The Project Delivery Manager II is a highly experienced team member responsible for the delivery of products and services offered to QTS clients at each of our data center facilities. The position is required to partner with our Solutions Engineering and Development teams during the early stages of the Sales cycle to help define scope, provide estimated schedule and cost, as well as manage the delivery of project scope upon contract execution. The Manager II will be assigned to medium to large-scale tenant fit out projects spanning from individual cage to entire data hall buildouts. The Project Delivery team reports into the Implementation group at QTS and works closely with our Sales, Facility Operations, and Development teams to seamlessly integrate customer requirements without impeding data center operations and services.

+ Support multi-site and multi-megawatt tenant fit out projects commonly derived from Hyperscale customer requirements.
+ Work with construction managers and specialized contractors or data center integrators to develop comprehensive project budget and schedule.
+ Adhere to QTS development policies with increased focus on environmental health and safety when working in sites under active construction.
+ Identify long lead and critical path items to influence tenant fit out scope and customer decision making abilities.
+ Anticipate and understand client needs during the planning and implementation phases by continuously validating project scope.

+ Maintain preferred stocking levels and external cost catalogs for standard fit out materials to minimize lead times and control cost variation.
+ Monitor project budgets and financial performance while keeping Management and Accounting informed of any unexpected variances.
+ Work cross functionally across QTS to identify and manage project risks by implementing mitigation strategies as needed.
+ Maintain a high level of knowledge about QTS services, including customer requirements, methods of delivery, implementation, support processes and Service Level Agreements (SLAs).
+ Oversee quality assurance by performing regular on-site inspections during and upon completion of all assigned projects.
+ Facilitate effective communication with the project team and with other departments such as Sales, Development, and Facilities Operations.

**BASIC QUALIFICATIONS**

SUMMARY

The National Institute of Building Sciences (NIBS) is seeking a highly motivated Project Delivery Senior Associate to support projects that span multiple clients and disciplines across the Federal built environment. **Leadership & Strategy**
+ Lead and develop the Technology Project Execution Pillar of ETDG Finance
+ Standardization of processes and best practices across all technology portfolios
+ Mentor junior and mid-level project controls professionals, ensuring knowledge transfer and capability development.
+ Serve as a trusted advisor to executive sponsors, providing insights on project health, risk posture, and investment performance.
+ Lead cross-functional forums to drive accountability, resolve critical issues, and ensure alignment on priorities.
+ Champion a Project Services Network to share standard methodologies, establish clear career paths, and promote continuous learning.
**Financial Stewardship**
+ Oversee capital and operational budget planning, forecasting, and performance tracking across programs, projects and product teams.
+ Partner with Finance and Procurement to ensure fiscal discipline, optimize resource allocation, and support quarterly close and accrual cycles.
+ Lead the development of financial models and scenario planning to support strategic decisions
+ Ensure compliance with all AMGEN and SOX guidelines
**Team Leadership & Capability Building**
+ Mentor and develop a high-performing team of project controllers and analysts.
+ Foster a culture of excellence, collaboration, and continuous learning.
+ Lead onboarding and training efforts to scale project controls capabilities across the organization.

**Basic Qualifications:**
Doctorate degree and 2 years of project controls, portfolio management, or strategic finance experience
**Or**
Master's degree and 4 years of project controls, portfolio management, or strategic finance experience
**Or**
Bachelor's degree and 6 years of project controls, portfolio management, or strategic finance experience
**Or**
Associate's degree and 10 years of project controls, portfolio management, or strategic finance experience
**Or**
High school diploma / GED and 12 years of project controls, portfolio management, or strategic finance experience
**Preferred Qualifications:**
+ MBA or advanced degree.
+ At least 3 years in a leadership role.
+ Expertise in tools such as Anaplan, SAP, Ariba, and advanced Excel; experience with data visualization platforms (e.g., Power BI).
+ Strong understanding of: Project Planning & Scheduling, Cost Management & Estimating, Risk & Opportunity Management, Change Control.
+ Ability to lead through influence in a matrixed environment.
+ Strategic thinking with tactical execution capability.
+ Excellent interpersonal, communication, and report-writing skills.
