GENERAL PURPOSE:
The President/CEO is responsible for planning, implementing and administering CPCD's programs under the shared governance of the Board of Directors and Parent Policy Council; financial management of the organization including managing blended funding; overseeing budget, public and private grant applications and resource development; actively participating in all resource development/fundraising efforts; ensuring compliance with program and contract requirements; representing the agency in the community through numerous collaborative efforts; and directly supervising senior management staff.
QUALIFICATIONS:
Required:
- Masters in Management, Public Administration, Social Services or a closely related field.
- A minimum of five years demonstrated experience in successful leadership of a not-for-profit or public agency of comparable size and complexity;
- Strong leadership, written and verbal communication skills;
- Demonstrated use of interpersonal skills to develop collaborative partnerships in the community
- Extensive knowledge of community resources and organizations;
- Experience in representing a non-profit in its fundraising/resource development activities;
- Successful completion of a pre-employment physical examination, TB test, drug test (including marijuana), and background check in accordance with the Office of Head Start Performance Standards and Childcare Licensing. (Physical examination and TB test thereafter as required).
- Must have access to reliable transportation and if using a personal vehicle must maintain minimum liability insurance as determined by the State of Colorado.

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:
Board of Directors and Policy Council:
- The President/CEO is directly responsible to the Board of Directors: attends Board and committee meetings, prepares the agenda for all Board and committee meetings in conjunction with the Board Chair. The President/CEO takes part in Board and committee meeting discussion and provides the Board with adequate information to assist them in reaching sound decisions, establishing policies, and monitoring of agency operations. Directs the development of program financial plans and budgets, including operating costs, capital and extraordinary expenditures.
- Keeps the Board and Policy Council apprised of opportunities for and threats to CPCD's business and works with the Board and Policy Council to develop a forward-thinking programmatic and fiscal strategic plan on at least a five-year timeline. Ensures that the strategic goals are reviewed and updated every year by the Board and Policy Council. Develops short-range (one year) goals for the organization
- Recommends policies, priorities, projects, programs and budgets to the Board of Directors and Parent Policy Council that will provide maximum effective approaches for high quality comprehensive early care and education programs.
- Assists the Board and Policy Council in its shared decision-making responsibilities.
Management of Organization:
- Develops policies which are not in conflict with the law or Board policy and decides all matters of administrative and supervisory detail in connection with the operation and day-to-day management of the organization.
- Initiates and directs the development of policies for Board and Policy Council approval and supervises the implementation of all Board policies.
- Reports regularly to the Board and Policy Council about progress toward organizational objectives, financial status of the organization and other issues of concern.
In partnership with Leadership :
- Leads the Executive Leadership Team and is responsible for the management of the Head Start, Early Head Start and Universal Preschool program.
- Implements internal and external reporting systems and procedures for monitoring and controlling fiscal and programmatic activities to inform the Board, Policy Council and funding sources.
- Develops, implements, and maintains an ongoing evaluation and monitoring system to ensure quality control of the agency's programs, including fiscal accountability and cost-effectiveness.
- Develops plans for utilization of community resources. Initiates and maintains needed liaison and works closely with public and private agencies that can provide supporting services to CPCD programs. Mobilizes available sources (local, state and federal) to increase the scope and quality of programs in early childhood education for the areas served.
Staffing:
In partnership with the Chief Human Resources Officer:
- Responsible for a structure and staffing plan that clearly defines departmental functions and positions. Directly or by delegation, employs, directs and discharges staff, provides for supervision, staff training and development, and gives professional leadership in the field of agency service.
- Directs the Executive Leadership and Program Leadership Team members (Chief Financial Officer, Chief Human Resources Officer, Chief Technology Officer, Chief and Chief Administrative Officer, Director of Child Development, Director of Family Programs) in their assignments and duties and through these staff, directs all other staff in the performance of their duties.
- Provides oversight and leadership to business operations and programs to ensure management functions are properly carried out and meet Head Start Performance Standards.
Community, Public Relations, and Resource Development/Fundraising:
- Represents the organization as its Chief Executive Officer in all dealings with other organizations, individuals, and the general public and promotes good public relations in the community.
- Serves as the face and voice of the organization in its resource development/fundraising efforts. Interacts directly with major gifts donors as part of the donor stewardship plan.
- In partnership with the Chief Administrative Officer and Director of Development, develops in-kind, grants, and community fundraising to support programs.
Fiscal Management:
In partnership with the CFO:
- Directs the preparation of the annual budget and submits it for Board approval.
- Directs purchases and expenditures within the limits of the Board-approved budget.
- Submits consolidated annual budgets and revisions and monthly financial statements to the Board of Directors, Parent Policy Council and funding sources for approval.
- Works with the CFO to ensure the development and implementation of a fiscal accounting management system that will include monitoring budget expenditures and budget revisions, property procurement and inventory control.
- Participates in the audit entrance and exit interviews; works to resolve audit exceptions and implements management recommendations.

The incoming CEO will lead A2G's evolution from a niche manned ISR provider into a diversified ISR prime contractor. Success will be defined by:
