JOB SUMMARY: TheProbation Officer plays a pivotal role in carrying out the work of the Court and furthering the primary mission of Probation Services to ensure the safety and protection of the community, uphold offender accountability, and aid in offender rehabilitation. More specifically, this position is responsible for enforcing Court orders and assuring offenders compliance with conditions of sentencing, diversionary program participation, and parole, while at all times protecting public safety. This includes prevention of further criminal acts and technical violations and assistance with and promotion of positive change for offenders residing in or returning to the community.
The Probation Officer is expected to supervise offenders both in the office and in the field, based on the level of assigned supervision or need. The Probation Officer works closely with other members of the Probation Services Department team, as well as with other County and Court departments and staff, to assure that offenders' resource needs are being met. The Probation Officer must be able to build rapport with others and to interact effectively and cooperatively with law enforcement and human services agency/treatment personnel. Excellent communication skills are thus essential. The Probation Officer also attends and provides testimony during hearings and other Court proceedings. Upon gaining knowledge and expertise, the Probation Officer may be assigned to perform mentoring, training, educational and leadership tasks within the Department.
This is a peace officer classification; the Probation Officer has powers of arrest for offenders under the jurisdiction of the Adams County Court of Common Pleas. There is a potential risk of physical injury and/or death associated with the work of the Probation Services Department. The Probation Officer may carry an approved, office-issued firearm upon satisfactory completion of the established Pennsylvania County Probation Officers Firearm Commission course and receipt of certification. Completion of any required subsequent courses to retain certification is also required. It should be noted that those who carry a firearm assume an immense responsibility that must be taken very seriously.
HOURS WORKED: The individual working in the position of Probation Officer traditionally follows the operating hours of the Adams County Court of Common Pleas, which is Monday through Friday, 8:00 AM to 4:30 PM. However, it is to be understood that the Court may set hours, change start and end times, require working through lunch periods, require overtime work, require weekend and/or evening work, or in any other way adjust schedules as needed to ensure the availability of judicial services to the public and to ensure efficient court operations. After training period, Probation Officers have a more flexible schedule depending upon their caseload.
QUALIFICATIONS FOR HIRE:
- Verification of Bachelor's Degree from an accredited college or university is required, with knowledge of modern principles of criminology; degree in Criminal Justice, Criminology, Social Work, Sociology, Psychology, or related field is preferred.
- Valid driver's license.
- General knowledge of Microsoft Office products required.
- Knowledge of contemporary office practices and procedures.
- Subject to the Medical Marijuana Act, 35 P.S. § (4), which prohibits an employee from being under the influence of medical marijuana in performance of duties within this job description.
- Subject to Act 57 of 2020 background checks and employment reporting.
- Successful completion of Basic Probation/Parole Training Academy or Orientation classes and testing. Must complete 40 hours of training per year.

POSITION SUMMARY:
The Probation Officer serves in the Probation Services Department and reports to the Probation Services Supervisor.
The Probation Officer is responsible for investigating and supervising defendants/offenders referred by the court for basic supervision.
Summary of Job Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The essential duties and responsibilities of the position are as follows:
- Supervises and monitors offenders granted basic supervision by the court to ensure compliance with supervision terms and conditions, including court ordered financial obligations.
- Prepares case plans and sets goals for offenders in accordance with conditions set by the court. Identifies offender needs and makes referrals for assessment to the court, mental health, substance abuse, and/or other appropriate programs or persons for assistance.
- Testifies in court and makes recommendations. Attends revocation/violation, status, and other court hearings to provide input pertaining to the offender's supervision.
- Maintains records and documentation to record changes in address, employment, and other matters.
- Processes offenders onto supervision in accordance with accreditation standards by completing appropriate forms and documents.
- Collects urine samples and conducts breathalyzer tests.
- Collects DNA samples from felony and selected misdemeanor offenders using a buccal swab collector.
- Conducts searches and seizures for contraband or stolen property, and makes arrests when offender is in violation of supervision terms and conditions. Facilitates and/or prepares necessary documentation for the detention and/or arrest of the probationer.
- Compiles statistical data reflecting number of offenders on supervision, terminations, warrants issued, transfers, and other information to assess day-to-day functioning of programs.
- Obtains certification in approved risk assessment tool (ORAS) and conducts assessments in a timely manner.
- Participates in training opportunities, court activities, projects, and committees as requested or required.
- Completes other duties and responsibilities as required.

