**Job Summary/Purpose**
+ Provides direct oversight, coaching and support to Project Controls Specialist throughout the project lifecycle.
+ Integrates with and supports Project Management team as needed to ensure successful execution of assigned projects.
+ Ensures comprehensive project cost, schedule, scope, and risk controls are implemented on Entergy projects and helps ensure projects have reliable cost and schedule estimates and achieve business goals on time and to budget.
+ Ensures contract agreements reflect project controls requirements and that contractors implement controls in line with those requirements where they are utilized for elements of the project.
+ Supports project reporting and regulatory reporting as required.
+ Promotes safe behavior and adherence to the safety rules on the project.
**Job Duties/Responsibilities**
1. Implements all Project Management Standards in the area of cost, schedule, scope, WBS, and risk and issues management for assigned projects.
2. Performs rigorous and independent project assessments of projects within Entergy's project portfolio to ensure compliance with Entergy's SGP and project management standards; serves as a SGP Gate Reviewer.
3. Conducts training on the Entergy SGP, project management standards/implementation guides and various project controls disciplines, such as Quantitative Risk Analysis (QRA)
4. Assists in the performance of analysis, optimization, and reporting on Entergy project portfolio including assessments of risk associated with completing planned scopes of work according to multi-year budget plans.
5. Works with Cost Analysts assigned to projects to prepare and maintain the required cost reports and forecasts.

7. Performs schedule analytics to determine the quality of the schedule and to perform progress assessments.
8. Monitors and reports on compliance with schedule related contractual requirements by contractors.
9. Validates the Estimate to Completion and Estimate at Completion forecast.
10. Prepares contingency analysis and report on contingency status.
11. Collaborates with the project manager and other project team members to identify, characterize and document project risks in a risk register and develops mitigation plans in accordance with the Standards.

13. Works with the project manager and other project team members to manage the Change Management process and document clearly throughout the project lifecycle; documents and tracks approved project changes.
14. Work is performed in both an office setting and in field conditions.
**Minimum Requirements**
**_Minimum education required of the position_**
Bachelor's degree in Engineering, Construction Management, Project Management (or related field) OR 8 years equivalent/related work experience (in addition to the Minimum Experience requirement) in lieu of a degree.
**_Minimum experience required of the position_**
+ 6 years minimum capital project management and/or project control experience with project controls focus. Utility capital project experience essential.
+ Desired: Project controls experience on large scale capital projects.
+ Desired: Experience of project controls implemented on projects executed under various types of contract agreements including EPC. Both contractor and owner construction project controls experience.
**_Minimum knowledge, skills, and abilities required of the position_**
+ Superior knowledge of the fundamentals of scheduling, cost control, and risk management.

• Develops cost estimate and identifies resources needed to complete project activities, using project cost management processes, for major projects. Establishes cost baseline.

• Monitors baseline, using earned value management system. Performs variance analysis and makes recommendations for change, to ensure cost targets are met. Identifies and formalizes required communication flows to project partners, including team members, management, program and functional organizations. Prepares and presents management briefings to communicate project(s) status, identify issues and solicit help for resolution.

• Develops and manages monthly, yearly, and long-range business plans (LRBP's). Performs and analyzes forward forecasting, budget changes, fiscal reallocations, change events, Estimated Cost at Completion (ECAC), and cost allocation.

• Utilizes tools such as Ariba to review, approve and submit invoices, submit Purchase Requests, and manage PO details.

• Navigates Excel at expert level, creating items such as Pivot Table and other finance graphs to understand and display different Project Financials. Performs Data Quality Control by analyzing and understanding where issues are and what trends are showing and takes necessary actions when needed.

Additional Responsibilities:

• Develops and formalizes coordinated baseline project management plans: team charters, work and organizational breakdown structures, quality planning, change management process and project closure, to ensure controls are in place throughout project life cycle.

