Project Management - Project Engineering
Job Summary
The Marathon Los Angeles Refinery located in Carson; CA has an opening for a Project Management - Project Engineering. This mid-career position will be responsible for managing multiple capital and expense Mid-Cap projects (roughly $1 million to $5 million TIC per project) simultaneously within an approved budget and execution schedule. The Project Manager will be responsible for the project from conceptual engineering through project completion. The position will report to the Advanced Project Manager and have responsibility for managing all aspects of assigned projects to define overall project scope, develop a cost estimate and schedule, develop construction work packages, support project construction and close out the projects. The successful candidate will be a self-directed and motivated individual who has good understanding of the project management processes and experience in refinery or petrochemical equipment and processes.
The available schedules for the position are 9/80, 5/40 or 4/1, after hours calls occur occasionally during the year and support of TAR once a year. Core business hours are: 8 AM - 3:30 PM.
Key Responsibilities
+ Apply project management and engineering skills and knowledge during 5-step gated project process from conceptual to closeout.
+ Manage multiple projects and assignments in a timely, safe, and cost-effective manner.
+ Interact with project team members, key refinery stakeholders, and corporate SMEs to ensure that the project scope is clearly defined and meets the requirements of the end user.
+ Directly responsible to manage, address issues, provide direction and track progress of engineering contractors.
+ Coordinate activities of multifunctional project teams consisting of operating owner and contract employees.
+ Develop decision support packages (DSPs) for assigned projects, which include a project's objective, scope, schedule, benefits/justification, options, and costs.
+ Present DSPs to management to obtain approval and funding.
+ Initiate and participate in management of change (MOC) reviews for applicable projects.
+ Review design drawings and specifications and coordinate input from stakeholders. Participate in technical reviews with engineers from contract firms and equipment suppliers.
+ Manage project scope, cost, and schedule to ensure projects are delivered on time and on budget.
+ Ensure assigned projects comply with all applicable Marathon and refining industry specifications and standards.
+ Collaborate with project controls group for project scheduling, estimating, cost management, and forecasting.
+ Coordinate with procurement in development of contracting plan, including engineering services and equipment sourcing.
+ Develop Construction Work Packages and support construction and commissioning of assigned projects through field walks, responding to RFIs and approving installations before turning over to operations.
+ Provide documentation and support Operations and Maintenance departments to develop manuals, operating and maintenance procedures, and equipment training.
Education, Experience, and Skills
Minimum Requirements
+ Must have a Bachelor's Degree in an Engineering discipline.(Education must be obtained/completed prior to start date) (Degree must be accredited in US.)
+ Must have at least 8 years of combined experience as an Engineer and a Project Manager in a refinery, petro-chemical or other heavy related industry.
+ Must have at least 2 years of Project Management experience in a refining or petrochemical plant and other heavy industry.
+ Must be proficient in Microsoft: Word, Excel and Outlook.
+ Must have strong planning and coordinating skills.
+ Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.
+ Must have a valid driver's license. (MPC determines valid status.)
+ Must be legally authorized to work in the US without the need for future VISA sponsorship.
+ Travel Requirement is 5% or less.
+ Must be able to work one of the available schedules for the position are 9/80, 5/40 or 4/1, after hours calls occur occasionally during the year and support of TAR once a year. Core business hours are: 8 AM - 3:30 PM.
Preferred Qualifications
+ Technical background in automation and control system Project Management is preferred.
+ Familiar with refinery construction, reliability, maintenance, and operations is preferred.
Relocation may be available. to hire a candidate by January 19, 2026.

Project Manager will supervise concrete construction projects from beginning to end. They are
responsible for ensuring that projects are completed within time and budgetary constraints. The
Project Manager must have a minimum 5 years direct experience in commercial concrete
construction and hold a bachelors degree in Engineering, Construction Management or related
field. Tilt-Up and/or vertical experience is required. Project Managers will work directly with site
superintendents to manage job responsibilities together. They need to have ability to execute
and oversee several projects simultaneously. Project Manager to have strong skills to maintain
quality control throughout the project. Must be an exceptional communicator and have a strong
ability to work well with multiple groups. In addition to the ability to work thoroughly under
deadlines in a fast-paced environment, building and maintaining client relationships is an
essential part of this position.

