# Project Overview:
Bechtel is performing Project Management and Technical Services leading up to a Final Investment Decision for 750km natural gas pipeline in British Columbia, Canada. The pipeline will traverse remote mountainous terrain, sensitive environments, and deep marine channels. The project includes compression, metering, and other facilities and communications systems.
The Offshore Pipeline Construction Manager reports directly to the Project Construction Manager in the Home Office and assists the Project Construction Manager as directed. The Offshore Pipeline Construction Manager is responsible for the support of projects, either by directing field construction or serving in a consulting and advisory role as requested on other department projects as required. Provides counsel, guidance and assistance in the areas of construction procedures, logistics, and planning for offshore pipeline and pipeline facilities.

When assigned to a field construction organization performs supervisory or managerial duties as required. Responsible for the organization and direction of construction and related activities within assigned area of responsibility, which may be a single area, multi-area or a multi-discipline construction project. Is the primary client contact for all jobsite activities and may coordinate with client's resident representatives on jobsite activities within assigned area of operations. Responsibilities are to ensure assigned jobsite operations follow design/specifications, completion on schedule, within budget and to quality standards

# Major Responsibilities:
All the listed essential job duties are project development and project execution focused including:
+ Responsible to advise, provide engineering and construction guidance to the design of the offshore pipeline
+ Responsible to support the supervision of third-party offshore pipeline engineering contractors during project development and execution
+ Responsible for jobsite operations including onsite activities of Bechtel, subcontractors, suppliers, clients and their representatives and others as may be assigned within area of responsibility.
+ Responsible for the field workforce organization to ensure the jobsite organization is comprised of qualified and knowledgeable personnel, and ensures effective personnel utilization.
+ Establishes, coordinates and implements construction schedules, manning charts, and material and equipment requirements.

+ Oversees the Environmental, Safety & Health program for the field work environments including contractor and subcontractor activities. Ensures construction is in accordance with ES&H laws and regulations applicable to the projects (country).
+ Promotes the management concept of Continuous Improvement (CI) among all members of the construction team. Leads the CI process for the Customer and Bechtel. Promotes, monitors and mentors the concept of best total installed cost (TIC). Initiates, promotes and continually practices team building.
+ Conducts periodic project and Customer meetings consistent with the project communications plan to promote and facilitate communication, review progress/performance, discuss issues and facilitate problem resolution. Is part of the development of the communication plan to ensure effective communications between the project team, the Customer and off-project operations, construction, Functional Management, RIU/EU and Senior Management.
+ Ensures that Bechtel and local/national regulatory safety codes, requirements and standards are being complied with in assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into all aspects of construction operations. Actively participates in scheduled safety meetings.
+ Implements Six Sigma tools, analysis, and decision-making in the executive of duties.
+ Performs general administrative functions inherent in jobsite supervisory positions.
+ Ensures corporate policies and procedures are fully implemented. Establishes field procedures and objectives within corporate policies and procedures, as necessitated by conditions at a jobsite.
# Education and Experience Requirements:
+ Requires bachelor's or master's degree and 13-15 years of relevant experience or 17-19 years of relevant work experience
# Required Knowledge and Skills:
+ 20+ years' experience and background in offshore pipeline construction work scheduling
+ 10+ years' experience in supporting estimating costs for offshore pipeline construction and installation of facilities.
+ 15 + years of experience coordinating access and planning for survey teams to perform bathometric and geotechnical investigations, environmental data collection and other applicable surveys
+ Subject matter expert in the offshore pipeline construction industry with experience in construction execution on a cost reimbursable, unit rate and EPC basis as a minimum. The Offshore Pipeline Construction Manager will have international exposure including knowledge of customs, culture and business practices of Region/Country including US and Canada. Knowledge and understanding of working arrangements with joint ventures, alliances and consortiums.
+ Knowledge of the entire offshore pipeline design and route selection process including support site selection process, bathometric and geotechnical studies, underwater survey processes, and any stakeholder relations.
+ Thorough knowledge of all phases of offshore pipeline construction operations relating to engineering, construction, logistics and field activities
+ Thorough knowledge of the offshore construction contractor market, their equipment and vessel capabilities, sensitivities in engaging them and their logistical requirements

