As the bilingual Spanish Preschool Partnerships Coordinator with the Preschool & Early Learning Division in the Department of County Human Services (DCHS), you will play a key role in supporting implementation and success of the Preschool for All (PFA) initiative. You will design and implement processes and systems that support Multnomah County preschool programs in becoming PFA sites with a specific focus on racial equity. You will develop and coordinate projects and draft and implement policies. You will gather and utilize input from providers of color, families, and culturally specific organizations to inform system improvements. You will act as a program representative for the Preschool & Early Learning Division with school districts, community partners, families, and preschool providers.
Your leadership, experience, and demonstrated commitment to racial justice will guide Preschool for All to build and sustain strong partnerships with preschool providers that are founded on a shared goal of high-quality, culturally affirming experiences for Black, Indigenous, and Families of Color.
Primary responsibilities include:
  • Oversee the PFA provider application and selection process. Act as a primary point person and support for prospective PFA providers and community organizations interested in partnering with PEL.
  • Play lead role in the development, implementation and oversight of partnerships with preschool providers and policy development for a new and highly visible initiative. Utilize the framework from the Preschool for All community engagement process and continue to gather and utilize input from Black, Indigenous and all providers of color, culturally specific organizations and other system partners
  • Act as primary point person within the division for key institutional partners.
  • Act as the primary driver and designated spokesperson other than the supervisor for highly complex interdivisional and interagency strategic programs.
  • Lead external partners to achieve preschool system goals. Key strategies will involve partners from many organizations and volunteers to support preschool providers. As initiative grows to a universal preschool program, collaborate with additional Division staff that will be added to increase program capacity.
  • Act as subject matter expert around early childhood programs, including preschool best practices, quality measurements, and culturally relevant approaches within the preschool initiative.
  • Support peers in planning with Intermediary Organizations along with Preschool Partnerships Supervisor and Budgets & Contracting Manager to co-design programs and contractual scope of work, support the work of Intermediary Organizations, and identify needed system changes
  • Advise Preschool Partnerships Supervisor to shape decision-making and support the growth of high-quality, culturally uplifting, developmentally appropriate preschool experiences for children in Multnomah County
  • Cultivate relationships with partners across multiple jurisdictions, disciplines and community groups to ensure strong communication and collaboration across the new preschool system
  • Collaborate and communicate with the other members of the Preschool Division Policy & Partnerships team to create and implement effective cross-sector strategies

Minimum Qualifications/Transferable Skills:

Position Summary
The Preschool Site Coordinator position demands a strong and varied skillset, the core components of which are detailed program management, effective and supportive supervision, and savvy partner and stakeholder stewardship. Our ideal candidate will have great relational ("people") skills, will be able to maintain composure under stress, will be approachable and collaborative with staff, upper management and will effectively represent IRCO and the specific needs of its immigrant and refugee client base.

The primary responsibility is to coordinate the Preschool for All programs and supervise the teaching team. The Preschool Site Coordinator is responsible for implementation, reporting, and evaluation of staff, with the support of the Preschool Programs Assistant Manager. This includes using tools and templates to complete workplans/work production schedule, ensure implementation of processes and annual plans in accordance with IRCO and Preschool Promise program requirements.

The Preschool Site Coordinator is expected to create and draft plans and documents for review by the Assistant Manager and contribute to the design of new processes.

The Preschool Site Coordinator will establish positive and collaborative relationships with the teaching team, Early Learning Leadership, and community stakeholders to ensure alignment with best practices specifically related to early childhood and services for families that are centered on Preschool Promise program goals. The Preschool Site Coordinator works in an extremely multi-background environment and provides services that meet IRCO goals and objectives for many different populations.

The Preschool Site Coordinator provides ongoing reflective supervision, training, and support to the teaching team. With the recommendation to the Assistant Manager for recruiting, hiring, discipline or termination of program staff. The Preschool Site Coordinator monitors progress towards program goals and completes program & agency reporting/budgeting in collaboration with the Assistant Manager and/or Early Learning Director. The Preschool Site Coordinator is responsible for monitoring and tracking program expenses.