Create and maintain project budgets and schedules
Weekly review of project labor cost with Superintendent to ensure labor budget is being
maintained
Manage project productivity, costs, quality and safety consistent with company policies

Communicate with the client throughout the process to ensure our plan is acceptable

Minimum Requirements

Knowledge of the building development industry
Familiarity with construction methods and the building codes

The position will report to the Advanced Project Manager and have responsibility for managing all aspects of assigned projects to define overall project scope, develop a cost estimate and schedule, develop construction work packages, support construction, and close out the projects. Manage multiple capital and expense projects simultaneously within the approved budget and schedule while meeting project quality objectives.
The successful candidate will be a self-directed and motivated individual who has good understanding of the project management processes and experience in refinery equipment and processes.
The available schedules for the position are 9/80, 5/40 or 4/1, after hours calls occur occasionally during the year and support of TAR once a year.
Key Responsibilities
+ Manage and deliver projects on time and within budget.
+ Support the development of the yearly IB budget for the Engineering Department.
+ Manage multiple projects and assignments.
+ Apply project management, engineering skills, and knowledge during 5-step gated project process from Conceptual, Feasibility, Definition, Implementation to Closeout.
+ Interact with project team members, key refinery stakeholders, and corporate SMEs to ensure that the project scope is clearly defined and meets the requirements of the end user.
+ Manage, address issues, provide direction and track progress of engineering contractors.
+ Develop and present decision support packages (DSPs) for assigned projects, which include a project's objective, scope, schedule, risks, benefits/justification, options, and costs.
+ Initiate and participate in management of change process (MOC) including Hazard and Operability Analysis (Hazop) for applicable projects.
+ Review design drawings and specifications and coordinate input from stakeholders. Participate in technical reviews with engineers from Marathon (MPC), EPC Contractors (Engineering Procurement and Construction) and equipment suppliers.
+ Ensure assigned projects comply with all applicable Marathon and other refining industry specifications and standards.
+ Collaborate with project controls group for project scheduling, estimating, cost management, and forecasting.
+ Coordinate with procurement in development of contracting plan, including engineering services and equipment sourcing.
+ Develop Construction Work Packages and support construction and commissioning of assigned projects through field walks, responding to RFIs and approving installations before turning over to operations.
+ Manage and update project information on refinery document control systems.
+ Provide documentation and support to Operations and Maintenance departments to develop start-up manuals, operating and maintenance procedures, equipment training, and Inspection and Mechanical Integrity programs.
+ Adopt a continuous improvement mindset and always look for opportunities to improve the project management work process.
Education, Experience, and Skills
Minimum Requirements
+ Must have a Bachelors' Engineering degree. (Education must be obtained/completed prior to start date)
+ Must have at least 10 years of Project Management in a refinery or EPC Contractors (Engineering Procurement and Construction) AND an additional 5 years of experience in operations, maintenance or engineering technical services experience in refinery or EPC Contractors (Engineering Procurement and Construction)
+ Must have strong communication skills both verbal and written.
+ Must have strong planning and coordinating skills.
+ Must be proficient in Microsoft: Word, Excel and Outlook.
+ Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.
+ Must have a valid driver's license. (MPC determines valid status.)
+ Must be legally authorized to work in the US without the need for future VISA sponsorship.
+ Travel Requirement is 10% or less.

Preferred Qualifications
+ More than 15 years of experience in project management in a refinery/EPC Contractors (Engineering Procurement and Construction) is preferred.
+ Background in automation, control system, electrical (E&I) and process engineering is preferred.
+ Familiarity with refinery construction, reliability, maintenance, or operations is preferred.

**General Responsibilities**
+ Responsible for managing the Design and Construction process.
+ Administers the selection process of the Architect/Engineer and any other consultants to be involved in the Project.
+ Leads and directs the progress, including initial planning, scope development, contracting, and construction administration.
+ Define the project's objectives, determine the appropriate partners, and oversee quality control while meeting strict deadlines and managing the budget.
+ Manages and monitors contract budgets; interacts with the Division Fiscal Manager to reconcile contracts and budgets and to report on monthly cash flow activities.

+ Supervise and consult with and provide direction to contracted architects, engineers, consultants, and specialty vendors.
**Position Requirements**
+ 10+ years of experience in the construction industry (pre-construction experience preferred).
+ Institutional and Higher Education project experience preferred; CSU experience preferred but not required.
+ Experience working for a general contractor on construction projects is preferred.
+ Ability to manage multiple projects at once (around 5) with values ranging from 1M to 15M.
+ Solid planning, scheduling, and logistical skills.
+ Proven ability to work well with stakeholders and deliver great client service.
+ Clear and effective written and verbal communication skills.
