Job Description

Description of Essential Duties
+ Analyze the activities on site for the project, determine and report on how these activities affect the results of the project (not just financial results).
+ Assist Project Manager and Senior Leadership on presentations, bid preparation, site contract clarification and attend meetings as required.
+ Assist management and the IT staff in the implementation including but not limited to company tracking system, time and attendance system and all site/client specific tracking software.
+ Assist with the development of internal & external dashboards for measurement of KPI’s.
+ Create, maintain, and communicate the budget, variance to budget and variance request log weekly, monthly and annually (project related).
+ Ensure accurate forecasting, trending and measuring actuals against Key Performance Indicators (KPI’) / Key Elements consistent with the project contracts. KPI including but not limited to planning, scheduling, estimating, time & cost controls, safety performance, and information management.
+ Generate and maintain reports on required frequency including but not limited to estimated vs. actual labor & materials
+ Manage Purchase Order (PO ) in company tracking system, site/client specific tracking software and accounting reports including value notifications to management and specified project personnel.

+ Perform general office work due to employee absence or increased work volume.
+ Verify and approve accounts payable activities including coding, vendor inquiries and reconcile discrepancies. Match bills to purchase orders insuring that correct items and quantities have been received while identifying and correcting all inaccuracies.

The Project Controls Specialist works closely with other project controls and project management teams to monitor project budget and schedule performance, prepare projections of potential results based on trending data, analyze deviations from expectations, and find opportunities for improving the outcomes of the project. Project Specialists will be involved in multiple phases of construction projects from award to close-out and will work with various systems and reports in the performance of project controls duties.   • Assist project controls leadership in implementing control processes to achieve the financial and schedule objectives. Solicit current and forecasted cost information from all project-specific trade partners.
  • Under direct guidance of Project Controls management, support fulfilling the contract's financial and schedule requirements.
  • Work with various contract types such as lump sum, guaranteed maximum price, and integrated lean project delivery and apply control measures appropriate for each type of project.
  • Carry out appropriate work breakdown structure of sub-jobs, cost codes, and categories to optimally manage the project budget, schedule, and production management processes.
  • Review the project estimates with the project team to understand the scope, work breakdown structure, self-perform areas, subcontracted areas, and general requirements.
  • Assist with project and job setup in the accounting system; including, job information entry, cost codes and categories assignment, and workflow key players designations.
  • Participate in the development of project-specific plans for efficiently implementing appropriate controls processes and tools vital for achieving project financial and schedule objectives.
  • Support creation and maintenance of project production management plan, including master schedule, production strategy, constraint removal, make work-ready, weekly and daily plan, and production tracking.
  • Assemble and analyze productivity measurements and progress metrics to identify trends, and use expected future performance to forecast likely outcomes, then compare to estimated amounts to understand variances. Communicate findings to project leadership and together pursue opportunities for improvement.
  • Compile earned value reporting by incorporating financial and schedule plan and performance information together in the form of percent earned graphs, labor curves, and cashflow graphs to communicate potential variances from expectations to the team.
  • Assist project teams in analyzing costs for labor, materials, subcontracts, and general conditions to update the revenue, cost, and profit projection at completion and identify variances with the budget.
  • Work with project management to identify deviations from contracted project scope and prepare documentation and pricing for submitting change requests to customers for compensation.
  • Attend monthly project review meetings to discuss the status of financial and schedule performance, projections, cash position, labor, productivity, earned value, risks and opportunities; then develop strategies for achieving or surpassing objectives for these areas.
  • Support project controls leadership in performing project accounting audits by customers as required.
  • Complete financial reporting and analysis as necessary to support the project, operating group, and corporate objectives.

What we expect from you:

  • Bachelor's degree in Construction Management, Project Controls, Business Administration, or Engineering. A combination of education, training, and/or experience may be considered in lieu of a degree.
  • Minimum of 2 years of related construction project controls experience required.
  • General knowledge of construction project controls principles and project management processes preferred.
  • Skilled in Microsoft Word and Outlook, proficient in Microsoft Excel, familiar with project management systems, and knowledgeable of Power BI beneficial.
  • This role may require a valid Driver's License and clear Motor Vehicle Report.

Physical requirements and working conditions:

While performing the duties of this job, the employee is frequently required to remain in a stationary position for up to eight hours. The employee occasionally is required to move to access people or workspaces. Constantly operates a computer and other office equipment, such as a calculator, copy machine and computer printer. The ability to optimally communicate is required. The employee may occasionally move up to 15 pounds.

The anticipated salary range for this position is $91,500 - $117,166 per year. This range represent what The Boldt Company reasonably expect to pay for this position, but the actual compensation offered will be dependent upon numerous job-related factors, including but not limited to candidate qualifications, skills, experience, education, location, alignment with market data and internal equity as well as other business and organizational needs. Our expectation is that the incumbent will work at our Sacramento, CA office. If the incumbent works out of a different location, the anticipated salary range is subject to change.