Essential Functions

  • Coordinate daily preschool program activities and schedules; ensure high-quality, community-aware approach delivery; oversee student enrollment; and maintain all program records
  • Supervise teaching teams; monitor and evaluate performance; recommend staff hiring/staff terminations within organization policies and procedures to Preschool Programs Assistant Manager
  • Serve as the primary point of contact with all governmental and regulatory bodies in connection with the Preschool; ensure compliance with state licensing and Preschool Promise requirements
  • Train and orient new employees; encourage and ensure optimal communication through regular meetings. Ensure consistent interpretation of Agency policies. Consult with Assistant Manager, Early Learning Director, and Human Resources regarding staffing needs, disciplinary issues, work plans, etc.
  • Perform assessment and referral; training; supportive reflective supervision; and other services as needed to fulfill program goals and objectives
  • Assist the Assistant Manager with strategic planning for division programs and services
  • Monitor $00 K + program expenses such as personnel, supplies, local travel, client assistance, and professional development as directed by Assistant Manager.
  • Conduct outreach activities to promote programs and Agency objectives within the community. Establish and maintain cooperative external relationships with community partners, volunteer agencies, the community, and the public. Participate in committees and groups as required to fulfill program goals and deliverables.
  • Plan and facilitate staff meetings in collaboration with the Assistant Manager; meet with Assistant Manager monthly for required supervision
  • Respect and maintain confidentiality of information pertaining to families, personnel issues, and other program operations
  • Report on suspected cases of child abuse and neglect to the appropriate party and Assistant Manager
  • Participate in all Early Learning staff meetings, trainings, IRCO events, and other community meetings
  • Work with Assistant Manager to create, plan, and track expenses to monitor program budget
  • Collaborate with Assistant Manager and Data Analyst to write and submit program reports
  • Ensure all payment vouchers and reimbursements are completed within required time frames
Requirements

Education & Experience

MINIMUM JOB SPECIFIC QUALIFICATIONS:
  • Bachelor's Degree preferred with major coursework in Early Childhood and/or Social Work
  • Minimum 2 years professional leadership and early childhood experience working with multi-background staff in a team environment
  • Strong knowledge of best practices and approaches in early childhood programming
  • Demonstrated leadership experience, including experience delegating and sharing responsibilities in a collaborative environment
  • Must have knowledge of best practices in children services, early childhood developmental domains, and working with excluded groups, populations and communities of color

  • Utilize the family-centered parent coaching approach to build caregivers' confidence and skills and to ensure that progress is generalized
  • Provide services in the child's natural environment, in families' homes, daycare centers and/or other community settings; virtual services also currently available
  • Provide re-assessments and write progress reports (typically bi-annual)

Position Summary:

Person in this position serves as person in charge of developmental child care center.   • Facilitate the completion of required paper work, including but not limited to, classroom evaluations, attendance records, volunteer timesheets, and follows through as appropriate.

  • Conduct announced and unannounced site visits and classroom observations to ensure that the overall classroom environment supports the development of each child’s social, emotional, cognitive, language and physical skills through guidance, observation, modeling and training.   • Ensure partnering staff conduct home visits in a timely manner, provides support to ensure high quality parent communications during meetings and home visits. Ensures the development of Individualized Education Plans (IEP) on a timely basis and facilitates all team meetings. Ensures adequate documentation of team meetings and follow through of decisions.

  • Ensure appropriate communication with partners and works to ensure good relationships with partners. Communicates issues proactively to management team and works to create solutions to problems.

  • Responsible for actively assisting Coordinators working as a team to ensure the component is meeting its goals. Clearly communicates within the team and with the management team and colleagues.

  • Bachelor’s Degree in Early Childhood Education, Child Development or a related field. Master’s Degree Preferred.

  • A minimum of three (3) years classroom teaching experience and a minimum of two (2) years supervisory experience.

  • Demonstrated ability to facilitate peer-to-peer learning both one-on-one or in a group setting.

  • Demonstrated computer expertise; consistently upgrading skills to remain up to date on the use of technology in the classroom and the workplace.

  • Ability to manage multiple priorities efficiently.

  • Demonstrated written and verbal communication skills and the ability to lead a team.

  • Must provide on a biennial basis a physical from a licensed health care provider, clearing you under New York State Day Care regulations.

  • Background check is required prior to employment as required by NYS Day Care regulations and Federal Head Start Performance Standards.

  • Knowledge and understanding of issues related to individuals and families in poverty. The Child Development Specialist will provide daily programming and activities to children participating in children's programming in the MARFU program in the Child Development Room at Avivo Chemical and Mental Health. Responsible for providing care and facilitation of daily schedule and activities in the Child Development Room daily; 2. Responsible for facilitating/providing children's programming according to identified best practices; 3. PRIMARY RESPONSIBILITIES:
  • Facilitate daily children's program and activities of children with mothers participating in Avivo Chemical and Mental Health Family Program. Primary emphasis will be children ages 0-6.
  • Assist team in identifying youth's developmental needs and assisting mother in addressing youth's needs.
  • Plan, schedule, and implement age-appropriate children's programming utilizing High Reach Learning Curriculum and Celebrating Families! as appropriate.

  • Actively participate in the division's Trauma Informed Care Initiative and motivational interviewing. Support and implement evidence-based practices related to specific program area.
  • Employ a holistic approach including promoting health and wellness activities with participants.
Qualifications
  • High School degree, GED or equivalent experience or 1-2 years.
  • A minimum of two years experience providing early childhood services and/or services to young children and families, or Associate's Degree or Bachelor's Degree in Early Childhood, Social Work, Human Services or related field.
  • Must pass BCA and DHS background study prior to hire.
  • A minimum one year freedom from alcohol and chemical abuse addiction.
