Carnegie Mellon University's Police Department is searching for a Public Safety Telecommunicator to join their team. This is an exciting opportunity for someone who thrives in an interesting and challenging work environment. You will contribute to the department by receiving and dispatching emergency calls and other information between the campus community and on-duty university police and security officers, keeping accurate records, and performing other office duties in addition to managing emergency calls.
**Core responsibilities include:**
+ Overseeing the operations of the communications center and dispatch desk during an assigned shift, ensuring that all incoming calls and visitors are dealt with properly and promptly. Monitoring alarms, video feed from university security surveillance system, and outside agency channels for calls near campus.
+ Providing general university information to callers and walk-in customers.
+ Receiving requests for assistance via phones, walk-ins, two-way radio, etc. and dispatching calls to proper police officer, guard, or traffic monitor. Dispatching Student EMS to on-campus medical calls. Transferring some medical calls to City EMS per protocol. As needed, notifying city medics, police, or fire departments. Point of contact for shuttle/escort radio communications.
+ Receiving emergency building maintenance calls and notifies appropriate parties and on-call personnel in Physical Plant/FMS, Housing, Student Life, etc., per established protocols. In the event of a campus-wide emergency, makes notifications, coordinates communications and notifications, summons mutual aid assistance, and prioritizes communication center traffic.
+ Maintaining accurate and detailed logs and records of dispatch activities. This entails typing, distributing, and filing reports, as well as processing requests for copies of incident reports.
+ Monitoring campus email and replying or forwarding as necessary
+ Assisting with general office duties

+ Ability to obtain authorization to access FBI/NCIC criminal history information through the PA CLEAN system within 30 days of hire.
+ Ability to recognize the full-color spectrum; Must be able to hear and communicate using telephones and two-way radios, as well as face-to-face.
+ A combination of education and relevant experience from which comparable knowledge is demonstrated may be considered.

Performs general security work in the protection of persons and property. Provides support with enforcement of UNC Health security and safety regulations. Prepares

Responsibilities:
1. Communications Communicates effectively via two-way radio, computer, email, telephone and via verbal communications within the Hospital Police Department, as well as with other law enforcement agencies, Hospital staff members, visitors and patients.
2. Emergency Response Assist with mental health patient custody issues and also assist in both arranging transportation to other facilities as well as escorting patients to units in house within the Hospitals. Provides immediate response for calls for assistance in dealing with patient, visitor or employee behavior issues and provides backup for Hospital police officers dealing with those situations. Responds to smoke, trouble or fire alarms as required. Participates as a functioning part of the Emergency Response Team to provide or prevent access to the involved area as required in emergency situations at the Hospital. Assist Hospital Police Officers as required in the removal of unauthorized persons from Hospital property. Maintains a working knowledge of emergency codes and Hospital police response procedures. Responds appropriately and in a timely manner to any and all emergency situations as well as activated security alarms.
3. Fixed Post Functions Emergency Department-Controls patient and visitor entry as appropriate into the E.D. Operates metal screening system to prevent weapons or other contraband from entering the patient treatment area. Maintains parking lot surveillance to assure safety and ensure parking availability for E.D. customers. Night Entrance- Controls the entrance of visitors and employees after hours at the Hospitals designated night entrance as well as screens for proper authorization and identification. Staffs other posts as needed.
4. Investigations and Incident Report Writing- Complete trepass, patient intervention and use of force reports with complete narrative into departmental records management system. Takes custody of items found, secures them properly and attempts to return property. Initiates risk assessments on D.O.C. inmates, patients and employees as required. I
5. Patrol Submits daily activity logs/reports before the end of the shift unless approved otherwise by the supervisor. Is knowledgeable of the security sensitive areas identified in the Security Mg plan and patrol area policy. Escorts employees, patients and visitors to parking areas. Provides after-hours access to secured areas for authorized personnel. Collects inventories and secures patient property when cashiers' office is not open. Patrols assigned area and properly documents/reports security or safety hazards. Locks/unlocks designated doors. Assures deceased bodies are entered and properly released from the morgue with proper ID. Transports patient commitment documents to the Magistrates' office. Interacts with personnel in patrol areas and challenges all suspicious persons encountered. Completes/documents the required number of patrols as specified by the Shift Lieutenant or Sergeant. Intervenes and redirects persons observed to be in violation of the UNC Health Care Tobacco-Free Workplace policy.
6. Traffic Control Conducts parking surveys when requested or required. Enforces applicable parking regulations. Initiates towing of vehicles as required. Reports malfunction of citation writing equipment to the proper persons so as to assure they are repaired. Patrols areas of responsibility and writes citations to illegally parked or unauthorized vehicles in a ?proactive? manner.

