+ Ensure the tool enables portfolio prioritization, resource planning, and project execution.

**Qualifications:**
+ Bachelor's degree in Information Technology, Business Administration, Project Management, or related field (or equivalent experience).
+ 3+ years of experience administering portfolio management tools (Planview experience preferred).
+ Experience working within a PMO, IT, or project management environment a plus.
+ Strong analytical, configuration, and problem-solving skills.
+ Proficient in Microsoft Excel, data visualization tools (e.g., Power BI), and portfolio management methodologies (PMI, Agile, etc.).
+ Excellent communication and collaboration skills with diverse stakeholders.
+ Project management certifications (PMP, PRINCE2, Agile/Scrum) a plus.

The annualized base salary range for this role is $88,600 - $138,500 and is bonus eligible. Final compensation packages will ultimately depend on factors including relevant experience, skillset, knowledge, geography, education, business needs and market demand.

**Main Responsibilities:**
+ Manage , coach, mentor. and address issues of the portfolio management team, Lead cross-functional and end-to-end planning and execution of site CAPEX/OPEX in order to facilitate and support schedules, budgets, communications, and project risks. NYCERS is in search of a project management professional to take on the role of Project Portfolio Manager within the Enterprise Project Management Office (EPMO). In this position, you will be responsible managing Portfolios, Program, Projects, plus related tasks assigned by the Deputy Director (including owning / managing individual projects in an individual contributor Project Manager capacity). The successful candidate will understand both agile and waterfall methodologies. This role will contribute to and uphold the EPMO governance framework. And the successful candidate will be effective at communicating and building relationships to ensure quality / accuracy standards are met in accordance with EPMO and organizational strategies. To ensure successful job performance, this role demands working knowledge of project management practices, flexibility to take on tasks as assigned, ability to navigate conflict, a can do' delivery-driven attitude, and an adaptive mindset.
Primary Responsibilities:
-Project Management: Plan, execute, and oversee assigned Portfolios, Program, and Projects as assigned, and coordinate with relevant stakeholders to ensure project outcomes are met within specific constraints (e.g., scope, schedule, risk tolerance). Summary
The Portfolio Manager will provide technical and strategic support to DISA J6's Portfolio Management (PfM) functions across infrastructure, platforms, end-user services, and delivery portfolios. This role serves as a trusted advisor to J6 stakeholders, offering expertise in technology portfolio planning, governance, and performance optimization. The Portfolio Manager will oversee portfolio alignment with mission priorities, develop executive-level documentation and briefings, and support data-driven decision-making to ensure operational efficiency and mission readiness.
Responsibilities
- Provide technical consultations and advisement to J6 stakeholders in support of portfolio management activities, ensuring alignment with enterprise IT strategies and mission objectives.
- Support the development and maintenance of portfolio roadmaps, performance metrics, and business case analyses to inform investment decisions.
- Prepare and deliver technical briefings, white papers, and presentations to communicate portfolio status, risks, and recommendations to senior leadership.
- Contribute to the development of architecture documents, business requirements, and governance frameworks supporting J6 portfolio operations.
- Collaborate with program managers, engineers, and leadership to evaluate and prioritize portfolio initiatives, ensuring effective resource allocation.
- Apply ITIL v3/v4 best practices to enhance service delivery, improve portfolio performance, and drive continuous improvement initiatives.
- Support risk identification, analysis, and mitigation strategies to ensure portfolio stability and compliance with DoD policies.
- Establish and track performance indicators, ensuring portfolios deliver measurable value to the mission.
- Engage in stakeholder management, building strong relationships across DISA and DoD organizations to ensure effective portfolio governance.
- Provide leadership and guidance to teams contributing to portfolio execution, ensuring consistency, transparency, and accountability in portfolio processes.
- Bachelor's degree in Information Technology, Information Systems, Computer Science, or related field.
- Minimum of five (5) years of technical experience supporting portfolio management functions (infrastructure, platform, end-user services, or delivery).
- Axelos ITIL v3 Certification.
- Active Secret clearance.
