Key Responsibilities:
Leadership
+ Lead the program team to achieve objectives by providing guidance, setting priorities, and fostering professional growth among project, engineering, logistics, production, and quality managers
+ Remove impediments to the team to allow them to execute efficiently
+ Foster strong collaboration across the program team, ensuring alignment across program managers, technical leads, and sub-element teams
Program Planning and Execution
+ Plan, organize, and manage all program activities to meet contractual requirements and financial commitments
+ Lead the program using the BAE Systems Lifecycle Management (LCM) framework
+ Track program progress and performance using Earned Value Management System (EVMS) tools and metrics
+ Report accomplishments, issues, and concerns across the program to Business Unit leadership, and to customer stakeholders
+ Oversee program resources, including capital assets and facilities, ensuring optimal allocation and utilization.
+ Drive proactive risk and opportunity management to protect financial commitments, schedule critical paths, and achieve program objectives.
+ Actively manage program financial performance through a regular cadence of weekly, monthly, and quarterly finance and program performance reviews.
+ Ensure adherence to government and company regulations, policies, and procedures.
Customer Engagement, Communication and Cross-Functional Coordination
+ Serve as one of the primary customer interfaces, providing regular program status updates and addressing program-related inquiries and coordination needs.
+ Facilitate clear and effective communication of program priorities, progress, and decisions across all levels of the program, using a variety of communication styles and tools.
+ Build and maintain strong relationships with Contracts, Subcontracts, Finance, Supply Chain, and other supporting teams.
Program Development and Growth
+ Support strategic planning for follow-on activities, including capture planning, execution strategies, program planning and initiation.
+ Collaborate with leadership on discretionary investment strategies to position the program competitively for future opportunities.
Operational Excellence
+ Promote continuous improvement within the program, identifying opportunities to enhance processes, efficiency, and program execution.
+ Lead or facilitate lessons-learned initiatives to apply insights to current and future programs.
This position is located in scenic and historic Southern Maryland in St. Mary's County, near to the Patuxent River Naval Air Station. Some limited relocation assistance may be available.
**Required Education, Experience, & Skills**
+ Master's degree in an Engineering, Technical, Business, or Computer Science or IT discipline
+ At least 10 years of progressive technical management experience, including at least 8 years of experience planning, organizing, directing, and controlling multiple projects in the design, systems engineering, or field service of Command and Control, Communications, Computing, Combat, or ISR (C5ISR) systems/equipment for DoD applications
+ Working knowledge of project planning and management
+ Excellent cognitive, communication (written and spoken), and interpersonal skills, including briefing and providing reports to executive-level leaders
**Preferred Education, Experience, & Skills**
+ MBA or Program Management Professional (PMP) certification
+ Experience in Lifecycle Management processes/gates/reviews

This position requires the candidate to have a US DoD Top Secret Clearance.
Responsibilities
+ Report to the Director, Engineering & Technical Advisory Services Group weekly on contract status, funding, open positions, CRDL delivery, invoicing status, as well as customer interactions.
+ Manage subcontractor efforts and expenditures for the support contract.
+ Assist the IPTL in managing ongoing cost, schedule and performance of acquisition activities including execution metric development, variance analysis, and the development of corrective actions.
+ Work directly with OEM contractor(s) to ensure program progress.
+ Develop/manage acquisition plans and contract documents including contracting plans, statements of work, justifications and approvals and corresponding PID/PMT initiation.
+ Conduct technical evaluations for customer contract actions.
+ Assist the IPTL in resource planning including budget preparation, execution, and POM development.
+ Develop independent analysis of technical and budgetary solutions for program elements.

**Qualifications**

DEPUTY PROGRAM MANAGER
Bowhead seeks a Deputy Program Manager to support our upcoming proposal effort for the Fleet Readiness Center (FRC) Aviation Support Equipment (ASE), Maintenance, Repair and Overhaul Services proposal effort at Solomons, MD. The Deputy Program Manager will support the management and implementation of policy guidance, training development and deliver support of Command-wide solutions. The Deputy Program Manager must have expertise in military aircraft maintenance organizations. The Deputy Program Manager will support personnel in managing all operational aspects, including program execution, growth, and risks management.
**Responsibilities**
+ Will be responsible for the day-to-day tactical duties for the program.
+ Will be responsible for the administrative/operational leadership of this project within the program guidelines set by the Program Manager and customer.
+ Will monitor projects to ensure work scope, schedule, and budget are well defined and maintained.
+ Will provide coordination between resource managers/supervisors and ensure all necessary reviews and approvals are received.
+ May conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs.
+ Other duties as assigned.
**Qualifications**
+ BA/S is required in addition to eight years (8) of experience in military aircraft maintenance organizations.
+ Experience working in a Department of Navy (DON) aviation maintenance as an Aviation Maintenance Officer, Limited Duty Officer, Chief Warrant Officer Aviation Maintenance Technician, Chief Warrant Officer Aviation Electronic Technician, or an Aviation Maintenance Material Control Master Chief.
+ Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
+ Ability to communicate effectively with all levels of employees and outside contacts
+ Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
**Targeted salary range is 140,000/annually to 165,000/annually based on qualifications and experience.**
