Greater Bergen Community Action's (GBCA) Head Start program is a rewarding environment for professionals to advance their careers while making a meaningful difference. At GBCA's Head Start, Disability Specialists play a vital role in supporting the educational needs and development of children aged 0 to 5. Disability Specialists work closely with teachers in the classroom to identify potential developmental delays and offer suggestions to promote growth. Disability Specialists teach parents how to advocate for their children and serve as liaisons to local education agencies and early childhood collaboration.
A strong candidate for the position will have a background in early childhood education or special education, with experience working directly with young children and families in a licensed setting. Experience with developmental observations, behavioral assessments, and creating Individualized Education Programs (IEPs) is highly desirable. This position will work with children and families who attend Head Start programs in all of our component areas. These areas include Jersey City, Paterson, and Bergen County, New Jersey.
Qualifications and Requirements:
- Minimum of a bachelor's degree in early childhood education or related field
- Preferred: master's degree in education or related field
- Preferred: NJ Certifications as Teacher of Students with Disabilities or Teacher of the Handicapped.
- Experience working with a culturally diverse community.
- Excellent Communication skills - oral and written.
- Must demonstrate English proficiency - both oral and written
- Good computer skills - Microsoft applications
- Preferred: Bilingual fluency in Spanish
- Valid NJ driver's license preferred and use of own vehicle for self-transportation; local travel is required.
- Learns and adheres to the philosophy and mandates of Head Start and Early Head Start (HS/EHS) as outlined in the Performance Standards, licensing requirements, and the Policies and Procedures of Greater Bergen Community Action (GBCA).
- Works closely with all content areas to ensure integration of all services provided for children with disabilities enrolled in Head Start/Early Head Start programs.
- Conducts classroom observations and arranges assessments for children suspected of/or diagnosed as having disabilities or leaving challenges.
- Provides and maintains supportive communication with parents regarding any suspected developmental concerns, including providing ways to transition strategies and interventions from school into the home.
- Works closely with the Mental Health Specialist when appropriate to ensure child/family needs are being addressed.
- Serves as Head Start/Early Head Start's liaison person to all community agencies servicing families of children with any special needs.
- Serves as a vital resource person for all staff and plans training for parents and staff to provide more information and discussion on the special needs of children 0-5 years old. Topics may include building relationships with children, understanding behavior, developmental stages, speech and language skills, learning the evaluation process (Child Study Team/Early Intervention), advocacy, and transitioning to kindergarten.
- Provides concrete strategies for classroom teachers to implement to support a child's success in the classroom. In addition, providing in-class/hands-on support to the child/teacher by modeling suggested strategies.
- Provides copies/documentation of IEP and IFSP goals to teachers to ensure goals are included in the child's curriculum planning.
- Conducts informal meetings with individual teachers or teams to discuss the progress of children with disabilities. Reviews reports and anecdotal records, shares and discusses classroom observations and referrals on the children.
- Serves as a vital link to ensure disability content plans and procedures are put into place for the children and their families.
- Works with Family Services in the recruitment of children with disabilities and their families and participates in recruitment events to promote our inclusion program.
- Attends training sessions and other meetings as required including School District Individual Education Plan (IEP), transition meetings, and Individualized Family Service Plan (IFSP) when requested.
- Participates in Head Start/Early Head Start meetings that include other program specialists.
- Works closely with both the classified children and their parents throughout the evaluation process, providing support and guidance.
- Maintains documentation of parent, staff, and service providers' communications in our Child Plus system.
- Is responsible for the overall safety of each child in the GBCA HS/EHS program.
- Creates a learning community in which individual differences are respected.
- Performs other duties as assigned

As per New Jersey mandated reporting guidelines, any person having reasonable cause to believe that a child has been subjected to abuse or acts of abuse should immediately report this information to the State Central Registry (SCR). General Description:
The Coordinator, Early Head Start (EHS) and Head Start (HS) Disabilities delivers a full range of psychological/developmental services to Early Head Start and Head Start children with disabilities. The Coordinator monitors staff compliance with Head Start Program Performance Standards and state requirements. The Coordinator also supports teachers through professional development and providing appropriate resources to foster student success.
