The Strategic Procurement Professional position is an individual contributor role that provides strategic leadership for the bearing and babbitted parts commodities within Siemens Energy Compression Service Global Organization. Collaborate with departments and suppliers to develop commodity strategies for cost savings, timely delivery, quality, and lead times.

+ Develop comprehensive strategies that support company objectives.
+ Lead specific supplier relationships fulfilling the accountabilities of the Supplier Relationship Leader.
+ Responsible for the creation and/or deployment of Cost Models for designated commodities/services/products and the development and delivery of the agreed financial commitments.
+ Responsible for developing the relevant category and parent and/or vendor level supplier strategies and of their execution.
+ Facilitate category teams and develop collaborations.
+ Implement processes and programs to drive continuous improvement in all regional sites and local targets.
+ Keep current with global market conditions of commodity category and apply data appropriately to negotiations with suppliers that will lead to long term agreements.
+ Apply market data, supplier risk analysis and company's strategic direction to develop and implement long term commodity strategy.
+ Visit suppliers as vital to analyze facilities and processes, negotiate pricing, quality, and lead-times, which lead to maintaining effective long-term supplier relationships.
+ Work with various functional areas such as Engineering, Quality and Finance in order to resolve problems associated with the commodity.
+ Develop and implement scoring methods (pricing/business alignment matrix) to accurately assess new suppliers' strategic fit within the Siemens Energy business landscape.
**What You Bring**
+ Bachelor's Degree or equivalent experience in Business, Supply Chain Management, Engineering or related field
+ A minimum of 5 years' collective experience working in Supply Chain, Purchasing, Sourcing, Engineering, Technical rigor or similar function
+ Advanced knowledge of sourcing processes.
+ Mature understanding of multiple aspects of supply chain value stream.
+ Experience handling Long Term Contracts and negotiating sophisticated terms and conditions.
+ Strong working knowledge of manufacturing techniques and processes for assigned commodity.

Acquisition

Responsible for the preparation and review of solicitations, including, but not limited to, Requests for Proposals, Invitations to Negotiate, Invitation for Bids, Invitation for Quotes and other solicitation methods. Ensures compliance with all applicable procurement policies and procedures, including, but not limited to, procurement code, manual, local ordinance, and state statutes. Reviews, corrects and researches using Departments specifications to ensure competitive and non-restrictive requirements. Ensures basic requirements and industry standards/certifications are included, determines if licensing, insurance and bonding are required.

Ensures solicitations are processed timely.

Prepares solicitations for release.

Conducts procurement planning sessions with Departments to ensure understanding of the solicitation process, develop a solicitation timeline and clarify roles and responsibilities.

Facilitates public meetings, including but not limited to, pre-bid and pre-proposal conferences, site visits, bid openings and evaluation committee meetings.

About You

Minimum Qualifications:

A Bachelor's Degree from an accredited college or university in Accounting, Finance, Public/Business Administration, or related field AND one year of experience in public and/or private sector procurement

- OR - An Associate's Degree from an accredited college or university in related field AND three (3) years of experience in public or private sector procurement

- OR - Progressively responsible professional experience which provides the requisite knowledge, skills and abilities for this job may be substituted on a year-for-year basis for the required degree.

Preferred Qualifications:

Three (3) years public and/or private contract experience.

CPPB or the ability to obtain CPPB within three (3) years.

Job Competencies: Knowledge of local, state and federal public procurement methodologies. Ability to think and communicate strategically and analytically, both orally and in writing. **A Snapshot of Your Day (position overview)**
The
Project Procurement Professional in Proposals is the procurement lead in the
proposal phase for Large Rotating Equipment (LRE) and represents the
procurement function to the project organization and the customer in the
Americas Region.
The
PPMP role crafts the project procurement budget for GT auxiliaries, introduces
sourcing strategies, works with the buyers to get quotes, and estimates costs
for special purchases to contribute to the success of the project and operative
results.
The
PPMP must also champion the proposal needs within the procurement department to

About Our Job

Provides support to the Procurement Contract Strategy & Compliance group and Procurement Official including but not limited to procurement and non-procurement contract analysis and coordination to accurately record documents in the OnBase database. Position includes OnBase database maintenance, budget entry, public records requests and other responsibilities outlined below. This position requires multi-tasking, problem solving, prioritizing, strong communication skills and the ability to work independently. It also requires a high level of customer service skills when interacting with internal and external customers.

Job Description

Systematically reviews and verifies all procurement and non-procurement amendments, contracts, and other ancillary documents, performs analysis and interprets contents including vendor information, commencement, project duration and other necessary details, and accurately makes required entries into the OnBase database. Handles the flow of contracts in and out of Procurement in a timely manner, identifying issues, coordinating with the Office of the County Attorney and the County Signature Authorities. Maintains database of information surrounding the pick-up/drop-off process. Ensures compliance of regulatory/county principles, policies and practices.

Serves as Procurement's public record and record retention liaison responsible for fulfillment of all records request related to Procurement's business practices. Ensuring all rules and procedures are compliant with Chapter 119, Florida Statues. Understand Public Records Law and Public Records 101, facilitates and coordinates with appropriate staff to research and compile all responsive records to public records requests, in a timely and efficient manner. Escalates questions and concerns to the public record's office as needed.

Assists Procurement Contract Strategy & Compliance group and Procurement Official with projects as assigned. Provides direct assistance to the Procurement Official including screening calls and visitors, and appointment scheduling for internal and external meetings, conferences, etc. Assists with the preparation of correspondence, memos, budget entry, talking points and other materials needed. Primary P-Card holder for Procurement.

Acts as the OnBase eGenda Procurement Gatekeeper, analyzing each item and assigning eBars and eCars to the appropriate Procurement & Contract Specialist. Routes eBARs and eCARs back to the Office of the County Attorney upon receipt and verification of vendor contract and amendment originals. Coordinates the routing of BCC approved procurement items to the Office of the County attorney for approval. Responsibilities entail understanding of operating and capital budget, grants, vendor contract origination and amendments for accurate and prompt routing of eGenda items.

Effectively responds to procurement concerns from external vendors, citizens and internal departments via telephone, email, and in-person. Must exercise tact, diplomacy, and problem-solving skills to develop an appropriate course of action. Coordinates and communicates effectively with all stakeholders to resolve concerns in a timely manner.

Coordinates and assists with training and development programs to educate BCC departments on Procurement policies and procedures.

About You
