Description of Essential Duties
+ Analyze the activities on site for the project, determine and report on how these activities affect the results of the project (not just financial results).
+ Assist Project Manager and Senior Leadership on presentations, bid preparation, site contract clarification and attend meetings as required.
+ Assist management and the IT staff in the implementation including but not limited to company tracking system, time and attendance system and all site/client specific tracking software.
+ Assist with the development of internal & external dashboards for measurement of KPI’s.
+ Create, maintain, and communicate the budget, variance to budget and variance request log weekly, monthly and annually (project related).
+ Ensure accurate forecasting, trending and measuring actuals against Key Performance Indicators (KPI’) / Key Elements consistent with the project contracts. KPI including but not limited to planning, scheduling, estimating, time & cost controls, safety performance, and information management.
+ Generate and maintain reports on required frequency including but not limited to estimated vs. actual labor & materials
+ Manage Purchase Order (PO ) in company tracking system, site/client specific tracking software and accounting reports including value notifications to management and specified project personnel.

+ Perform general office work due to employee absence or increased work volume.
+ Verify and approve accounts payable activities including coding, vendor inquiries and reconcile discrepancies. Match bills to purchase orders insuring that correct items and quantities have been received while identifying and correcting all inaccuracies.

**SUMMARY**
The Project Controls Specialist position with Contra Costa Electric requires relevant construction experience to support planning and scheduling for electrical projects. This individual will be directly responsible for budgeting, change management, scheduling, project performance management in the areas of cost control, risk control and resource planning. This position will be on a job site located in Oakland, CA.
**ESSENTIAL DUTIES AND RESPONSIBILITIES**
Project Performance Management:
+ Track project progress and perform analysis of bottlenecks, and trends.
+ Analyze plan production vs actual production to predict future production that will inform decisions regarding the management, and control of the project.
+ Implement appropriate performance management techniques for the project.
+ Identify and communicate trends and deviations from the original plan and recommend appropriate corrective actions.
+ Coordinate and manage job startup and closeout meetings in accordance with the job closeout and startup procedures parameters.
+ Work with project team to identify roadblocks to productivity and reporting, acting as a liaison between office and field to communicate the importance of performance metrics.

+ Establish and maintain the reporting structure for projects to bridge the information gap among stakeholders.
+ Enable complete transparency and accountability for the project.
Cost Control:
+ Identify, apply, and evaluate cost control techniques to support the monitoring, managing and reporting of costs.
+ Compile and access the project's actual progress on regular intervals to leverage trends and forecast a realistic project cost and schedule completion.
+ Develop project labor rates in accordance with prevailing wages, union agreements, and customer parameters.
+ Create project/change order budgets and cost breakdown structure.
+ Assist PM in creation and submission of change proposals.
+ Identify budget shortfalls and work with the project manager to mitigate impacts.
+ Evaluate productivity metrics for projects and communicate these metrics to project team.
+ Ensure proper change management throughout project phases, assisting in entry of change order budgets as required as a supplementary resource to the Project Manager.
+ Assist the Project Manager in budget forecasting and establishment of a realistic cost at completion.
+ Work with PM to prepare quarterly project revenue forecast projections for division.
+ Provide support to the subcontract change management, and closeout processes.
Billing:
+ Manage/lead all aspects of the GMP billing process.
+ Assist PM to obtain subcontractor schedule of values.
+ Review and process subcontractor, vendor, material-on-hand (MOH) billings and ensure timely payments.
+ Manage lien release process for subcontractors, vendors, and CCE.
+ Provide weekly report out on project AR efforts focusing on oldest receivables and assist the Project Assistant team with mitigating challenges with collection.
**QUALIFICATIONS**

+ Clearly identify how approaching risks impact the projects' schedule and budget and drive these to the forefront for discussion and mitigation if necessary.
Resource Planning:
+ Create and update a Division Schedule for all projects, tracking start and end dates as they fluctuate to assist in resource planning and manpower assignments.
+ Create high level schedules for project bids, as well as manage scheduling for smaller projects as required as a supplementary resource to the Project Scheduler.
+ Assist project managers in resource management for Virtual Design Coordination, Project Assistant, and Project Controls teams.
+ Complete software and hardware requests for IT needs for Division Manager approval.

+ Understand and implement accepted Planning & Scheduling Best Practices
+ Analyze drawings, specifications, and statements of work in the preparation and acceptance of usable Baseline schedules for construction.
+ Monitor multiple project schedules being developed and updated by Operations staff and provide guidance as necessary.
+ Interact with the Operations team and represent Clark and its partners in the best manner to owners, subcontractors, and their representatives.
+ Support the development of conceptual bid and proposal schedules with executive management and present to selection committees if required.

