Boeing's Global Real Estate & Facilities (GREF) organization is seeking a dynamic and motivated **Experienced Facilities Permit Specialist** to join our Projects Assets Construction Engineering team in **Renton, WA** . This role will also support our Kent, Seattle and Tukwila sites.
In this pivotal role, you will lead the effort of obtaining permits in support of our Project Management teams, driving timely and successful project execution.
As a **Facilities Permit Specialist** , you will collaborate with a diverse group of professionals, including innovative engineers, strategic planners, and expert procurement specialists. Together, you will form a cohesive unit dedicated to achieving exceptional results in project delivery.
**Position Responsibilities:**
+ Facilitate communication and collaboration with Kent, Tukwila and Seattle jurisdictions to maintain a great relationship between the Boeing Company and city officials
+ Evaluate contractor proposals for fair and reasonable cost, with minimal assistance on complex projects
+ Administer contractor activities by participating in contractor selection, contract award, contract change negotiations, constructability reviews, and cost/schedule visibility, such as management, customer and contractor reviews to ensure compliance with standard operating procedures
+ Obtain facilities design (Boeing and contract) and resource commitments for complex projects, with minimal assistance
+ Develop work package that can include budget/funding source, schedule, drawings, specifications, statement of work, procurement, estimates
+ Coordinate with affected parties such as customer, designers, SHEA, crafts, security, and network infrastructure to create an agreed to implementation plan
+ Assemble and release work packages by collecting and integrating various individual documents such as facilities work order, contract service request, drawings, vendor quotes, schedule, permits
+ Finalize work packages and provide documents to implement the project
+ Evaluate requests and meet with customers to define requirements for complex projects
+ Identify acceptable options with customers to clarify needs and develop the preliminary scope of work to meet the customer's requirements
+ Create layouts and conceptual designs
+ Ensure compliance with Boeing and regulatory standards such as city, county, state, federal, with minimal guidance
+ Develop options so that facilities modifications are accomplished within project objectives
+ Work with affected parties to define functionality and constructability
+ Support development of conceptual, budgetary, and detailed cost estimates to assist in the business case analysis
+ Negotiate, with assistance, options with customers to select the best solution for customer and company
+ Ensure completion and retention of project records by following the standard operating procedure for closure and update of appropriate documents, forms, permits, work management systems, commissioning and as-built drawings, with minimal assistance on complex projects
+ Ensure comprehensive closeout and retention of project and contract files to provide an audit trail for Records Retention, Internal Audit, Internal Revenue Service, Property Accounting, Legal, and Facilities
+ Monitor and coordinate implementation activities on complex projects, such as relocations, construction, utility shutdowns, budget management, schedule, and project reviews, with minimal assistance
+ Coordinate support functions such as vendors, security, fire, SHEA, network infrastructure and verify compliance with project documents
+ Ensure that project implementation meets established quality, cost, schedule targets and regulatory requirements
+ Receive customer requests for complex projects, such as construction, rearrangements, moves, and asset acquisition, via various electronic methods
+ Validate against acceptance criteria for new requests and acknowledges customer requests
+ Log requests into work management system to document, track, and perform work, with minimal guidance
**Basic Qualifications (Required Skills/Experience):**
+ Bachelor's degree or higher
+ 1+ years of experience in Facilities Project Management or Construction Management
+ 1+ years of experience in communicating and collaborating directly with internal or external customers, peers, other employees, and all levels of leadership
+ 1+ years of experience managing project schedules and managing programs and projects
+ Experience in operations, facilities management, maintenance, manufacturing, construction projects and/or project management
**Preferred Qualifications (Desired Skills/Experience):**
+ Project Management (PM)/ Project Management Professional (PMP) Certification
+ 3+ years of experience budgeting and forecasting
+ 3+ years of experience reading and interpreting engineering drawings and specifications
+ 3+ years of experience in project cost management
+ 3+ years of experience with AutoCAD or similar CAD software
+ 3+ years of experience with Procore project management software

Summary Pay Range: $93,500 - $126,500

- Minimum 10 years of permitting experience, ideally within a utility, electrical, or telecommunications company
- Has experience working with pull attachments and any general construction permitting
- Direct experience working with DOT (Department of Transportation), with a proven track record of managing transportation infrastructure projects and ensuring regulatory compliance
- Expertise in make-ready work, including pole assessments, attachment clearance, and collaboration with utility providers to prepare infrastructure for new installations
- Has experience working with overlashing to allow for network upgrades without needing to install new hardware
- Demonstrated ability to manage high-volume workloads, including oversight of hundreds of permits and projects simultaneously, while maintaining accuracy and meeting deadlines

Overview
The Planning Specialist / Permit Technician plays a specialized and technical role in support of building and planning permitting activities. Responsibilities include assisting applicants with permit applications, conducting initial intake plan reviews, reviewing preliminary drawings, responding to code questions, issuing permits and Certificates of Occupancy, entering data, calculating fees, and coordinating the administrative aspects of the permitting process.
Key Duties and Responsibilities

Serve as a Permit Intake Technician for permits and inspections.

Issue eligible permits over the counter in accordance with applicable codes and ordinances.

Research and respond to telephone, fax, email, and in-person requests for information regarding the permit application process.
