Radiation Monitoring Devices, Inc. (RMD, Watertown, MA), provides a dynamic work environment for performing world-class research and development in the fields of radiation detection and imaging, nuclear instrumentation, and non-destructive test equipment. This Chief Scientist role is pivotal to the success of our organization, requiring a proactive and strategic approach to secure funding, foster collaboration, and contribute to the advancement of cutting-edge research. The primary responsibility of a Chief Scientist at RMD is to secure R&D funding through a multifaceted approach, encompassing:
Diversification of Opportunities: Explore non-SBIR bidding opportunities and assemble a team of researchers and engineers to address project requirements. Take a leadership role in preparing and submitting proposals with the support of the team.

Internal collaboration: Foster internal collaboration to address non-SBIR opportunities by forming multifaceted teams of engineers and scientist. Act as a crucial liaison between the VP of Research and the R&D staff to facilitate the efficient execution of projects.

Bidding Initiatives: Engage in strategic efforts to create new or novel opportunities for RMD by traveling to National Laboratories, DOD Bases, DOE, and NIH for bidding purposes. Attend scientific conferences to make presentation on RMD research and to meet with collaborators and agency program managers

Proposal Writing: Craft compelling proposals that effectively communicate project concepts and objectives to secure funding. Collaborate closely with Directors and other R&D staff to develop proposal concepts and assist in the writing and editing of grant applications. Mentor less experienced staff on bidding and proposal writing.

Program Management: Manage various programs to lead them to success with a goal of converting technology into a commercial product.
This position will report directly to the VP of Research and will work closely with the VP of Finance.

Qualifications:
•Proven record of securing funding through non-SBIR sources
•Strong background in radiation detection and instrumentation
•Materials background is a plus
•Excellent oral and written communication skills
•Willingness to travel for bidding purposes
•MS or Ph.D. in relevant fields

  • The selected candidate will lead and mentor a cross-organizational team working together to identify barriers and complete required technical work.

  • Develop innovative technical and non-technical solutions and methodologies to DoD-wide problems within internal & external cost/schedule/capability constraints.

  • Work with senior leadership to estimate and plan resources to implement plan across TRMC PE and Service T&E budgets.

  • Advocate and defend big data investment plan with Services/Agencies to ensure successful execution of TRMC's big data initiative.

  • Communicate TRMC vision for big data in DoD Strategic Plan for T&E Resources and appropriate DoD T&E community forums.

  • Become established as a functional authority on big data investments in the T&E community.

  • These solutions will serve as the basis of a major, multi-year investment that will streamline knowledge management and data analysis across the Department.

Must have the following:

  • Education: Technical Masters' Degree

  • Minimum of 12 years' experience to include the following: a. DoD Testing and Training Ranges, b. Military Instrumentation Systems c. Data Analysis

  • The selected candidate for the Chief Data Officer (CDO) Chief Scientist role will be a full-time employee supporting the Test Resource Management Center’s (TRMC) contract, focusing on integrating Big Data and Knowledge Management projects.
  • The CDO Chief Scientist will assess technology applicable for knowledge management of TRMC business data and investments, making technical data more discoverable, accessible, and usable across the Department of Defense (DoD).
  • The role involves working directly with Test and Training ranges, aiding CTEIP, JMETC, and T&E S&T in deploying knowledge management solutions and delivering pilot and prototype Big Data/Knowledge Management solutions.
  • The candidate will lead and mentor a cross-organizational team to identify barriers and complete technical work.
  • Develop innovative technical and non-technical solutions for DoD-wide problems within cost, schedule, and capability constraints.
  • Work with senior leadership to estimate and plan resources for implementation across TRMC PE and Service T&E budgets.
  • Advocate for and defend big data investment plans with Services/Agencies to ensure successful execution.
  • Communicate TRMC’s vision for big data in the DoD Strategic Plan for T&E Resources and forums.
  • Establish as a functional authority on big data investments within the T&E community.
  • These solutions will serve as the basis of a major, multi-year investment to streamline knowledge management and data analysis across the Department.

Must Have:

  • Technical Master’s Degree
  • At least 12 years of experience including DoD Testing and Training Ranges, Military Instrumentation Systems, Data Analysis
  • Experience with Digital Transformation, SaaS Solutions, Automation, Data Analytics, and AI
  • Strategic Planning and Leadership skills
  • Excellent coordination, communication, and presentation skills
  • U.S. Citizenship
  • Ability to obtain Top Secret Clearance

Preferred Knowledge:

  • Technical PhD
  • Modeling and Simulation (M&S), Live Virtual and Constructive (LVC) Environments, Test Analysis and Planning
  • Experience with DREN, SDREN, DISN, Middleware protocols (HLA, DIS, TENA)
  • Familiarity with TRMC, CTEIP, S&T Programs, DoD Acquisition process