The PCA prepares, examines, negotiates, and revises contracts in support of ERDS. The PCA also assists the Senior Project Control Analyst and the HR Representative by managing and maintaining the Project Setup Form (PSF). Responsibilities

  • Performs all aspects of the Project Control Analyst position to include:

  • Contract Related Tasks, to include completing project setup forms, reviewing invoices for accuracy, assisting with billing, general accounting support, and handling other office duties and special projects as assigned.

  • Must review and understand the basic contract document(s) as they relate to billing and revenue.

  • Identifies and confirms invoice requirements with the contract's PCA, and the S8 representative (Government Finance counterpart).

  • Manages the customer billing cycle process, ensuring accurate and timely invoices, while providing all necessary invoice backup.

  • As necessary, collaborate with the contract's PCA and HR representative to create, update and maintain the contract's Project Setup Form (PSF).

  • Creates and maintains billing files that include the base contract, subsequent modifications, and invoice copies, revenue vs. billed/unbilled reconciliation, PSF, and customer correspondence.

  • Compares actual project expenses against contract terms and conditions and the Federal Acquisition Regulations (FAR) for accuracy (POP, funding, billing rates, labor categories, un-allowable expenses). Identifies and corrects errors and issues (incorrect project set ups, misclassified expenses) and notifies the contract's management.

  • Supports the Senior PCA and HR representative via AP Corrections, employee setup and accuracy in the PSF, as well as creating manual Work Authorizations for all employees on the contract.

  • Procurement Backup.

  • Provides backup to the procurement team via acceptance of procurement request packets, adding cost data onto procurement Excel trackers, and the audit
    econciling of purchases.

  • Assist in ensuring all purchases are purchased and submitted against the correct Lines of Accounting (LOAs) of the contract, performing A/P correction submissions as needed.

  • Perform additional duties as assigned.

Who You Are

Versar is seeking a full-time Project Control Analyst.

What Youll Do

  • Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables.
  • Develops, modifies, or provides input to project plans.
  • Implements project plans to meet objectives.
  • Coordinates and integrates project activities.
  • Manages, leads, or administers project resources.
  • Monitors project activities and resources to mitigate risk.
  • Implements or maintains quality assurance processes.
  • Makes improvements, solves problems, or takes corrective action when problems arise.
  • Gives presentations or briefings on all aspects of the project.
  • Participates in phase, milestone, and final project reviews.
  • Identifies project documentation requirements or procedures.
  • Develops and implements product release plan.
  • Works with, understands, and evaluates technical information related to the job.
  • Advises others on technical issues.

What Youll Bring

Knowledge, Skills, and Abilities

  • Possess excellent computer literacy with the ability to function in FAA multi-system software applications to include, but not limited to, Microsoft Office Suite, Adobe, and SharePoint.
  • Federal experience in a technical or managerial business in relation to functional responsibilities.
  • Possess excellent customer service and problem-solving skills.
  • Ability to manage large amounts of complex information easily, communicates clearly, and draws sound conclusions.
  • Ability to prioritize and manage actions to meet changing deadlines and requirements within a high volume, high stress environment.
  • Excellent organizational skills, strong attention to detail and demonstrated professionalism.
  • Ability to solve problems through systematic analysis of processes with sound judgment with a realistic understanding of relevant issues.
  • Ability to be self-motivated and able to work in a team and independently.
  • Strong communication skills both verbal and written.
  • Highly responsive to requested needs.
  • Ability to work with confidential and proprietary information using utmost discretion.

Qualifications And Special Knowledge Requirements

  • Bachelors Degree + 2 relevant years
  • Bachelor's Degree in Management, Business, Accounting, Finance, Economics, or related technical discipline
  • Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
  • Successful results of preemployment screenings, including federal background check, MVR, and drug screen.
  • Comply with company drug and alcohol policy.
  • Be authorized to work in the US or will be authorized by the successful candidates start date.

Compensation

Expected Salary: 75,000 - 80,000 per year

Versar Global Solutions is providing the compensation range and general description of other compensation and benefits that the Company in good faith believes it might pay and/or offer for this position based on the successful applicants education, experience, knowledge, skills, and abilities in addition to internal equity and geographic location.
