**About the Project Estimation Manager Position**
The Project Estimation Manager is responsible for estimating, developing and managing all necessary project estimating activities for various energy expansion and maintenance projects. In this role you will lead the effort with internal and external engineering, procurement, and vendor resources to develop and maintain current market cost data. The Project Estimation Manager will also own the estimating process and assist in the generation of project scope development and project cost estimating.

The Office of Sponsored Accounting and Cost Analysis (OSA) aids faculty and staff in managing the financial post award aspects of external research funding and overseas the sponsored fringe, indirect, and service-center rate development process for the university. The function plays a pivotal role in supporting the university’s strategic goal and initiatives to grow our sponsored research portfolio. Stevens’ research portfolio has grown significantly, and research expenditures were $70 million in the most recent fiscal year. Stevens has received additional research grants that will result in the research portfolio increasing significantly, which has resulted in the need to increase staffing. The Manager will work with the Director to develop an organizational structure to support the increased research portfolio of the University. OSA reports through the Division of Finance.
The Manager of Sponsored Accounting and Cost Analysis provides supervisory leadership and oversight for the functions and staff related to financial post-award and cost analysis. This is a predominantly remote position which reports directly to the Director of OSA and is responsible for managing the day-to-day operations of the sponsored accounting staff, in addition to co-leading the cost analysis functions, such as rate preparation and negotiations, effort reporting, service centers, and audit assistance. Stevens receives external funding via grants, contracts, and cooperative agreements and OSA Centrally aids and supports from award setup through award closeout to ensures compliance with all Federal, State, University and sponsor policies, procedures, and guidelines. This position works closely with the Office of Sponsored Programs (OSP), as well as other financial and administrative units across campus and throughout the University.
Essential Job Duties:
- Work in close collaboration with the Director of OSA and OSP Directors in supporting the university’s Research Administration infrastructure.
- Manage the day-to-day sponsored accounting staff operations to ensure all key functions are completed in a timely manner.
- Mediate cost allowability issues to ensure all compliance requirements are strictly adhered to during the review and approval of all sponsored transactions.
- Monitors performance metrics analysis and reports to senior management.
- Provide guidance to senior leadership to ensure both technology resources and processes are streamlined, automated and efficiencies are continuously being assessed.
- Work with the Director & Costing Analyst to become familiar with the Facilities and Administrative (F&A) Proposal and annual Fringe Benefit Proposal processes for submission to the federal cognizant agency, including gathering and submitting accurate information and data.
- Service Center rate development and compliance monitoring. Annually review, analyze, and reconcile the general ledger activity to validate the development of new rates.
- Provide support for various audit activities involving sponsored awards.
- Work on special projects as requested by the Director and perform other related duties as assigned.

- Experience in a college or university, or other not-for-profit institution performing similar job functions.

Compensation Range
In compliance with the New Jersey Wage Transparency Act, the annual base salary range for this position is $8,000 - 133,933.33. This range represents the University’s good faith estimate of possible compensation at the time of posting. Stevens Institute of Technology determines compensation based on factors including the position’s scope and responsibilities, the candidate’s experience, education, skills, internal equity, market data, and organizational considerations. The final salary will be set considering departmental budget, qualifications, and relevant credentials. **Your Key Responsibilities**
+ Prepare cost (break down) analyzes and cost/value optimization, for products and tools in stages of supply chain processes in cooperation with sales and purchasing organization units.
+ Create costing within the request for quote (RFQ) processes and provide systematic cost optimization analyses for products.
+ Drive supply chain specific value and cost optimization programs, internally and with suppliers.
+ Provide expertise in negotiations for Supplier Management or Category Management respectively.
+ Prepare trainings and give active support, e.g. cost structure analyses and in design-to-cost workshops.
**Your Qualifications**
Required:
+ Bachelor degree in Supply Chain Management, Engineering, or Business Administration
+ 1 year of previous relevant experience
+ Excellent interpersonal and communication skills.
+ Ability to manage and resolve conflict, business dealings and the ability to work in a team.
+ Knowledge of world class manufacturing, engineering, and/or project management.
+ External applicants must be authorized to work in the US without employment VISA or other sponsorship.
Preferred:
