Key Responsibilities
US Legal Operations
• Provide expert legal support for key strategic initiatives in the U.S., advising on legal and regulatory issues from planning through execution.

Qualifications

Attorneys in the Health Care Authority's (HCA) Office of General Counsel (OGC) support work that touches nearly half of our citizens lives.
The divisions of HCA provide programs critical to the health and well-being of our state including Medicaid, SNAP, TANF, behavioral health programs and services, a comprehensive system of support for individuals with intellectual and developmental disabilities, and the licensing and oversight of healthcare facilities as well as home and community based Medicaid waiver program providers. The range of work performed by the HCA means that OGC attorneys have an opportunity to work in a wide variety of areas of healthcare and public health law including historic innovations and reforms.
How does it get done?
The specific focus of each attorney will depend on their past experience and the needs of the divisions they are serving. The work within the OGC can span the entire range of attorney skills and functions including litigation in state and federal court, appearing at administrative hearings, contract review, licensing and regulatory enforcement, rule-making, strategy and planning, appellate work, creating procedures to implement new legislative mandates, and public records responses. Attorneys are responsible for tracking their deadlines, managing a variety of matters, and prioritizing their time based on internal client needs.
Who are the customers?
Attorneys in OCG work directly and collaboratively with their internal division clients. The clients include the Office of the Secretary and the various divisions within HCA: Medical Assistance, Income Support, Child Support, Health Improvement, Developmental Disabilities Supports, Behavioral Health Services, Health Improvement, Healthcare Coverage Innovations, Administrative Services, Information Technology, and Human Resources. All attorneys in OGC are supervised by the HCA Chief General Counsel, Rose Bryan.
Ideal Candidate

Qualifications:
- Bachelor’s degree in Law ; Master’s degree (Law) preferred.
- 8+ years of relevant experience in corporate legal advisory, preferably in IT/ITES sectors.
- Strong understanding of international contract law and employment regulations.
- Excellent drafting, negotiation, and communication skills.
- Ability to work independently and manage multiple priorities across time zones.
Preferred Skills:
- Experience working in a global legal team.
- Familiarity with data privacy laws (e.g., GDPR, CCPA).

Position Purpose
To support legal functions of Delta in the Americas region.
Core Competencies/Strengths
- Deep background in drafting, reviewing and negotiating commercial terms of supplier and customer agreements, including but not limited to global master purchase agreement, distribution and sales representative agreements, terms and conditions, stocking and warehousing agreements, as well as service and development agreements on both the domestic and international level.
- Demonstrated mastery of substantive U.S. legal concepts pertaining to commercial contracts and business development, including sophisticated understanding and drafting skills around warranties, remedies, indemnities, limitations of liability, product liability, intellectual property rights, etc.
- Functional knowledge of various legal forms relevant to the in-house context, such as leases, consulting and other independent contractor agreements, employee handbooks, privacy policies, demand letters, settlements and releases, etc.
- Functional knowledge of corporate compliance, including HR laws and regulations, corporate governance and entity management, etc.
- Interest in broad product lines in emerging technologies, power electronics, and/or other subjects relevant to Delta’s product portfolio.
- Strong legal research and writing skills.
- Excellent interpersonal and communication skills (written and verbal).
- Ability to provide clear and concise business-oriented legal advice.
- Must provide timely status updates to your manager and the product team leaders you would support.
- A strong desire to solve problems, with a balanced focus on both legal and business concerns.
- Enthusiasm for positive and respectful relationships, both internally and externally.
- Capacity to work independently, as well as part of a team.
Additional Expertise
- energy and utility industry experience is a plus.
Required Qualifications
- JD Degree from an accredited U.S. law school.
- Membership in good standing with at least one State Bar.
- Minimum 5-7 years of relevant U.S. legal in-house and/or law firm experience.
