The Project Manager is responsible for overseeing and coordinating on-site construction activities to ensure projects are completed safely, on schedule, within budget, and in accordance with established quality standards. Qualification Requirements
- High school diploma or equivalent; further education in construction management or related field is a plus.
- Previous experience as a construction field Project Manager or in a similar supervisory role within the construction industry. +5 years preferred.
- Must have the ability to read, write, and communicate in English.
- Strong knowledge of construction methods, techniques, and safety practices.
- Excellent leadership, communication, and interpersonal skills.
- Ability to read and interpret construction drawings, plans, and specifications.
- Proficiency in using construction management software and basic computer applications.
- Understanding of budgeting, scheduling, and resource allocation.
- NCCER certification, OSHA certification or other relevant safety training is a plus.
- TWIC required.
- Must have a valid Texas Driver’s License with minimal infractions.

Physical Demands
The job requires standing, walking, and climbing ladders or scaffolding for extended periods of time. Work Environment

**Responsibilities**
+ Participates in the Estimation, Post Award Kick-Off, Partnering, Pre-construction, Design Development, and Coordination meetings, as directed, during the conceptual and preconstruction phase of a project.
+ Ensure that no construction begins prior to the Designer of Record (DOR) finalizing the design for each segment of work, and construction submittals are approved as required by contract.
+ Manages a team of professionals, which could include a Safety Manager, Scheduler, Estimator, Project Controller, Quality Control manager, and Site Superintendent.
+ Successful execution of all phases of work from project identification and capture, to estimating and scheduling, to safely executing construction activities, through attending all final walks and providing marked up and as-built drawings at the end of each Project.
+ Directly engaging subcontractors to make financial and execution decisions to complete contract specifications is a primary function of the Project Manager.
+ Managing multiple projects and the cost management and timely execution of work in accordance with job order budgets and agreed upon delivery schedules.
+ Ensures contract PWS modifications are appropriately scoped, estimated, and a resource loaded schedule prepared (either MS Project or Primavera) for customer review and approval.
+ Maintains and distributes both the short-term (three-week look ahead provided weekly), the long-term (task duration) schedules and the overall Integrated Resource Loaded Master Schedule.
+ Well versed in the use and application of Microsoft Project.

**Qualifications**
+ BA / BS degree in Construction / Electrical / Mechanical Engineering, Construction Management, Architecture, or similar discipline.
+ Specialty inspection training and licenses/certs highly desired.
+ Minimum 10 years of experience managing construction projects, 5 years of which must be Federal construction projects.
+ Thorough working knowledge of Federal contracts and safety standards is essential.

Transportation Project Manager Objective
Direct major highway and bridge infrastructure projects throughout Pennsylvania. This position focuses on expanding operational capabilities in strategic growth markets while developing transportation infrastructure solutions. The role targets licensed Professional Engineers (PE) or Engineers-in-Training (EIT) approaching licensure to join a multidisciplinary engineering team delivering comprehensive civil and structural engineering services.
Responsibilities
+ Develop new business opportunities through service delivery excellence and capability demonstrations with current and potential clients
+ Execute comprehensive project leadership for mid-to-large transportation initiatives encompassing initial configuration, planning phases, safety evaluations, and project initiation
+ Control project financial parameters, scope boundaries, timeline adherence, and resource allocation for optimal delivery outcomes
+ Direct design methodology and coordinate cross-functional teams, clients, partners, and stakeholders for goal alignment and delivery optimization
+ Supervise project invoicing processes, client communications, quality assurance/quality control protocols, and project completion procedures
+ Guide team member activities through direction, motivation, and technical mentorship
+ Develop competitive project proposals and maintain primary client liaison responsibilities throughout engagement lifecycle
+ Execute complex public sector processes and municipal approval requirements
+ Represent organization within professional associations, business boards, and community engagement activities

Requirements
Essential Qualifications:
+ Bachelor of Science degree in Civil Engineering
+ Minimum 10 years of transportation design engineering and project management experience
+ Professional Engineering License (PE) or demonstrated ability to obtain licensure
+ Proficiency in Microsoft Office Suite
+ Experience with transportation project delivery methodologies
+ Understanding of highway and bridge design principles