Job Description:

  • Monitor the overall integrity of the project budget and forecast in accordance with approved standard operating procedures
  • Participate in monthly EAC meetings with the Project Management Office (PMO) to validate and review current EAC's, including providing justification of variances

  • Coordinate with Project Managers/Construction Manager to establish and maintain data coding structures, project controls tools, and quality data for budgets, contracts, change orders, trends and actual costs
  • Oversee the review, approval, and payment processes of monthly payment applications (contractor and consultant) by liaising with the appropriate internal and external parties.
  • Verification of charge codes for purchase requisitions and change orders to ensure proper cost accounting
  • Assist with preparation of reporting on budget and cost as directed by management.
  • Assist and monitor effective cost control and budget management practices.
  • Assist with cost variance analysis
  • Support development of weekly/monthly cost and status reports for project team
  • Assist with gathering physical completion data
  • Perform necessary data entry for budget and forecast impacts
  • Provide risk management input and alignment to reporting
  • Develop and maintain change management logs per standardized processes and procedures

Position Requirements

Minimum Qualifications:

  • 5+ years experience professional experience in project controls on a construction program.
  • BS/BA Degree in Engineering, Construction Management, Business, or related degree. Additional qualifying experience in excess to the minimum stated above may be substituted for the required education on a year for year basis.
  • Experience working through the entire project life cycle
  • Knowledge of theories, principles, and practices of cost/schedule management, earned value management, change management, forecasting, and risk assessment
  • Ability to present data to management in an organized manner
  • Exceptional communication skills required

  • Development of standardized procedures and templates for schedule development, updates, & quality control
  • Assistance with implementation, quality control, or training related to standardized procedures.
  • Support Project Managers to plan project changes and to baseline or re-baseline the project schedule as needed.
  • Participate in lessons learned and risk reviews with project teams
  • Participate in quality assurance reviews of other Project Control reports

We are seeking a talented and experienced design & construction industry professional to join our Project Management / Owners Representation team as a Project Controls Specialist (PCS). This position will be responsible for providing detailed schedule development, maintenance and analysis; cost tracking and forecasting; risk quantification; performance measurement; data-driven insights; and predictive analytics for both client projects and internal processes.

Responsibilities
  • Work closely with project managers to set up project tracking, monitor progress and performance, and provide analysis of metrics to keep projects on track and within budget.
  • Provide detailed schedule development, maintenance & analysis, cost tracking, risk quantification, performance measurement, data-driven insights, and predictive analytics.
  • Work with company leadership to manage the staffing database and develop and maintain a dashboard to provide weekly updates to evaluate progress against monthly financial targets.
  • Work with company leadership to set up a system of Quality Control across all projects for schedule, budget, and risk management development, implementation and monitoring.
  • Assist with developing fee and schedule responses for proposals based on historical data.
Essential Skills and Experience
  • Bachelors degree in Architecture, Engineering, or Construction Management strongly preferred
  • Minimum 5 years combined project controls and project management experience in the A/E/C industry, with a minimum of 3 years project controls specific experience.
  • Proficient in MS Office Suite, Power BI, Oracle Primavera Schedule Cloud Service (Schedule, Cost and Risk Management modules) at a minimum.
  • Ability to utilize the Oracle Primavera software to set up projects from scratch and establish standards across all projects for tracking and reporting.
  • Ability to prepare and track budgets.
  • Flexibility with work hours and travel as needed.
  • Strong interpersonal skills with an ability to interact with executive level clients.
  • Ability to work both in a team and independently.

Essential Responsibilities:

  • Cultivates a thorough understanding of the applicable project/program through critical examinations of the contract provisions, scope of work, estimate, and risk profile
  • Works with a Project Controls Manager to develop a Project Controls Plan (PCP) and proceed with the build out of the baseline control budget
  • Assists the Sr. Project Controls Specialist and a Planner/Scheduler to prepare the project/program schedule with input from the client, engineering, procurement, and construction
  • Meets weekly with Construction to update progress and provide updates to the Planner/Scheduler for the publication of three-week lookaheads, and month end reporting packages
  • Ensures the timely and accurate recording of project/program progress and provide the information required to facilitate timely and accurate invoicing
  • Reports on the Cost Performance Index (CPI) and Cost Variance (CV), Schedule Performance Index (SPI) and Schedule Variance (SV), and other performance metrics commonly used for the monitoring and status of projects/programs
  • Updates and maintain the Estimate-at-Completion (EAC) using standard Estimate-to-Complete methodology
  • Monitors and coordinates with Operations, Commercial, and Finance to manage change to the baseline quantities, scope, cost, and schedule

Qualifications:

  • 5 years plus of relevant experience within the Telecom construction industry
  • Familiarity with earned value concepts and key project performance metrics, including Cost Performance Index (CPI), Cost Variance, Schedule Performance Index (SPI), Schedule Variance
  • Familiarity with Estimate-at-Completion (EAC) forecasting
  • Intermediate proficiency in Microsoft Excel (E.g. Pivot Tables, Named Ranges, Tables, Look-Ups (V/H/X), IF Statements, Data Validation, Conditional Formatting, Name Manager, Drop Down Lists, etc.)
  • Basic knowledge of Primavera P6 is an asset
  • Experience with developing Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) is an asset
