Job Summary
We are currently seeking a candidate for an Outside Plant (OSP) Permit Specialist in either our Clearwater, Florida, or Lone Tree, Colorado locations. The Permit Specialist in the telecommunications field, is responsible for managing all necessary engineering and construction-related permitting submittals to various jurisdictions for various telecom projects.
This position will work with the engineering team and vendors to resolve any conflicts that arise during the permitting process and shall track multiple, concurrent permit submittals across various jurisdictions. The ideal candidate will be highly detail-oriented and organized with excellent analytic and problem-solving abilities. Must be a self-starter who will initiate action instead of waiting for direction. Additionally, will have the ability to display excellent verbal and written communication and interpersonal skills.
Work Environment: This position is based out of our Englewood, CO, Corporate HQ office. Hybrid work may be available after training.
Essential Job Functions
Duties and Responsibilities include but are not limited to the following:
- Works closely with OSP Engineers to create and review permit drawings and packages, including traffic control, department of transportation, railroad, and complex lane closure
- (Traffic Control Plans) to ensure compliance with permit drawing requirements of the jurisdiction and or ROW contact.
- Researches/navigates complex databases and uses critical thinking analysis to provide proper permit applications according to known practices and guidelines.
- Acquires permit fee amounts completes permit applications, and submits check requests, ensuring timely permitting submittal and on-time performance of the permitting process.
- Acquires all permits needed to enable construction activities Prepares and updates internal permit tracking reports and schedules Manages relationship to jurisdictions and
- ROW contacts such as municipalities, state agencies, and railroad to detail specific requirements, including design specifications, permit lead times, points of contact, and special requirements to expedite the delivery process.
- Provides direct interface with contractors, jurisdictional authorities, etc. Works with the project team to understand priorities and communicate permit package deliverables.
- Prioritizes permit submittals based upon review/lead times and schedules. Determines requirements for permit and plan submissions, including review and updates to standards and forms if required.
- Maintains detailed records and reports related to all communication and interaction with permitting agencies.
- Manages interactions needed to enable the efficient and timely processing of the required permits.
- Adheres to and promotes environmental, health, and safety policies.
- Performs other related duties as assigned to ensure effective operation of the department and the Company.
- Build and maintain effective working relationships with permitting jurisdictions to ensure business objectives and priorities are successfully supported, communicated, and executed within the company.
- Must be a self-starter who can work without close supervision and think independently.
- Must be conversant/have a working knowledge of structured outside plant fiberoptic design and construction.
- Strong verbal communication skills and writing skills with the ability to clearly explain issues.
- Strong customer-service orientation.
- Ability to interpret maps, legal documents, descriptions, and engineering plans while analyzing data and documents.
- Ability to prepare accurate and concise written reports.
- Must be willing to work a flexible schedule, including days, nights, weekends, and holidays.
- Minimum 3 years' experience in the Telecommunications industry
- A minimum of 1 year's experience as a Permit Specialist/right-of-way agent, particularly involving telecommunications permitting with outside plants, fiber optics, telecommunication architectures, and optical transport equipment, is required.
- Project Management experience, preferably OSP, is preferred.
- Bachelor's degree or equivalent experience
- Strong knowledge of MS Office, including Word, Excel (required), PowerPoint, Outlook, and SharePoint experience, is a plus.
- Must be familiar with telecommunications terms and infrastructure.
- AutoCAD, 3-GIS, and Google Earth experience preferred
- Must be willing to learn new software as necessary.
- Good decision-making, analytical, and problem-solving abilities.
- Ability to meet critical due dates.
- Ability to complete tasks with latitude to decide what work will be required well in advance of actual activities.
- Excellent organization, time management, follow-up skills, and the ability to manage several projects simultaneously.
- Excellent interpersonal communication skills, including a proven ability to listen, understand customers, and work in a team environment.

Job DescriptionThe Permit Specialist completes jurisdiction-specific right of way and street use permits, permit requests and applications, tracks permit status, and ensures the timely processing and payment of related invoices. The Permit Specialist works with PSE's project management organization, PSE's service providers and customers to collect necessary information and communicates permitting scheduling and project requirements.
The Permit Specialist upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities, as well as promotes and supports a culture of total safety.

Job Responsibilities- Records and updates permit information and status in database.
- Completes municipal permit requests independently and assists with more complex requests.
- Works with the customers to obtain project specific information related to jurisdictional permit requirements.
- Collect specific design information necessary for permit submittals and will provide schedule information to the project team.
- As primary billing contact, works with municipal officials to process and track invoices in a timely and accurate manner.
- Performs research and runs reports on project status.
- Represents PSE's interests with customers and governmental agencies.
- Performs other duties as assigned.
- High school degree or equivalent
- 2+ years permitting experience or 2+ years of experience entering data and running reports using enterprise resource planning software or equivalent combination of education and experience
- Proficiency with Microsoft Office including Outlook, Excel and Word.
- Ability to read and interpret blue prints, maps and one-line diagrams

They serve as a critical liaison between government entities, utility companies, and construction teams to facilitate smooth and efficient progress of permit approvals within the designated right of way areas.
Responsibilities
- Receive and enter incoming work from various sources (email, PDFs, paper, FTP sites, customer databases, etc.) into online database software accurately, and within established timeframes.
- Manage the preparation of all necessary documentation for permit submissions, including applications, maps, and legal descriptions. Ensure that all permitting documentation is accurate, complete, and in compliance with regulatory standards.
- Liaising with governmental agencies, utility companies, and other stakeholders to coordinate right of way activities and ensure compliance with all applicable laws and ordinances.
- Maintaining accurate records and documentation of permits, including associated plans and maps, ensuring that all documents are current and properly filed.
- Work on multiple permitting projects, ensuring that they progress on schedule, within budget, and in accordance with permit conditions.
- Overseeing and managing the processing of permit fees and invoices, ensuring accurate and timely billing, payment tracking, and reconciliation for all right of way permit-related transactions.
- Addressing and resolving revisions, conditions, conflicts, or disputes that arise during the permitting approval process.
- Assist with the planning and coordination of all Aerial and Under permit activities, ensuring compliance with local, state, and federal regulations. Oversee the development and implementation of strategic plans to acquire necessary permits in a timely and cost-effective manner.
- Act as the primary point of contact for internal stakeholders, including government agencies, utility companies, and landowners, to negotiate terms and facilitate the permit acquisition process. Build and maintain relationships to ensure smooth project progression.
- Analyze permit data to identify trends, efficiencies, and areas for improvement, and develop ad hoc reports to support decision-making and strategic planning for department management and permitting teams.
- Setting up and managing internal projects using workflow management software, ensuring that all necessary tasks are defined, appropriately assigned,and integrated into the project timeline for efficient execution and tracking.
- Provide leadership assistance and direction to the permitting teams and other departments, setting clear goals and expectations.
- Continuously evaluate and improve permitting processes and procedures. Implement best practices and leverage technology to increase efficiency, reduce errors, and streamline operations.
- Other duties or special projects, as assigned.

- Associate degree in Business Administration or related field preferred.
- 5+ Years Experience in Utility Right of Way permitting.
