned cases throughout the northern counties of Arizona. In addition, for the Prescott office position, travel to and from Phoenix will be necessary for training, staffing and, possibly, additional assigned cases.

Job Duties:
Pre-Indictment. Advises and consults with LEO on case development and strategies. Reviews police reports, bank records, interviews and any other investigative material relevant to case. Issues GJ subpoenas and reviews scope of requests. Reviews investigative affidavits and orders. Meets with victims and/or witnesses. Evaluates sufficiency of evidence to sustain charges with substantial likelihood of conviction.
Indictment. Determines criminal charges. Composes evidence summary for indictment charges and prepares supporting exhibits. Drafts bond recommendations based on criminal history and applicable statutory factors. Reviews GJ procedure with LEA witness and prepares for testimony. Reviews any material submitted by defense counsel for exculpation or mitigation, if submitted. Presents criminal cases to GJ for consideration. Appears for returns/IAs.

The Healthcare Rights and Access Section leads proactive healthcare initiatives, representing the Attorney General in his independent capacity. The Tobacco Unit within the Healthcare Rights and Access Section works to protect California consumers and promote public health. It accomplishes this by implementing and defending the state's rights under the tobacco Master Settlement Agreement and by investigating and litigating cases related to both federal and state tobacco laws. Tobacco unit litigation is typically complex, often involving coordination across multiple states or agencies, the introduction of new products, evolving regulatory frameworks, and unique questions of contract and statutory interpretation.
Key responsibilities include, but are not limited to, investigating and litigating complex business actions from pre-filing discovery through trial and appeal. The team collaborates with local, state, and federal agencies, participates in coordinated investigations, negotiations, and settlements, and regulates and monitors industry compliance with statewide restrictions on flavored tobacco sales, as well as other federal and state tobacco laws.

Deputies in the Appeals, Writs, and Trials Section of the Criminal Law Division handle felony criminal appeals and related writs, including those in death penalty cases, before the state superior courts, the California Courts of Appeal, and the California Supreme Court. Deputies also respond to federal habeas corpus petitions in the United States District Court, the Ninth Circuit Court of Appeals, and the Supreme Court of the United States. Federal habeas litigation may involve discovery and evidentiary hearings. State and federal work routinely requires completion within narrow time frames. Working Conditions

The Police Practices Section (PPS) is seeking experienced and motivated attorneys to join our team dedicated to Constitutional policing within the California Department of Justice.
The Attorney General has broad constitutional and statutory oversight relating to local and state law enforcement agencies in California. On behalf of the Attorney General, PPS engages in a broad range of work, including investigations conducted under California Civil Code section 52.3 and Government Code section 11180 et seq.; independent and collaborative reviews of law enforcement agency policies and practices; monitoring and enforcement of stipulated judgments and other mandated reforms; developing policy and practice recommendations pursuant to Government Code section 12525.3; review and implementation of law enforcement policies including Hate Crimes Policy Oversight pursuant to Penal Code section 13023; and other actions related to the enforcement of state law with respect to California law enforcement agencies.