**What You Will Do**
This Project Controls 4 (PCE4) position is a Project Controls Division position that implements project controls system, processes, procedures and tools on a project or program within LANL. The Project Controls Division provides subject matter expertise, which support standard Project Management operations along with application of the certified Earned Value Management System (EVMS) where appropriate for ensuring that control systems are maintained in compliance with that certification. Focus is on delivering quality projects and programs, safely and in compliance within scope, schedule, and budget for the lab.
**What You Need**
**Minimum Job Requirements:**
+ Demonstrated experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, schedule control, and schedule analysis.
+ Demonstrated experience in cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost and variance analysis.
+ Demonstrated experience in preparing project controls reports, plans, and detailed staffing utilization plans.
+ Ability to obtain and maintain DOE Q clearance (see additional details below).
+ Demonstrated advanced knowledge and extensive experience using scheduling software tools such as Primavera P6.
+ Demonstrated advanced knowledge and experience using cost processors such as Cobra.
+ Demonstrated advanced knowledge and experience using personal computer operating systems and general computer applications and software, including several basic software applications such as Microsoft Word, Excel, and PowerPoint.

The Project Controls Specialist works closely with other project controls and project management teams to monitor project budget and schedule performance, prepare projections of potential results based on trending data, analyze deviations from expectations, and find opportunities for improving the outcomes of the project. Project Specialists will be involved in multiple phases of construction projects from award to close-out and will work with various systems and reports in the performance of project controls duties. Responsibilities may vary between working with a single large project or with multiple smaller projects simultaneously.

  • Assist project controls leadership in implementing control processes to achieve the financial and schedule objectives. Solicit current and forecasted cost information from all project-specific trade partners.
  • Under direct guidance of Project Controls management, support fulfilling the contract's financial and schedule requirements.
  • Work with various contract types such as lump sum, guaranteed maximum price, and integrated lean project delivery and apply control measures appropriate for each type of project.
  • Carry out appropriate work breakdown structure of sub-jobs, cost codes, and categories to optimally manage the project budget, schedule, and production management processes.
  • Review the project estimates with the project team to understand the scope, work breakdown structure, self-perform areas, subcontracted areas, and general requirements.
  • Assist with project and job setup in the accounting system; including, job information entry, cost codes and categories assignment, and workflow key players designations.
  • Participate in the development of project-specific plans for efficiently implementing appropriate controls processes and tools vital for achieving project financial and schedule objectives.
  • Support creation and maintenance of project production management plan, including master schedule, production strategy, constraint removal, make work-ready, weekly and daily plan, and production tracking.
  • Assemble and analyze productivity measurements and progress metrics to identify trends, and use expected future performance to forecast likely outcomes, then compare to estimated amounts to understand variances. Communicate findings to project leadership and together pursue opportunities for improvement.
  • Compile earned value reporting by incorporating financial and schedule plan and performance information together in the form of percent earned graphs, labor curves, and cashflow graphs to communicate potential variances from expectations to the team.
  • Assist project teams in analyzing costs for labor, materials, subcontracts, and general conditions to update the revenue, cost, and profit projection at completion and identify variances with the budget.
  • Work with project management to identify deviations from contracted project scope and prepare documentation and pricing for submitting change requests to customers for compensation.
  • Attend monthly project review meetings to discuss the status of financial and schedule performance, projections, cash position, labor, productivity, earned value, risks and opportunities; then develop strategies for achieving or surpassing objectives for these areas.
  • Support project controls leadership in performing project accounting audits by customers as required.
  • Complete financial reporting and analysis as necessary to support the project, operating group, and corporate objectives.

What we expect from you:

  • Bachelor's degree in Construction Management, Project Controls, Business Administration, or Engineering. A combination of education, training, and/or experience may be considered in lieu of a degree.
  • Minimum of 2 years of related construction project controls experience required.
  • General knowledge of construction project controls principles and project management processes preferred.
  • Skilled in Microsoft Word and Outlook, proficient in Microsoft Excel, familiar with project management systems, and knowledgeable of Power BI beneficial.
  • This role may require a valid Driver's License and clear Motor Vehicle Report.

Physical requirements and working conditions:

While performing the duties of this job, the employee is frequently required to remain in a stationary position for up to eight hours. The employee occasionally is required to move to access people or workspaces. Constantly operates a computer and other office equipment, such as a calculator, copy machine and computer printer. The ability to optimally communicate is required. The employee may occasionally move up to 15 pounds.

The working conditions of this position requires the employee to work inside an office environment. The environment for which this position functions may contain scents and fragrances. May be requested to work overtime and weekends.

The anticipated salary range for this position is $91,500 - $117,166 per year. This range represent what The Boldt Company reasonably expect to pay for this position, but the actual compensation offered will be dependent upon numerous job-related factors, including but not limited to candidate qualifications, skills, experience, education, location, alignment with market data and internal equity as well as other business and organizational needs. Our expectation is that the incumbent will work at our Sacramento, CA office. If the incumbent works out of a different location, the anticipated salary range is subject to change.
