The engineer role will be the technical resource for Entergy Arkansas's Energy Efficiency Department. **JOB DUTIES/RESPONSIBILITIES:**
The Engineer will be responsible for the analysis of energy efficiency measures, integration of energy efficiency standards, evaluation of energy efficiency savings as well as quality assurance and quality control processes, including conducting field inspections of completed projects and the supervision of contract field inspectors. The Engineer will ensure validity of the energy savings used to reach APSC mandated savings targets as well as support the associated regulatory filings. The Engineer will also calculate the Lost Contribution to Fixed Costs as prescribed by the Arkansas Public Service Commission. The Engineer will be the departmental lead for cost/benefit tests and the standardized system testing model (DSMore). The Engineer will work closely with Energy Efficiency Project Managers to audit work packages, develop departmental budgets, financial forecasts as well as report on the actual financial results. The successful candidate will have the ability to keep the department technically current while gaining essential administration skills by:

The compensation range for this exempt position is $30,000 - 40,000. The stated range is based on a good faith estimate of the compensation range for the duties, responsibilities and skills / experience required for the position. Starting pay will be dependent on experience and internal equity.

Primary Purpose
PRIMARY PURPOSE OF POSITION
PECO Assist in the development, delivery, and management of residential energy efficiency programs as part of an ICC approved energy efficiency portfolio to ensure cost recovery and minimize performance risk. Manage the process of "Request for Proposals" and awarding of contracts to subcontractors and vendors delivering energy efficiency programs to residential customers. Coordinate with other PECO departments providing program logistic support. Verify that products, services, and energy savings are delivered as required. Monitor, track, and provide necessary program performance data for measurement and verification purposes. PECO Manages the development and delivery of Large Industrial/Commercial/Governmental/Public/Non-Profit energy efficiency programs approved by the PUC as part of Pennsylvania Act 129. Responsible for Delivery of kWh and demand reduction goals as outlined in the plan, ensure cost recovery and minimize performance risk. Oversee the selection of the Conservation Service Providers (CSP) responsible for the implementation of the programs outlined in the Act 129 Filing. Responsibilities include program and vendor selection and management, contract oversight, and verifying that products, services and energy savings are delivered as required. Monitor, track and provide necessary program performance data for measurement and verification process. Delivers operational excellence across all areas of implementation including financial responsibility, program effectiveness, and program performance. Responsible for the attainment of individual and team goals. Demonstrates behaviors that promote a safe work environment, continuous improvement, and diversity through an awareness of inclusiveness of thought and ideas. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
Primary Duties
PRIMARY DUTIES AND ACCOUNTABILITIES
- Participate in the development of residential energy efficiency programs including evaluation of energy efficiency measures, design of programs, outreach to stakeholders and the market place, and filing of requirements.
- Lead the implementation function for energy efficiency programs. This includes issuing Request for Proposals (RFP), awarding contracts, obtaining legal review, tracking cost recovery and directing program specialists that oversee the vendor management processes, which include: Facilitate and oversee the RFP process to identify potential Conservation Service Providers (CSP), develop scope of work and selection of vendors.
- Manage the process of procuring services from subcontractors and vendors specializing in delivering energy efficiency programs to residential customers. This includes issuing Request for Proposals (RFP), evaluating responses, identifying best offers, obtaining legal review, coordinating with Supply Services, and awarding contracts.
- Provide ongoing oversight of CSPs. Develop performance metrics applicable to each program and in performance with the overall portfolio. Conduct regulator contractor and vendor meetings to obtain progress reports to ensure expectations and goal attainment. Track performance and provide feedback and corrective actions as necessary.
- Provide ongoing oversight of providers. Develop performance metrics applicable to each individual energy efficiency program and in conformance with the overall portfolio. Conduct regular subcontractor and vendor meetings and obtain progress reports to ensure expectations. Track performance and provide feedback and corrective actions as necessary.
- Manage all program communication and outreach needs. Work with Marketing to make certain that all messaging is accurate. Recruit residential partners such as retailers, builders, energy raters and auditors, and other trade allies for market outreach. Conduct training as needed to expand the program delivery network.

Work with CSP to develop outreach training for ESCO's, contractors and customers. Oversee training needs to expand the program delivery network.
- Demonstrate operational excellence by developing and meeting timelines and achieving results within assigned budget. Develop metrics, forecast and any other measures related to the success of the programs.
- Prepare program status reports to accurately monitor progress toward program performance and financial goals. Ensure that Accounts Payable (invoice review, verification and check creation) and Accounts Receivable functions (audit billing) are managed according to applicable Corp. Policies and Procedures and comply with appropriate accounting and Sarbanes Oxley rules.
- Create and sustain and environment that fosters the company's corporate values. Drive continuous improvement in quality and productivity of employees through the Performance Management process. Counsel, develop, direct, evaluate and instruct employees.

Work with Marketing promotions, Evaluation, Account Management and other teams to design a portfolio that maximizes performance.

- Assist in planning, and subsequently implement and manage energy efficiency programs as part of a portfolio approved by the Illinois Commerce Commission (ICC). Fulfill the day-to-day requirements to serve customers participating in energy efficiency programs.

- Develop the necessary performance metrics and track them to ensure that programs are delivered according to ICC rules and regulations to ensure cost recovery. Ensure that Company exposure to litigation risk is minimized.
- Manage all customer relations' issues arising out of energy efficiency programs.
- Provide data analysis and subject matter expertise in responding to ICC requests or implementation of ICC orders. This includes annual reporting of results.
- Number of personnel managed (direct): 3-6, (indirect): numerous contractors and vendors delivering programs.
- PECO
- Plan, implement and manage energy efficiency programs approved by the Public Utility Commission (PUC). As part of managing the portfolio and achieving the goals, work cooperatively with stakeholders, customers, contractors in the implementation of the measures. Fulfill the day-to-day requirements to serve customers participating in the energy efficiency programs.
- Hire, manage and develop professional staff including, group managers, program and contract managers and energy engineers to provide oversight of various Conservation Service Providers and program fulfillment vendors.
- Ensure that programs are delivered according to PUC rules and regulations to ensure cost recovery. Ensure that Company exposure to litigation risk is minimized.
- Manage all customer relations' issues arising out of energy efficiency programs. Provide data analysis and subject matter expertise related to assigned programs.
- Financial: Manage program expenditures of approximately $117M by Program Year 2013. Penalties for not achieving goals by 2013 are $M to 20M.
Minimum Qualifications
MINIMUM QUALIFICATIONS
- Bachelor's degree in Business or Engineering or related discipline
- 7-10 years relevant experience, with at least 7 years energy conservation / energy efficiency work experience
- A demonstrated ability to work within established budgets and deliver promised results
- A thorough understanding of regulatory oversight, utility cost recovery mechanisms, as well as regulatory energy efficiency and conservation requirements (e.g., ICC approved energy efficiency portfolio, PUC approved PA Act 129)
- An ability to communicate with and coordinate with a wide variety of professionals ranging from engineers to vendors, to subcontractors
- In lieu of degree, 9-12 years of relevant experience
