**A Snapshot of Your Day**
As a Procurement
Professional, you will focus on the tactical execution of procurement
strategies for your assigned commodities. You will focus on internal customers and partners who can't be
successful without your contribution, timeliness, and visibility. You will work
in a highly motivated team with a can-do attitude, helping and supporting each
other. You will tackle short-term/daily
issues, creating huge value for our factories and customers, and in parallel,
you will work with the global commodity management teams to develop and
implement long-lasting improvement and development projects. You will become an
expert in tactical execution, expediting, strategic negotiation, and supply
chain performance management.
This role will have a
strong focus on reviewing drawings/specification and identifying suppliers for the
increasing work scope to support upcoming nuclear work at Siemens Energy. This Buyer
will also be responsible for quoting and procuring multiple commodities such as
forgings, hardware and machined parts. Assessment and development of new
suppliers that align with Canadian utility and customer supply chain sourcing
goals and targets of carbon reduction, EDI, Indigenous involvement, and local
content will be crucial. Multi-function collaboration and support are required,
and this Buyer will interface regularly with design engineering, external
suppliers, CVE, global commodity management, and others.

+ Leading and coordinating the purchase of forgings,hardware and machined parts.
+ Review and analyze engineering drawings andspecifications.
+ Review, analyze and optimize applicable project data.
+ Develop strategies for Nuclear Projects related to USand Canadian sources which includes external and internal supply chains.

**What You Bring**

* Coordinate the procurement of subcontracted services and administer assigned subcontracts to accomplish project or group objectives and obligations.
* Subcontracting assignments typically will consist of professional or technical services, and major or complex construction services on larger projects, or may be assigned as the Subcontracts Manager for all subcontracting on a small project.
* Provide tracking of subcontract activity, progress information, and guidance to project personnel on subcontracting issues, with specific attention to change management and financial status.
* Coordinate closely with Engineering, Construction, and all other disciplines for continuity and overall program effectiveness.
* Perform all subcontract formation duties for assigned subcontracts, including prequalification of bidders, solicitation of proposals, proposal evaluations, source selection recommendations, development of negotiation strategies, leads negotiation of contract terms and pricing issues, conformance and finalizing of agreements, and subcontract issuance and execution.
* Develop prime contract flow-downs applicable for the project and ensure applicable flow-downs are identified, addressed, and included in assigned subcontracts.
* Obtain necessary reviews and approvals of bidder exceptions, bid evaluations, source selection recommendations, Subcontracts, and change orders prior to execution.
* Ensure budget compliance issues are addressed and award subcontracts.
* Perform subcontract post-award administration duties, including change order management, contractual compliance, invoice verification, performance evaluation, closeout of agreements, and records retention.
* Maintain the database of potential and qualified subcontractors, including performance history.
* Utilize established policies, procedures, systems, and tools to assure maximum contribution.
* Preparation of proposal deliverables related to subcontracting, including pricing of subcontracted services, execution approach narratives, and labor hour estimates for subcontracting.

The Procurement Consultant partners with business leaders/internal procurement group to meet expectations to make sure that all purchases are smart, timely, cost-effective, and aligned with MassMutual Procurement policies.

  • Drive key sourcing events and negotiations, leveraging the full suite of sourcing capabilities and market analysis

  • Responsible for managing and negotiating deals for select supplier relationships in the organization

  • Coordinate with Procurement, Contracting, Spend Analytics, Risk, Responsible Sourcing, Accounts Payable, Enterprise Risk Management, Enterprise Technology etc. to ensure an effective sourcing process and end-to-end supplier management approach

  • Champion third party risk management process compliance

  • Partner with Procurement to develop and execute supplier negotiations strategies to achieve the best value and least risk for MassMutual

  • Collaborate with cross-functional teams to ensure key contracting elements, including service level agreement components and evaluation process are aligned and included in the draft contract before passing to Legal for review

  • Lead supplier onboarding and offboarding activities, including, but not limited to, coordinating supplier training, granting system access and ensuring that the supplier is familiar with their main contacts within MassMutual

  • Determine and lead appropriate supplier specific ongoing monitoring plan (operational business review meetings, executive oversight meetings, issue management reviews, performance monitoring, contract management reviews, risk management reviews etc.)

The Minimum Qualifications
  • 3+ years procurement, sourcing and negotiation experience

The Ideal Qualifications
  • B.S. in business or related fields

  • Experience in financial or insurance industry desirable

  • Experience in working complex sourcing projects

  • Experience creating and leading RFI/RFX sourcing activities to realign suppliers in the category

  • Possesses a strong understanding and prior working experience in supplier management activities including performance management (SLAs, KPIs etc.), relationship management, contracting and risk management

  • Seasoned individual capable of handling broad-scope projects with short to medium term focus independently

  • Team player who collaborates with business units and functional partners (i.e., IT, finance, HR, legal)

  • Extensive experience in negotiating agreements and managing complex vendor / client relationships and being creative to structure win-win outcome while optimizing value for MassMutual

  • Strong influencing skills to encourage leaders from across MassMutual towards positive supplier relationships and results delivery

  • Courage to influence across the organization for compliance with standards and escalate noncompliance when needed

  • Demonstrated verbal and written communication, change management capabilities, business acumen, project management and leadership skills

  • Ability to lead through transition; Communicate the vision for the future and provide motivation for people to change; Address questions and resistance to change with confidence and an understanding of what is needed for buy-in

**Armament Systems** specializes in the development and production of Ammunition, Guns and Precision Guidance Ordinance.
**Position Summary:** Sources and procures goods and services of a commodity nature from many suppliers. Initiates Requests for Quotations and Proposals and receives same, analyzing proposed pricing from potential suppliers. In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Works with internal customers to ensure specifications are appropriate for the services or products required. Identifies opportunities to reduce cost, improve efficiency and manage risk through targeted negotiations. Issues purchase orders. Manages performance of purchase orders, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Reviews and approves supplier payment as needed. Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.
This candidate will join the Mechanical Commodity Team and will be responsible for leading a sub commodity centered on Custom Packaging, and Metal Components. Previous background working with build to print packaging, in a FAR/DFAR or tightly controlled environment is preferred.
**Basic Qualifications:**
+ 9 years of experience required. Will consider a Bachelor degree with 5 years experience, or a Masters with 3 years of experience in procurement, contracts, subcontracts or related field.
+ The successful candidate must have experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments).
+ Applicant must understand the proposal process, pricing instructions, terms and conditions and determine the adequacy of supplier proposals received.
+ The successful candidate will possess strong leadership, communication and writing skills as well as identification of risk mitigation techniques and problem-solving skills
+ Must be a US citizen
+ Able to obtain a secret clearance
**Preferred Qualifications:**
+ Expertise in Word and Excel.
+ Experience using CostPoint, Cognos and SharePoint
+ Knowledge of: U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), with specific working knowledge of Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedures.

Salary Range: $79,100.00 - $118,700.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
