As a **Manager, Global Payroll Services** , in the Enterprise Business Services (EBS) team, you will be part of the largest payroll system transformation. Your responsibility to the success of this project goes beyond day-to-day tasks. This implementation involves relationship building, working knowledge of an SAP Payroll system, and accomplishing milestones based on a set program timeline. This role requires partnership with payroll SMEs, business partners, consultants, and vendor partners to accomplish your tasks. In addition, you will use creative and critical thinking skills to ensure your portion of the project is well designed and avoids any impact to associates payroll because the software is changing.

**Minimum Qualifications:**
+ Bachelor's degree in Business, Accounting, Human Resources, or a related field, or equivalent work experience
+ 3+ years of experience in payroll operations
+ 1+ years of experience with SAP Payroll systems
+ Proven experience supporting or managing large-scale payroll or system transformation projects
+ Strong project management skills with the ability to meet deadlines and manage cross-functional stakeholders
+ Excellent verbal and written communication skills
+ Strong analytical and problem-solving abilities
**Preferred Qualifications:**
+ 5+ years of experience in end-to-end payroll operations, including multi-state or global payroll
+ Direct experience with SAP payroll system implementations or major system upgrades
+ Experience working with cross-functional teams, consultants, and external vendors
+ Strong understanding of payroll compliance, controls, and regulatory requirements
+ Demonstrated ability to navigate ambiguity and adapt to shifting priorities in large-scale projects
+ Excellent documentation skills with the ability to translate technical concepts into business-friendly language

The Sr. PS researches critical personnel problems and recommends alternative solutions; reviews various control agency letters, memos, and bargaining contract provisions; and develops, revises, and recommends internal procedures as necessary.     - Review the accuracy of information on various payroll reports to ensure the accurateness of all payroll transactions including employees salary effective date, timekeeping actions, retroactive payments, salary advances, longevity, and experience differentials. Perform analysis on Payroll data discrepancies/errors, by reviewing employee-level data, PMS, RMDS, CHRMS, Pi, CityTime, and 160/161 payroll reports. Working on the resolution of employees payroll discrepancies and the expeditious processing of supplemental checks for staff entitled to receive a check.

    - Ensure security measures and DSS/HRA/DHS payroll procedures are followed. Analyzing and reviewing contractual agreements, policies, procedures, and regulations concerning employees salary history in order to accurately process compensation claims and verify the entry of payment dispositions for active and inactive staff members in the Payroll Management System and Pi including Uniform allowance, bonuses, among others.

    - Perform research on Payroll Inquires mailbox and following up on requests to ensure the questions are responded to in a timely manner. Oversee and enhance the workflow and processes of the Payroll Operations Unit to ensure the work of the unit is conducted accurately and efficiently.

    - Prepare the Integrated Financial Management System (IFMS) bi-weekly payroll summary reports that summarize the Agencies bi-weekly payroll budget for submission to oversight agencies. Prepare comprehensive monthly statistical reports pertaining to the units activities including completed and pending employee actions/requests. Prepare summary reports on the units overall activities.

    - Monitor, and analyze the processing of grievances, stipulations, and arbitration cases and observing that the recoupment of overpayments is processed accurately. Ensure logs and databases concerning grievances and overpayments are maintained accurately.

    - Liaise with Salary Administration, Timekeeping, Employee Relations, Workers Compensation units to discuss payment issues related to promotions, salary changes, retroactive payments, returns from leave, leave without pay and any other employee status changes affecting his/her pay.

    - Assist employees with processing and inquiries related to Direct Deposit, Transit Benefits, and College Saving Programs.

    - Cultivate collaborative relationship with other HRS areas as well as with agency programs and other city agencies to help the Payroll Operations Unit achieve its objectives, assess proposed and mandated programmatic changes, and maximize internal policies and procedures.

    Panoramic Health's Payroll team is growing! We are hiring a Payroll Processing Analyst!

    Preferred candidates will be located in and around the Metro-Phoenix area, and or in MST.

    Our Payroll Processing Analyst maintains all payroll accounts and processes accounting paperwork for multi-state payroll. Duties may include preparing payroll audits, creating garnishment reports, and advising the payroll department on complex transactions. Coordinate with other departments such as human resources and finance, complete new employment verifications, and communicate any changes in payroll to employees.

    Responsibilities include:

    • Process weekly, semi-monthly, and monthly non-exempt and exempt payrolls for employees.
    • Review and balance payrolls before and after they have been processed. Validate confirmed reports.
    • Keep informed of regulations, interpretations and practices pertaining to the payroll accounting function.
    • Follow policies and procedures; develop and/or recommend new or revised procedures for improving the overall payroll department.
    • Prepare or assist in the preparation of periodic/special reports for government agencies, tax authorities, insurance industry associations, and other units of the Company as required.
    • Respond to various audit and tax agency queries and requests.
    • Process pay employee data (new hires, pay changes, employee changes).
    • Complete payroll filing and mailing as necessary.
    • Manage workflow to ensure all payroll transactions will be processed accurately and timely.
    • Run reports from time & attendance system and payroll system.
    • Process accurately employee pay for items including special payments and retro payments.
    • Responsible for processing wage garnishments, liens, in accordance with federal and state laws.
    • Researches, analyzes, and resolves payroll related problems or questions by collecting and analyzing information.
    • Communicate with employees and other departments to answer questions and resolve problems.
    • Maintains employees confidence and protect payroll operations by keeping information confidential.
    • Perform other duties and responsibilities as required, assigned, or requested.

    Qualifications:

    • Bachelor's degree in Accounting, Finance or Business.
    • CPP or FPC or an equivalent payroll certification.
    • 2 to 4 years of related experience.
    • Requires extensive knowledge of the state laws and regulations concerning employee compensation.
    • Knowledge of Microsoft Office Suite, with proficiency in Excel.
    • Strong mathematical, analytical, and technical skills.