Essential Duties and Responsibilities:
- Oversees the Disability Service area component of the EHS/HS Program
- Collaborates with staff to ensure completion of all developmental screenings (speech, hearing, and vision) in accordance with the Head Start Federal Performance Standards
- Reviews developmental screenings to determine next course of action for children who meet the developmental screening cut-off (i.e. follow-up, educational intervention services, additional screenings, etc.)
- Organizes and coordinates the program's disability services effort which includes recruitment, enrollment, screenings and coordination of specialized services
- Coordinates and processes pre-referrals and referrals for special education using the HS diagnostic criteria checklist to determine the appropriateness for a child participation in the special education process; works in collaboration with the child's parents, EHS Specialist or Head Start Child Development Specialist, and teaching staff to provide intervention strategies for children not eligible for special education services
- Serves as administrator/designee of the multidisciplinary team for HS children going through the special education process (child study, assessment, eligibility, IEPs, 504 plans, etc.) and ensures all aspects of the process is being followed in accordance with the Head Start Federal Performance Standards, local, state and other federal regulations
- Schedules and coordinates child study, eligibility, Individual Education Plan (IEP) and IEP review meetings, ensuring parental consent and permission forms are signed and evaluators are informed of the required evaluations and timelines
- Participates in the development of an IEP in conjunction with other qualified professionals of the multidisciplinary team; enters all aspects of the special education process into the schools' IEP on-line system
- Develops and maintains a system for tracking and monitoring all activities of EHS/HS children with disabilities to ensure that program procedures, state and federal guidelines and mandates are being followed
- Submits required monthly program reports to the Program Manager
- Develops, monitors and coordinates the Disabilities services plan
- Develops and monitors Interagency Agreements with the Local Education Agencies (LEAs) and the city's local early intervention agency in partnership with the Program Manager
- Works with teaching staff to develop, implement and document the transition of children from special education programs and conducts end of the year Individual Family Service Plan/Individual Education Plan (IFSP/IEP) reviews for children transitioning to preschool or Kindergarten
- Provides guidance and developmentally appropriate strategies to maximize successful inclusion and continuity of care for children with disabilities
- Plans and conducts or coordinates training for EHS/HS staff and parents
- Participates in the program's self-assessment and community needs assessment
- Organizes and coordinates the program's disability services effort which includes recruitment, enrollment, screenings and coordination of specialized services
- Attends training and/or conferences to keep staff abreast of all EHS/HS mandates and special education laws
- Works in collaboration with ECE leadership to create and support annual professional development plans for teaching staff and development of annual program goals
- Performs other duties as assigned
- Minimum of Baccalaureate Degree in special Education, occupational therapy, physical therapy, speech and language pathology, child development, or related field required; Master's degree preferred
- Possess a postgraduate professional license and endorsement in administration and supervision
- Minimum of three years related experience working with children with special needs and their families
- One year of experience as a grade level chairperson, lead teacher, or school-based compliance coordinator preferred
- Knowledge of the Early Head Start (EHS)/Head Start Program and the special education process
- Experience in adult learning and ability to model best practices in an early childhood setting for diverse adult learners with different knowledge levels and skill sets
- Ability to analyze data and coach teaching staff to use data to inform instruction
- Comprehensive knowledge of research-based curricula, assessment tools, and best practices in teacher-child interaction along with VDOE standards for early childhood education.
- Excellent verbal and written communication skills; ability to communicate complex ideas simply and succinctly
- Outstanding interpersonal and teamwork skills; ability to work collaboratively with internal and external stakeholders
- Strong organizational skills, including keen attention to detail and ease at managing competing demands and determining priorities independently
- Experience working in a fast-paced environment; adaptable when managing multiple, shifting priorities; comfortable with ambiguity
- Proficiency in Google Suite and/or Microsoft Office
- Possess a valid driver's license and/or ability to obtain a valid Virginia Driver's License within six months of employment, as well as, use of a personal vehicle.

Each patient evaluation consists of a physician consultation, along with a Modified Barium Swallow and esophageal assessment to the stomach. We work in a 3 person team: physician, Speech Pathologist and Driver/Technician. A paid training program for fluoroscopy and dysphagia consultations is provided. We cover malpractice including tail.
