Program Manager III (PM)

Athena Technology Group (ATG) is seeking a Program Manager III (PM) to join our NIWIC team at Charleston, SC. The PM III's primary function is to support the NIWC's Cybersecurity program.

Essential functions:

• Lead and manage programs with a focus on cybersecurity and computer network defense design, development, and evaluation.
• Define program goals, objectives, and success criteria, ensuring effective monitoring from inception to completion.
• Supervise multi-disciplined teams, managing schedules, training, and development.
• Oversee contract and subcontract activities, ensuring compliance with the Federal Acquisition Regulation (FAR) and DoD procurement policies.
• Formulate and guide the technical approach, collaborating with agency personnel to secure necessary resources.
• Establish and control program milestones, schedules, budgets, and costs.
• Manage proposal writing and procurement processes, ensuring alignment with program objectives.
• Prepare status and financial reports for leadership, including FISMA compliance reports.
• Conduct risk assessments, develop mitigation strategies, and provide schedule risk analyses.
• Maintain a Contractor Personnel Roster and report all Government Furnished Material (GFM) to government stakeholders.
• Perform administrative duties, such as calendar management, meeting scheduling, and training tracking.

Education: Bachelor's degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business and one of the three following professional certifications: CISM, CISSP-ISSMP, PMP.

Experience: Fifteen (15) years of technical experience in support of program/projects, to include: Equipment Support, System Support, and Programmatic Support. Experience shall include at least eight (8) years of Program Management experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning. Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures. Individual shall have written and oral communications abilities commensurate with this management role. Experience may be achieved simultaneously.

• Experience shall include: supervising project personnel and/or team, scheduling work, writing proposals and/or preparing bids, and experience ordering and/or transporting equipment and material.
• Experience may be achieved simultaneously; individual shall have knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures and individual shall have written and oral communications abilities commensurate with this management role.
• Experience may be achieved simultaneously.
