The North Carolina Department of Transportation (NCDOT) is seeking a Technical Specialist contractor analyst/designer/developer (>10 years experience) for a 12-month engagement for the Engineering Application Services Department (EAS) to enhance and maintain a mission-critical application for the department called HiCAMS.
HiCAMS is a custom, client-server, PowerBuilder application used to track work, materials and payments on North Carolina Division of Highways Construction projects. We also have many Java, C+ and asp.net/C# interfaces with various internal and external systems that need to be maintained and enhanced. Additionally, there is a list of new interfaces and web applications tied to HiCAMS that our clients want to have developed in the future.
The initial assignment will be to solve a Java upgrade problem in our Red Hat Linux server environment. Our Linux administrator wants to upgrade Linux but the upgrade causes our Java interfaces to fail. We need someone who can diagnose the error/problem and create a solution to allow the upgrade and our Java interfaces to work. We also have some fairly minor logic changes/enhancements to some of our Java interfaces that we need coded/tested/applied.
After those assignments are complete, this person would work on a part of the HiCAMS team to analyze/design/code/test/implement/support data windows in PowerBuilder 10.0 to replace approximately 100 sample test result spreadsheet formats that were coded using an outdated 3rd party software tool. Additional work will involve analyzing/designing/coding/testing bug fixes and other functional enhancements to the system and its interfaces.
This individual should have practical experience with all phases of the standard software development life cycle, including requirements gathering, analysis, design, development, unit & system testing, quality assurance testing as well as experience with business process transformation. Experience designing and interfacing with SharePoint and web-based solutions are also valuable skills were seeking.
Required Skills: (10+ years)
· Experience as a PowerBuilder developer using PB10 or more recent versions.
· Development experience in Java, particularly solving library and compatibility issues between versions.
· Strong SQL skills (HiCAMS uses a Sybase database but SQL skills in any database platform are acceptable)

This developer position will provide application development and support for Department of Children and Families (DCF) CARES related mainframe applications. This developer will work as part of a team to develop and enhance mainframe applications using technologies such as COBOL and DB2 databases to implement maintenance & enhancement mainframe functionality.
The Cobol Mainframe Programmer 5 (CMP5) will work on high profile mainframe application projects within the Family and Economic Support Technical Services (FESTS) section. The incumbent will maintain and develop online and batch application programs by reviewing, analyzing, coding, testing and debugging application code. They will develop specifications, diagrams, flowcharts and documentation. The CMP5 will analyze and develop programs using COBOL, DB2, VSAM, and JCL for the new enhancements. The CMP5 will implement application changes, enhancements and new applications and provide post implementation support.
This position requires a bachelors degree in a related area and 8-10 years of experience in the field or in a related area. Familiar with a variety of the fields concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. While this position will typically report to a project leader or manager, there will be an expectation of self-direction.
Knowledge of DCF programs, prior experience with the Wisconsin CARES system and familiarity with State of Wisconsin application systems, procedures, and development standards is highly preferred.
