Description: Reporting to the Associate General Counsel, Lockheed Martin Government Affairs (LMGA) and in support of the Vice President and General Counsel of Lockheed Martin Government Affairs, the successful candidate will perform paralegal duties in support the Vice President and General Counsel of Lockheed Martin Government Affairs (LMGA). Responsibilities include:

• CPS-008 sponsorships and business courtesy exception and agreement review, including the many events held at the Lockheed Martin Global Vision Center at 2121 Crystal Drive Arlington, Virginia.

• Develop, Update as necessary, and Deliver Compliance Training classes. Interfacing with responsible managers relative to their particular needs and concerns in this regard.

• Under the Lobbying Disclosure Act, manage lists of those included in the sweep, data calls, and regulatory filings

• Quarterly updates to LMGA Disclosure Controls and Procedures

• Audit support, including Internal Audit reviews of LD2, LD-203 filings and Lockheed Martin Employees’ Political Action Committee (LMEPAC)

• Drafting of LMGA policies and implementation of such policies

• State and Local Lobbying and Pay to Play Compliance: Director and Officer Surveys, including coordinating, supporting and advising Corporate Secretary’s Office, researching State and Local Laws, interfacing with outside counsel relative to underlying statutory schemes, filings and thresholds.

• Draft cease and desist letters with regard to external postings regarding LMGA events involving Members of Congress and Senate and Staffers who support such Members and Congressional and Senate Committees

• Assistance with PAC contributions, documentation, meetings, and Docusign

• In conjunction with the LMGA Associate General Counsel, support actions and responses to outside investigations and audits by the Defense Contract Audit Agency, the Office of Special Investigations, the Justice Department, the Government Accountability Office and other governmental bodies

• Responding to outside watchdog agencies relative to the Lockheed Martin’s Transparency Ratings

• Prepare Mandatory Disclosures under the Federal Acquisition Regulation, including disclosures from LMGA Domestic Field Offices

• Organization of Files, particularly those involving Legal and Policy Compliance with LDA, Federal Election laws, and state and local regulatory schemes relative to political activities, pay to play rules relative to Lockheed Martin contributions to state and local officials, and gifts and gratuities.

• Coordination of annual LMGA Anti-Corruption compliance Review and Certifications

• Review, drafting memo, and coordination of employees seeking government office under CPS 004 Political Activity

• Initial review and drafting of Conflict of Interest (COIN) reviews

• Consultant Package Reviews for Compliance with Revolving Door Statues and Post-Government Employment Restrictions

• Ensures LMGA Consultants are fully vetted and documentation is consistent with CRX-010 requirements; support due diligence reviews

• Draft LMGA consultant contracts with template and to include unique restrictions and variables as guided by LMGA Assoc. General Counsel and the Consultant Compliance & Strategy Team

• Send drafted agreements for execution using DocuSign and monitor/ensure timely execution of contracts

This is an on-site (4 days per week) position located at our Crystal City, Arlington facility. This position is also on a 9/80 schedule, with every other Friday off, as business allows.

**Position Summary**
The Lead Director of Federal Government Affairs will play a key role in developing CVS Health's Congressional relationships and building the company's reputation and enhancing long-term objectives through complex advocacy and campaign strategies. S/he will have a deep understanding of the legislative and regulatory processes, and strong relationships with Members of Congress. A successful candidate will have a track record of working collaboratively in a team environment, the ability to nimbly respond in a fast-paced environment while juggling multiple issues and priorities. S/he will partner closely with the internal policy teams to align priorities and efforts and maximize resources, in addition to coordinating with cross-company business teams to educate policy makers about key company initiatives.
The successful candidate will have the ability to develop and lead legislative advocacy strategies to support the company's advocacy/reputation agenda. S/he is responsible for identifying, and developing relationships with key Members of Congress. The candidate will need to work collaboratively and be a self-starter who can think strategically to problem-solve. S/he communicates effectively and comfortably with senior executives and high-level government officials, while demonstrating a high degree of professionalism.
**Required Qualifications**
+ 10 years of professional work experience.
+ 5+ years of Congressional/lobbying experience.
+ 2+ years of experience in the Federal Government (Legislative Branch experience is required).
+ 2+ years of experience devising multifaceted issue campaigns and advancing advocacy strategies to a positive conclusion on behalf of an organization or member of Congress.
**Education**
Bachelor's Degree required or equivalent years of relevant experience.
**Pay Range**
The typical pay range for this role is:
$144,200.00 - $288,400.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.

**Resp & Qualifications**
**PURPOSE:**
The Federal Government Affairs Director will be responsible for helping develop and implement federal Government Affairs strategy, communications and advocacy to support, promote and protect business objectives and policies of the company. The Director will communicate, advocate and reinforce CareFirst's opinions and positions throughout the Executive and Legislative branches of the federal government. This role will support the development of a positive perception among regulators, legislators, and stakeholders of CareFirst's mission and values and promote CareFirst as a public policy thought leader on healthcare issues nationally. The incumbent must have an excellent working knowledge of health policy issues facing the company, as well as the federal legislative, regulatory, and political landscape.
**ESSENTIAL FUNCTIONS:**
+ Engage federal government officials and their staffs on behalf of CareFirst to ensure that the companys position is considered in legislative and regulatory decisions, and that legislation and/or regulations are either introduced or amended to be consistent with CareFirst policy and objectives. Enhance and solidify effective working relationships with legislators, regulators, opinion leaders, and various constituencies and community groups such that CareFirst is positioned to influence policy development as a thought leader and trusted resource.
+ Working with public policy team and internal subject matter experts, coordinate CareFirsts positions regarding federal legislation and regulations. Research, develop and articulate positions on a wide variety of issues of public policy affecting the company. Advise senior management on federal legislators and regulators points of view and the effects of proposed laws and regulations on CareFirst.
+ Establish and implement proactive strategies to promote CareFirsts legislative and policy agenda, including managing contract lobbyists on the federal level and building coalitions necessary to influence legislation, regulation and policy positions that are consistent with CareFirsts goals and mission or avoid legislative and regulatory threats. Identify thought leadership opportunities.
+ Develop and implement a strategy to leverage the federal CareFirst Associates Political Action Committee to advance CareFirst policy priorities, enhance CareFirsts influence, and reinforce CareFirsts reputation as a thought leader.
+ Function as liaison with government entities, the Blue Cross Blue Shield Association and other trade associations as appropriate on federal issues. Communicate CareFirsts opinions and positions within trade associations and to government entities, influence the policy development at trade associations and encourage them to lobby on CareFirsts behalf.
+ Working with public policy team, track, monitor, and communicate legislative and regulatory proposals to senior management and relevant parts of the company. Consult with various divisions throughout the company to determine each legislative and regulatory proposals potential impact on (1) current business practice, (2) operational costs and efficiencies and (3) future strategic direction of the company.
**SUPERVISORY RESPONSIBILITY:**
This position has no direct reports, however, may informally lead teams in a matrix environment.
**QUALIFICATIONS:**
**Education Level:** Bachelor's Degree OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
**Experience:** 10 years progressive experience in government relations or public policy in the government and/or private sector. Strong relationships with legislative branches and committees of importance and in relevant positions within the Executive Branch.
**Preferred Qualifications:**
+ Master's or legal degree. Government service related to healthcare and/or health insurance. Strong relationships with key federal administration officials. Knowledge of the healthcare industry, as well as knowledge of CareFirsts history and operations.
