**Academic Affairs has an outstanding opportunity for a Personnel Manager to join their team as part of the Office of Academic Human Resources.**
The Personnel Manager in the Office of Academic Human Resources (AHR) at the University of Washington Tacoma (UWT) supports UW Tacoma's faculty, staff administrators, and academic leaders, including the Deans and Vice Chancellor(s), by serving as the designated point of contact for both routine and ad-hoc processes related to the appointment and employment of academic personnel. This position is responsible for developing, maintaining, and managing efficient business processes, and for providing training and support to unit administrators in areas of academic personnel management for UWT's seven schools.
Reporting to the UW Tacoma Director of Faculty Affairs and Academic HR, the Personnel Manager will operate as a member of a small and high-performing team, dedicated to supporting the employment lifecycle, from recruitment to retirement, of UWT's 400+ academic appointees.
The Personnel Manager has substantial responsibility, requiring fair and consistent application of policy while problem-solving unique employment situations as they arise. The position serves as an expert resource on policies, procedures, and best practices to campus constituents, and regularly exercises discretion and independent judgment in advising, consulting, and approving compensation and related employment functions for academic personnel at UW Tacoma. In order to be successful, the incumbent will need critical thinking skills, facility with human resources policy and best-practices, a positive mindset, and the ability to build and maintain strong relationships across campus with both faculty and staff, as well as with colleagues at UW Seattle and UW Bothell.
**DUTIES AND RESPONSIBILITIES**
Academic HR Subject Matter Expert - 60%
+ Maintain library of UWT AHR policies; provide historical data and insight about policies/practices, as needed and available.
+ Advise the Director of AHR, Deans, campus staff, and campus leadership on current academic HR policies, procedures, and best practices in faculty employment areas to include: part-time and/or temporary appointments, searches, hiring/termination, leaves of absence, sabbaticals, annual merit reviews, reappointments, and employee relations issues.
+ Support the Director of AHR in the planning and implementation of processes and programs, including new faculty orientation and promotion and tenure.
+ Identify and propose process improvement opportunities to deliver enhanced customer service to academic units and to ensure deadlines are met.
+ Determine specific learning needs for units, develop quick reference guides and job aides, conduct training and consultation in person and virtually.
+ Provide tailored training/education to campus administrative staff in academic units on system and business processes; this may be scheduled or ad hoc in nature, in both formal and informal settings.
+ Represent the Director and/or serve as a Lead in the Director's absence, as assigned.
Faculty Workday/Academic HR Operations - 25%
+ Serve as the primary contact at UW Tacoma for: academic unit administrators, UW Seattle Academic HR personnel, Integrated Service Center (ISC)/UW Human Resource Specialists and the Payroll Office regarding UWT Academic HR policies and procedures; provide advanced consultative expertise to support the administration of UW Tacoma in academic employment operations.
+ Routinely resolves complex Academic HR issues regarding compensation/payroll, leaves of absence, reappointment of academic employees, and/or other processes initiated or maintained in the UW's HR Management System (HRMS), Workday.
+ Serve as an advisor and approval delegate to the Executive Vice Chancellor for Academic Affairs regarding compensation actions in HRMS.
+ Maintain extensive knowledge across Academic HR and HR policies and processes and consistently apply this knowledge both independently and in direction to UW Tacoma units.
+ Proactively consult with academic units on proposed employee changes in Workday, recommend best practices to the unit, verify, approve and execute changes to ensure appropriate reflection of appointment and/or employment changes in Workday.
+ Coordinate with UW Seattle Business & Service Partners in HR, AHR, and OAP on best practices for academic personnel process management.
Data Integrity and Reporting - 15%
+ Manage data integrity reviews and prepare campus reports to be used for budget management, strategic planning, and compliance (e.g. part-time lecturer reports, faculty headcount data, merit reporting).
+ Perform routine audits of the system to include monitoring for appointment disparities, compensation issues, and other data integrity corrections.
**MINIMUM REQUIREMENTS**
+ Bachelor's degree and a minimum of 3 years of human resource or similar administrative experience working in an academic or administrative unit of a post-secondary institution.

Job Summary

What Youll Be Doing:

  • Oversees daily personnel security operations for collateral clearances and SCI access including clearance processing, incoming/outgoing visitor control, termination debriefings, government personnel badging, reporting incidents and support to meetings
  • Interprets and administers policies, processes, and procedures; recommends modifications to operating policies. Supports enterprise personnel security functions and projects.
  • Provides for employee identification verification for business purposes (e.g., I-9, citizenship, Local Registration Authority (LRA), government accounts, etc.).
  • Responsible for hiring, developing, supervising, training, scheduling overtime, approving time off, determining objectives, initiating action and completing annual performance reviews of staff.
  • Responds to management inquiries regarding clearance status and concerns, and answers all questions, including personnel security metrics.
  • Acts as account manager for various government databases and act as Contractor Special Security Officer (CSSO) to various government customers.
  • Actively participates on personnel security database upgrades, implementations and changes; reviews and provides input to corporate security training and branding; conducts and oversees security briefings.
  • Seeks opportunities to improve processes in Personnel Security, streamline processes, and work across the enterprise to implement change
  • Maintains good relationships and communications with management, government customers, and industry partners

+ The PM is responsible for all aspects of task order execution and management on a daily basis to include program management office operations and resourcing of all task order requirements, including staffing and tasking responses. The PM is responsible for
+ Meeting all technical, financial, and contractual requirements of the task order and will ensure that all requirements outlined in the PWS are accomplished within the specifications provided in Performance Requirements Summary (PRS).

**Position Requirements:**
+ Must possess a minimum of three (3) years of experience in personnel security clearance processes and a minimum of three (3) years of experience managing a staff of 50+ personnel.
+ Must demonstrate a strong ability to multi-task by accurately and efficiently performing in all areas concerning performance reporting, personnel duty scheduling, personnel recruiting and retention, etc.