1. Emergency Response- Responds appropriately and in a timely manner to any and all emergency situations as well as activated security and panic alarms. Participates as a functioning part of the Emergency Response Team to provide or prevent access to the involved area as required in emergency situations. Maintains a working knowledge of emergency codes and UNC Hospitals Police response procedures.
2. Conflict Resolution - Mediates and resolves conflicts or disturbances involving patients, visitors, or staff. Use de-escalation techniques to manage potentially volatile situations. Assists with mental health patient custody issues and also assists in both arranging transportation to other facilities.
3. Community Policing- Protects and serves the hospital staff, patients and visitors of UNC Health Care, through law enforcement and crime prevention. Police Officers patrol campuses and investigate complaints and violations of State laws and local ordinances using the Community Oriented Policing philosophy. Develops and implements preventative patrol techniques and performs specialized duties to deter crime and promote effective safety and security practices across campuses.
4. Investigations and Incident Report Writing- Enters incident reports into the Police-Pak system in a complete, concise, and proper manner. Investigates and documents all incidents of a criminal nature, including follow up investigations. Apprehends and arrests criminals. Submits all paperwork for arrest, felony prosecution reports, and uniform citations in a timely manner. Runs criminal history checks and utilizes NCIC/DCI/CJLeads/NCAWARE. Takes custody of found items, secures them properly, and attempts to return property to its owner. Investigates lost/stolen/damaged property. Initiates risk assessments on D.O.C. inmates, patients, and employees as required. Assists and coordinates activities of outside police agencies. Follows departmental and NC criminal justice standards for the collection and maintenance of evidence.
5. Patrol and Surveillance- Patrols assigned areas to detect and deter criminal activity. promote an absence of crime. Properly documents and reports security or safety hazards. Escorts employees, patients, and visitors to parking areas. Provides after hours access to secured areas for authorized personnel. Collects, inventories, and secures patient property. Maintains, compiles, and transports patient commitment documents to the magistrate's office. Interacts with personnel in patrol areas and challenges all suspicious persons encountered. Serves warrants, orders, subpoenas, and all our duties as assigned.
6. Policy and Procedures/General Statutes - Maintains a familiarity with departmental policies and procedures as well as hospital policies to include the Departmental Policy Manual, the Hospital Administrative Policy Manual, Environmental, Health, and Safety Policy Manual, and Human Resources Policy Manual. Must have a good working knowledge of both Federal and N.C. Criminal Statues and be able to apply them as required in the course of investigations or while on patrol. Must have a working knowledge of what probable cause is and how it affects various arrest situations. Must understand the Use of Force Policy and apply force in the performance of duty in a proper and reasonable manner. Communicates effectively and in a timely manner with all appropriate members of the Police Dept. and Hospital Community.
7. Special Areas of Responsibility - Proactively manages specific assigned areas of responsibility to include the following Security sensitive area management, Light surveys, Airway box surveys, Panic alarm inspections, Access control inspections, Special events coordination, etc.
8. Community Engagement - Builds positive relationships with hospital staff, patients, and visitors. Provide information and assistance to enhance their sense of security and well-being.