Primary Level Salary Range: $63,800.00 - $5,800.00
Secondary Level Salary Range: 78,700.00 - 118,100.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Job Summary
The Marathon Los Angeles Refinery located in Carson; CA has an opening for a Project Management - Project Engineering. This mid-career position will be responsible for managing multiple capital and expense Mid-Cap projects (roughly $1 million to $5 million TIC per project) simultaneously within an approved budget and execution schedule. The Project Manager will be responsible for the project from conceptual engineering through project completion. The position will report to the Advanced Project Manager and have responsibility for managing all aspects of assigned projects to define overall project scope, develop a cost estimate and schedule, develop construction work packages, support project construction and close out the projects. The successful candidate will be a self-directed and motivated individual who has good understanding of the project management processes and experience in refinery or petrochemical equipment and processes.
The available schedules for the position are 9/80, 5/40 or 4/1, after hours calls occur occasionally during the year and support of TAR once a year. Core business hours are: 8 AM - 3:30 PM.
Key Responsibilities
+ Apply project management and engineering skills and knowledge during 5-step gated project process from conceptual to closeout.
+ Manage multiple projects and assignments in a timely, safe, and cost-effective manner.
+ Interact with project team members, key refinery stakeholders, and corporate SMEs to ensure that the project scope is clearly defined and meets the requirements of the end user.
+ Directly responsible to manage, address issues, provide direction and track progress of engineering contractors.
+ Coordinate activities of multifunctional project teams consisting of operating owner and contract employees.
+ Develop decision support packages (DSPs) for assigned projects, which include a project's objective, scope, schedule, benefits/justification, options, and costs.
+ Present DSPs to management to obtain approval and funding.
+ Initiate and participate in management of change (MOC) reviews for applicable projects.
+ Review design drawings and specifications and coordinate input from stakeholders. Participate in technical reviews with engineers from contract firms and equipment suppliers.
+ Manage project scope, cost, and schedule to ensure projects are delivered on time and on budget.
+ Ensure assigned projects comply with all applicable Marathon and refining industry specifications and standards.
+ Collaborate with project controls group for project scheduling, estimating, cost management, and forecasting.
+ Coordinate with procurement in development of contracting plan, including engineering services and equipment sourcing.
+ Develop Construction Work Packages and support construction and commissioning of assigned projects through field walks, responding to RFIs and approving installations before turning over to operations.
+ Provide documentation and support Operations and Maintenance departments to develop manuals, operating and maintenance procedures, and equipment training.
Education, Experience, and Skills
Minimum Requirements
+ Must have a Bachelor's Degree in an Engineering discipline.(Education must be obtained/completed prior to start date) (Degree must be accredited in US.)
+ Must have at least 8 years of combined experience as an Engineer and a Project Manager in a refinery, petro-chemical or other heavy related industry.
+ Must have at least 2 years of Project Management experience in a refining or petrochemical plant and other heavy industry.
+ Must be proficient in Microsoft: Word, Excel and Outlook.
+ Must have strong planning and coordinating skills.
+ Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.
+ Must have a valid driver's license. (MPC determines valid status.)
+ Must be legally authorized to work in the US without the need for future VISA sponsorship.
+ Travel Requirement is 5% or less.
+ Must be able to work one of the available schedules for the position are 9/80, 5/40 or 4/1, after hours calls occur occasionally during the year and support of TAR once a year. Core business hours are: 8 AM - 3:30 PM.
Preferred Qualifications
+ Technical background in automation and control system Project Management is preferred.
+ Familiar with refinery construction, reliability, maintenance, and operations is preferred.