The Division of Medi-Cal Fraud and Elder Abuse (DMFEA), the Department of Justice's fastest growing Division, is seeking a Deputy Attorney General (DAG) in DMFEA's Civil Section. The DAG investigates and litigates matters in state and federal courts nationwide involving fraud committed by medical providers at the expense of California's Medicaid program, Medi-Cal, including violations of the state False Claims Act (FCA).
Duties include
* independently develop strategic case plans;
* manage and shepherd investigations;
* handle informal and formal document-intensive and data-driven discovery;
* identify, interview, and evaluate witnesses;
* perform legal research in the areas of health care fraud and False Claims Act law;
* guide paralegals and investigative auditors;
* analyze claims data and develop damage models;
* communicate effectively orally and in writing; and
* coordinate enforcement efforts with multidisciplinary teams involving personnel from other state agencies, states' Attorneys General's offices, U.S. Attorney's Offices, and other federal offices in joint investigations and actions.
Experience in and/or knowledge of the Medi-Cal Program, the health care and pharmaceutical industries, health care fraud, managed care, and FCA litigation is helpful but not required. A successful applicant will have a demonstrated ability to perform assignments consisting of the more complex and sensitive legal work of the Office of the Attorney General. Working Conditions
ELS deputies may largely choose to telework or come into the office, at their option. We are a litigation section so there are some times when in-office attendance will be required for meetings, court appearances, or other operational reasons. Otherwise, deputies may freely telework if that is their preference. Job Description
Deputies in the Special Prosecutions Section are experienced trial attorneys who work independently in the prosecution of complex, multi jurisdictional criminal cases including various forms of fraud, AB 1506 officer-involved fatal shooting incidents, tax evasion and underground economy violations, human trafficking, organized retail theft, fentanyl trafficking, and political corruption. Section deputies coordinate with teams of legal, auditing, and law enforcement professionals and handle every stage of investigation and prosecution from referral to jury trial, and may be tasked to assist multiagency task forces, such as the Tax Recovery in the Underground Economy (TRUE) task force, and other law enforcement agencies. Deputies are required to travel to fully participate in investigations and prosecutions in multiple jurisdictions and to attend crime scenes.

Job Description
The Division of Medi-Cal Fraud and Elder Abuse (DMFEA) prosecutes healthcare providers who defraud the Medi-Cal program and those who abuse or neglect elderly and dependent adults in care facilities.
The DMFEA Supervising Deputy Attorney General is a working supervisor who organizes, monitors, collaborates with, and directs a team of attorneys, paralegals, and others in the criminal investigation and prosecution of Medi-Cal fraud and abuse or neglect of elders and dependent adults; personally performs the most difficult, complex, and sensitive legal work, including appearing before state and federal courts; facilitates and personally handles interactions with the Division's investigative (law enforcement and auditing) supervisors and staff; engages on behalf of DMFEA with public stakeholders and with the state, federal, and local agency partners; assesses legislative measures and other policy proposals in the Division's subject areas; handles general administrative tasks; participates in the selection process for staff; provides training for legal and investigative staff; and evaluates and responds as appropriate to the performance of supervised staff.
Within the Division's multi-disciplinary vertical prosecution teams, the SDAG is responsible for facilitating effective communication and collaboration between legal, auditing, and law enforcement staff, which includes participating in regular case review meetings with investigative, auditing, and legal personnel; and actively liaising with supervisorial and management staffs who oversee the auditing and investigative personnel.

Working Conditions
This is a hybrid position under current DOJ telework policy, that is subject to modification. Department Information
* This position is located in the Division of Medi-Cal Fraud and Elder Abuse, Criminal Prosecutions Section in San Diego.
* The Deputy Attorney General Supervisor classification qualifies for a "Hire Above Minimum" (HAM) salary. The starting salary will be:
Deputy Attorney General Supervisor (8 years): 14,655
New to State candidates will be hired at the starting HAM salary of the classification.

Applicants should be experienced trial lawyers who can work both independently and as the leader of a team in the investigation and prosecution of criminal cases, especially cases involving Medi-Cal fraud or abuse or neglect of elders and dependent adults; possess strong oral and written communication skills and a strong knowledge of state and federal criminal law (ideally including the law applicable to Medi-Cal fraud and to abuse and neglect of elders and dependent adults), criminal procedure, and rules of evidence; exhibit exceptional judgment, discretion, integrity, and initiative; exhibit exceptional tact in interacting with others, including excellent listening skills, patience, self-composure, and the ability to interact effectively across disciplines, with other government agencies, and with the public; be able to lead and motivate others by positive example, perform tasks under stressful conditions, be flexible, and adeptly handle challenging situations; and possess knowledge of bargaining unit Memoranda of Understanding, civil service laws and rules, and disciplinary processes.