- Knowledge of: counseling; chemical dependency; social work; corrections; Ohio Revised Code as it pertains to probation functions; court system procedures and processes; criminal justice system; community social service agencies and resources; universal precautions for control of blood-borne pathogens; criminal justice services policies and procedures.
- Ability to: establish rapport with probationers of various social and economic backgrounds; establish case priorities; perform under stress when confronted with an emergency, critical, unusual, or dangerous situation; work with resistant clients; physically make an arrest; participate in training to properly utilize a conducted energy weapon (Taser) and pepper spray; participate in a physical examination that includes an agility evaluation.

This position serves as the Lead Probation Officer for the Yakama Nation Tribal Courts. By the direction of the Justice Services Administrator Deputy Director, the Lead Probation Officer will: a) develop and update the programs goals and objectives for review and approval annually, b) provide oversight and leadership to the Probation Services Office staff to ensure adherence to the YN Personnel Policy Manual and the programs missions, goals, and objectives; c) supervise, provide referrals, and support/encourage adult offenders to complete court ordered services and maintain compliance to promote sobriety, wellness, and reduce recidivism; d) engage and monitor client's progress and compliance with court orders and take appropriate actions; e) complete intake and ongoing assessments of clients to determine risks and strengths and properly/ethically report to the court in written form; f) coordinates service referrals and maintain working relationships with outside providers for treatment, community services, and etc.; g) researches, develops, and implements an evidence/solution based practice model within the Probation Services Program; h) provide input and direction into case management and offender supervision strategies with probation staff; complete reports as directed by the Justice Services Administrator; and i) other duties as assigned.
Examples of Work Performed:
Develops and updates intake and risk assessment that will be used universally for all clients of Probation Services.
Conducts pre-sentence investigations, using a screening assessment tool to determine risks of reoffending and to identify any relevant mental health or substance abuse risks that may assist the court in disposition.
Develops case plans for offenders and assists and supervises probation staff in developing their case plans which may include a referral for drug/alcohol, mental health, or domestic violence assessments. Referrals are based upon court orders and may also include community services.
Coordinates and communicates with family members, employers, schools, counseling agencies, and other community resources regarding the client's supervision, plans, and progress. Takes appropriate action for probation violations, including filing reports to the court.
Attends and participates in court proceedings, providing written and oral reports on client's progress.
Effectively communicates with clients to ensure they understand their responsibilities and the consequences of non-compliance with court orders.
Actively seeks out opportunities with community agencies for community service projects.
May be assigned new projects and tasks not included in the job description to assist other Justice Services programs/staff as requested by the supervisor.
May be required to manage grants.
Knowledge, Skills and Abilities:
Knowledge and background of effective probation work, the court/criminal justice system, and a good understanding of human behavior, substance abuse, and mental health issues.
Knowledge and ability to apply Yakama culture and traditions when appropriate.

Bachelor's degree in social work, law and justice, or related field preferred, but candidates with a Bachelor's degree in any other field encouraged to apply; will consider candidates with an Associate Degree if candidate demonstrates otherwise qualified and has 3-4 years experience in case management.
Must maintain good attendance, and upon request, provide a statement of work history with previous employers.
Must possess a Probation Officer Academy Certificate or successfully complete Probation Academy within one year of employment.
Must maintain and uphold professional and ethical standards, which includes (but not limited to) confidentiality.
Required to pass a criminal background check and have no felony convictions and must maintain a clear record during employment.
Required to pass a pre-employment background check.
Required to pass a pre-employment drug test.
